REGULAR MEETING
WATER & SEWER BOARD
May 5, 2025
The Regular Meeting of the Water and Sewer Board of the City of Livonia, Michigan,
held on Monday, May 5, 2025 was called to order at 5:00 p.m. by Chairman Brett
Gierak. Roll was called with the following present:

1. Approval of Minutes dated April 7, 2025
Motioned by Rich Skaggs seconded by Greg Jones
#WS 6808 06/18 RESOLVED, that the Minutes of the Regular Meeting held
April 7, 2025 are hereby approved.
AYES: Gierak, Skaggs, Jones, Jackson
2. Chief Accountant Connie Kumpula presented to the Board the suggested water
rate increase in the amount of 5.76% per unit.
Motioned by Greg Jones seconded by Valerie Jackson
#WS 6809 05/25 RESOLVED that the Water and Sewer Board will request City
Council at their May 19, 2025 meeting to approve the new water rate effective
July 1, 2025 of 5.76% per unit. The Board recommends that Council proceed by
approving amendments to the Water and Sewer Ordinance.

3. Letter dated May 1, 2025 from the Assistant Director of Public Works, Subject:
Request for Consideration of Bill - Courtney Campbell, 11220 Karen
Motioned by Greg Jones, seconded by Valerie Jackson
#WS 6810 05/25 RESOLVE, that after discussion with Mrs. Campbell the Water
and Sewer Board does hereby grant effective May 5, 2025 a Twelve (12) month
extension at the end of which the account will have a zero balance, including all
new bills generated during that time. All late fees will be held in abeyance during
this time, with the understanding that if the balance is not paid by the expiration
date of this extension, all such late fees held in abeyance, plus any additional fees
incurred for nonpayment will be returned to the account.
At the request of the petitioner, the account at 11220 Karen will be put on a
“payment plan”, whereby the account will receive monthly versus quarterly billings
from now on. During the Twelve (12) month payment plan, each monthly bill is to
be paid in full and on time.
Additionally, the Board requests that the outstanding balance that would be
assigned to the 2025 Winter taxes not be consigned, provided the account is in
good standing and meeting their obligations if under a payment plan agreement.

4. Letter dated April 9, 2025 from the Assistant Director of Public Works, Subject:
Request for Consideration of Bill - Lynn Cairns, 18980 Whitby
Motioned by Greg Jones, seconded by Rich Skaggs
#WS 6811 05/25 RESOLVE, that after discussion with Ms. Cairns the Water and
Sewer Board does hereby grant effective May 5, 2025 a Twelve (12) month
extension at the end of which the account will have a zero balance, including all

Additionally, the Board requests that the outstanding balance that would be

The Board does also hereby grant the removal of the penalty dated Apil 15, 2025
in the amount of $$96.51.

iii. Remove penalty in the amount of $$48.19 dated April 15, 2025.
iv. Ms. Rush was present at the meeting, off agenda, and requested the
large bill be voided as she wasn’t aware it was leaking and shouldn’t be
held accountable for a “leak”. The Board explained that what goes
through the meter must be paid for, and that the resident is ultimately

responsible for their private property plumbing. The Board also does not
have the authority to “void” bills.

i. As the resident has continued to fulfill his obligation to pay $200 per month
towards his account as granted tat the April, 2022 Water Board meeting,
the Board agrees to extend said agreement another year, provided
resident continues to pay.
The next meeting of the Water and Sewer Board is scheduled for Monday, June 9, 2025
at 5:00pm.
Upon a motion by Greg Jones, seconded by Rich Skaggs, the meeting was adjourned
at 6:05pm.
