HomeMy WebLinkAbout2025-05-05 REGULAR MEETING WATER & SEWER BOARD May 5, 2025 The Regular Meeting of the Water and Sewer Board of the City of Livonia, Michigan, held on Monday, May 5, 2025 was called to order at 5:00 p.m. by Chairman Brett Gierak. Roll was called with the following present: Members Present: Brett Gierak Rich Skaggs Valerie Jackson Greg Jones Members Absent: Candy Little Others Present: Courtney Campbell, 11220 Karen Lynn Cairns, 18980 Whitby Yvette Smith-Rush, 19636 Rensellor Joey Schuetz, Manager, Water & Sewer Tracy Albus, Accountant II Dana Kemp, Accountant I Jill Russell, Secretary III 1. Approval of Minutes dated April 7, 2025 Motioned by Rich Skaggs seconded by Greg Jones #WS 6808 06/18 RESOLVED, that the Minutes of the Regular Meeting held April 7, 2025 are hereby approved. AYES: Gierak, Skaggs, Jones, Jackson 2. Chief Accountant Connie Kumpula presented to the Board the suggested water rate increase in the amount of 5.76% per unit. Motioned by Greg Jones seconded by Valerie Jackson #WS 6809 05/25 RESOLVED that the Water and Sewer Board will request City Council at their May 19, 2025 meeting to approve the new water rate effective July 1, 2025 of 5.76% per unit. The Board recommends that Council proceed by approving amendments to the Water and Sewer Ordinance. A roll call vote was taken: AYES: Gierak, Skaggs, Jackson, Jones NAYS: REGULAR MEETING WATER & SEWER BOARD May 5, 2025 The Chairman declared the motion carried. 3. Letter dated May 1, 2025 from the Assistant Director of Public Works, Subject: Request for Consideration of Bill - Courtney Campbell, 11220 Karen Motioned by Greg Jones, seconded by Valerie Jackson #WS 6810 05/25 RESOLVE, that after discussion with Mrs. Campbell the Water and Sewer Board does hereby grant effective May 5, 2025 a Twelve (12) month extension at the end of which the account will have a zero balance, including all new bills generated during that time. All late fees will be held in abeyance during this time, with the understanding that if the balance is not paid by the expiration date of this extension, all such late fees held in abeyance, plus any additional fees incurred for nonpayment will be returned to the account. At the request of the petitioner, the account at 11220 Karen will be put on a “payment plan”, whereby the account will receive monthly versus quarterly billings from now on. During the Twelve (12) month payment plan, each monthly bill is to be paid in full and on time. Additionally, the Board requests that the outstanding balance that would be assigned to the 2025 Winter taxes not be consigned, provided the account is in good standing and meeting their obligations if under a payment plan agreement. A roll call vote was taken: AYES: Gierak, Skaggs, Jackson, Jones NAYS: ABS: Little The Chairman declared the motion carried. 4. Letter dated April 9, 2025 from the Assistant Director of Public Works, Subject: Request for Consideration of Bill - Lynn Cairns, 18980 Whitby Motioned by Greg Jones, seconded by Rich Skaggs #WS 6811 05/25 RESOLVE, that after discussion with Ms. Cairns the Water and Sewer Board does hereby grant effective May 5, 2025 a Twelve (12) month extension at the end of which the account will have a zero balance, including all new bills generated during that time. The Board does also hereby grant the removal of the penalty dated Apil 15, 2025 in the amount of $$96.51. Penalty Free Extension: Twelve (12) months, expiring May 10, 2026 ii. Refrain from assessing the past due balance to the 2025 Winter taxes c. #WS 6814 05/25 Sandra Fry, 10055 Deering i. Penalty Free Extension: Twelve (12) months, expiring May 10, 2026 ii. Refrain from assessing the past due balance to the 2025 Winter taxes d. #WS 6815 05/25 Yvette Smith-Rush, 19636 Rensellor i. Penalty Free Extension: Nine (9) months, expiring February 10, 2026 ii. Refrain from assessing the past due balance to the 2025 Winter taxes iii. Remove penalty in the amount of $$48.19 dated April 15, 2025. iv. Ms. Rush was present at the meeting, off agenda, and requested the large bill be voided as she wasn’t aware it was leaking and shouldn’t be held accountable for a “leak”. The Board explained that what goes through the meter must be paid for, and that the resident is ultimately REGULAR MEETING WATER & SEWER BOARD May 5, 2025 responsible for their private property plumbing. The Board also does not have the authority to “void” bills. e. #WS 6816 05/25 Christina Graf, 34669 Beacon i. Refrain from assessing the past due balance to the 2025 Winter taxes g. #WS 6818 05/25 Douglas Julet, 9305 Florida i. As the resident has continued to fulfill his obligation to pay $200 per month towards his account as granted tat the April, 2022 Water Board meeting, the Board agrees to extend said agreement another year, provided resident continues to pay. The next meeting of the Water and Sewer Board is scheduled for Monday, June 9, 2025 at 5:00pm. Upon a motion by Greg Jones, seconded by Rich Skaggs, the meeting was adjourned at 6:05pm.
