REGULAR MEETING
WATER & SEWER BOARD
December 2, 2024
The Regular Meeting of the Water and Sewer Board of the City of Livonia, Michigan,
held on Monday, December 2, 2024 was called to order at 5:00 p.m. by Chairman
Brett Gierak. Roll was called with the following present:

1. Approval of Minutes dated November 4, 2024
Motioned by Rich Skaggs seconded by Candy Little
2. Letter dated November 21, 2024 from Superintendent of Public Works, Subject:
Request for Consideration of Bill - Robert Khzouz, 15569 Penn Dr.
Motioned by Valerie Jackson, seconded by Rich Skaggs
#WS 6719 12/24 RESOLVE, that after discussion with Mr. Khzouz the Water and
Sewer Board does hereby grant effective December 2, 2024 a Twelve (12) month
extension at the end of which the account will have a zero balance, including all
new bills generated during that time. All late fees will be held in abeyance during
this time, with the understanding that if the balance is not paid by the expiration
date of this extension, all such late fees held in abeyance, plus any additional fees
incurred for nonpayment will be returned to the account.
Additionally, the Board requests that the outstanding balance that would be
assigned to the 2025 Winter taxes not be consigned, provided the account is in
good standing and meeting their obligations if under a payment plan agreement.
A roll call vote was taken:
AYES: Gierak, Skaggs, Little, Jackson
NAYS:
The Chairman declared the motion carried.

3. Letter dated November 26, 2024 from Superintendent of Public Works, Subject:
Request for Consideration of Bill – Margaret Schram, 14129 Knolson.
Motioned by Valerie Jackson, seconded by Candy Little
#WS 6720 12/24 RESOLVE, that after discussion with Ms. Schram, the Water and
Sewer Board does hereby agree to credit the water account for 14129 Knolson for
one “unit” ($6.92) of water.
Ms. Schram contended that when the City’s tree contractor took down her right-of-
way tree, her sprinkler system was damaged, resulting in a “higher than normal”
water bill. Comparison of the current September water bill and the September
water bills from previous years showed the usage was almost identical to previous
bills. When questioned, Ms. Schram noted that the broken line only “leaked” when
the sprinkler system was activated on schedule. It was determined that while Ms.
Schram’s September bill showed no excessive usage compared to previous years,
we would credit her account for 1 unit (500 gallons = $6.92) in good faith.
A roll call vote was taken:
AYES: Gierak, Skaggs, Little, Jackson

The Chairman declared the motion carried.
4. Letter dated November 1, 2024 from Superintendent of Public Works, Subject:
Request for Consideration of Bill - Laura Collier, 28763 Dover
Motioned by Candy Little, seconded by Valerie Jackson
#WS 6728 12/24 RESOLVE, that the Water and Sewer Board does deny and will
take no further action on the request of the above customer, due to the fact that
they did not appear at the December 2, 2024 meeting.
A roll call vote was taken:
AYES: Gierak, Skaggs, Little, Jackson

Motioned by Candy Little, seconded by Valerie Jackson
#WS 6729 12/24 RESOLVE, that the Water and Sewer Board does deny and will
take no further action on the request of the above customer, due to the fact that
they did not appear at the December 2, 2024 meeting.
A roll call vote was taken:
AYES: Gierak, Skaggs, Little, Jackson
NAYS:
The Chairman declared the motion carried.
It was motioned by Valerie Jackson, seconded by Rich Skaggs to approve all
items on the following Consent Agenda:

The next meeting of the Water and Sewer Board is scheduled for Monday, January 6,
2025 at 5:00pm.
Upon a motion by Rich Skaggs, seconded by Valerie Jackson, the meeting was
adjourned at 5:32 pm.
