REGULAR MEETING
WATER & SEWER BOARD
November 4, 2024
The Regular Meeting of the Water and Sewer Board of the City of Livonia, Michigan,
held on Monday, November 4, 2024 was called to order at 5:00 p.m. by Chairman
Brett Gierak. Roll was called with the following present:

1. Approval of Minutes dated November 4, 2024
Motioned by Candy Little seconded by Valerie Jackson
#WS 5592 06/18 RESOLVED, that the Minutes of the Regular Meeting held
October 7, 2024 are hereby approved, with the sole change of the “Acting
Chairman” roll be changed to Valerie Jackson from Candy Little.

2. Letter dated October 31, 2024 from Superintendent of Public Service, Subject:
Request for Consideration of Bill - John Harris, 31620 Summers
Motioned by Candy Little seconded by Rich Skaggs
#WS 6701 11/24 RESOLVE, that after discussion with Mr. Harris the Water and
Sewer Board does hereby grant effective November 4, 2024 a Twelve (12) month
extension at the end of which the account will have a zero balance, including all
new bills generated during that time. All late fees will be held in abeyance during
this time, with the understanding that if the balance is not paid by the expiration
date of this extension, all such late fees held in abeyance, plus any additional fees
incurred for nonpayment will be returned to the account.

At the request of the petitioner, the account at 31620 Summers will be put on a
“payment plan”, whereby the account will receive monthly versus quarterly billings
from now on. If required, an M2 reading device will be installed at the residence
within the next thirty days. During the Twelve (12) month payment plan, each
monthly bill is to be paid in full and on time.
Additionally, the Board requests that the outstanding balance that would be
assigned to the 2025 Winter taxes not be consigned, provided the account is in
good standing and meeting their obligations if under a payment plan agreement.
A roll call vote was taken:

3. Letter dated October 17, 2024 from Superintendent of Public Service, Subject:
Request for Consideration of Bill - Tiffanie Banks, 19458 St. Francis
Motioned by Valerie Jackson seconded by Greg Jones
#WS 6702 11/24 RESOLVE, that after discussion with Ms. Banks the Water and
Sewer Board does hereby grant effective November 4, 2024 a Twenty-Four (24)
month extension at the end of which the account will have a zero balance, including
all new bills generated during that time. All late fees will be held in abeyance during
this time, with the understanding that if the balance is not paid by the expiration
date of this extension, all such late fees held in abeyance, plus any additional fees
incurred for nonpayment will be returned to the account.

“payment plan”, whereby the account will receive monthly versus quarterly billings

Additionally, the Board requests that the outstanding balance that would be
assigned to the 2024, 2025 Winter taxes not be consigned, provided the account
is in good standing and meeting their obligations if under a payment plan
agreement.
The Board does also hereby grant the removal of the penalty dated October 14,
2024 in the amount of $168.60.

4. Letter dated October 31, 2024 from Superintendent of Public Service, Subject:
Request for Consideration of Bill - Anthony Sobocinski, 18442 Brentwood
Motioned by Greg Jones seconded by Rich Skaggs
#WS 6703 11/24 RESOLVE, that after discussion with Mr. Sobocinski the Water
and Sewer Board does hereby grant effective November 4, 2024 a Twelve (12)
month extension at the end of which the account will have a zero balance, including
all new bills generated during that time. All late fees will be held in abeyance during
this time, with the understanding that if the balance is not paid by the expiration
date of this extension, all such late fees held in abeyance, plus any additional fees

Request for Consideration of Bill – Catesia Woods
Motioned by Greg Jones seconded by Valerie Jackson

#WS 6704 11/24 RESOLVE, the Board approves the removal of the reinstated
penalties of $216.32 and the penalty applied October 14, 2024 in the amount of
$63.82.
A roll call vote was taken:

6. Letter dated November 1, 2024 from Superintendent of Public Service, Subject:
Request for Consideration of Bill - Laura Collier, 28763 Dover
Motioned by Rich Skaggs seconded by Greg Jones
#WS 6705 11/24 RESOLVE, table this matter to the December 2, 2024 meeting
at which time the resident is able to appear. All penalties will be held until that time

7. Letter dated October 17, 2024 from Superintendent of Public Service, Subject:
Request for Consideration of Bill - Amady Gueye, 31556 Bridge St.
Motioned by Valerie Jackson seconded by Greg Jones
#WS 6706 11/24 RESOLVE, that the Water and Sewer Board does deny and will
take no further action on the request of the above customer, due to the fact that
they did not appear at the November 4, 2024 meeting.

Upon a motion by Rich Skaggs, seconded by, Greg Jones, the meeting was adjourned
at 6:07pm.
