HomeMy WebLinkAbout2011-01-25 MINUTES OF THE TWENTY-SIXTH MEETING OF THE LOCAL OFFICERS COMPENSATION COMMISSION OF THE CITY OF LIVONIA On January 25, 2011, the above meeting was held at the Livonia City Hall, 33000 Civic Center Drive, Livonia, Michigan, and was called to order by Scott Grace, the Acting Chairperson, at 7:00 p.m. Roll was called with the following result: MEMBERS PRESENT: Maureen Simari Ronald Reinke John Murphy Glen Long, Jr. Richard Hayward Scott Grace MEMBERS ABSENT: None OTHERS PRESENT: Jack Kirksey, Mayor Dennis Wright, City Treasurer Karen A. Tesner, Asst. City Clerk On a motion by Reinke, seconded by Long, and unanimously adopted, it was: #01-11 RESOLVED, that the minutes of the March 18, 2009, Local Officers Compensation Commission Meeting are hereby approved as submitted. On a motion by Long, seconded by Reinke, and unanimously adopted, it was: #02-11 RESOLVED, that Scott Grace is elected to serve as Chairperson of the Local Officers Compensation Commission for the year 2011. On a motion by Murphy, seconded by Hayward, and unanimously adopted, it was: #03-11 RESOLVED, that Glen Long, Jr. is elected to serve as Vice Chairperson of the Local Officers Compensation Commission for the year 2011. A handout was provided to the Commissioners relative to salaries for Conference of Western Wayne communities’ elected officials. They were also provided with a handout of salary information for Administrative, Public Safety, Technical/Clerical and Boards/ Commissions/Councils of those same communities, as well as City of Livonia union rate increases since 12/01/2008. Minutes of the Local Officers Compensation Commission Meeting of January 25, 2011 2 Mayor Kirksey addressed the Commission. He stated that income from property values has decreased dramatically, leaving less General Fund dollars to handle salaries. It is anticipated that Lansing will further erode our State-shared revenue. In 2011, four (4) Police street officer positions were eliminated, but no one was terminated due to retirements in that department. He asked the Commissioners to consider leaving the salaries the same as they presently are, adding that anything that would diminish current salaries would take a long time to recover. He also stated that over the past two (2) years, most of the elected officials donated back 5% of their salaries. As Mayor of the City of Livonia, he takes no benefit except for the use of a vehicle – no pension, no hospitalization, etc. The Mayor also takes over the responsibilities of the Public Safety Director, as well as a portion of economic development responsibilities. Mayor Kirksey asked them to review the salary of Mayor in other communities, citing Dearborn as an example. Questions were raised about current union negotiations and other elected-official benefits. With respect to union negotiations, the Mayor stated the City is looking at salaries and various working conditions (i.e., overtime, vehicle usage). He also answered other questions regarding benefits. Chairperson Grace remarked that at their last meeting, a letter was sent from the LOCC requesting benefit information, but that was not answered. That was why they had questions this evening. City Treasurer Wright also briefly addressed the Commission, stating that his office has good customer service, good morale, and has been collecting a lot of old debt. He enjoys working for the City and is satisfied with his current salary. Both Mayor Kirksey and City Treasurer Wright left the meeting at 7:40 p.m. Some discussion took place amongst the Commissioners relative to the handouts they were given. On a motion by Hayward, seconded by Simari, and unanimously adopted, it was: #04-11 RESOLVED, that due to the current economic state and the budget problems facing the City of Livonia, the Local Officers Compensation Commission hereby determines that the salary for the Office of the Mayor be frozen at its current level of $105,000, to be paid on a bi-weekly basis, for the 2012 and 2013 calendar years. Minutes of the Local Officers Compensation Commission Meeting of January 25, 2011 3 On a motion by Reinke, seconded by Hayward, and unanimously adopted, it was: #05-11 RESOLVED, that due to the current economic state and the budget problems facing the City of Livonia, the Local Officers Compensation Commission hereby determines that the salary for the Office of the City Clerk be frozen at its current level of $74,000, to be paid on a bi-weekly basis, for the 2012 and 2013 calendar years. On a motion by Long, seconded by Murphy, and unanimously adopted, it was: #06-11 RESOLVED, that due to the current economic state and the budget problems facing the City of Livonia, the Local Officers Compensation Commission hereby determines that the salary for the Office of the City Treasurer be frozen at its current level of $70,900, to be paid on a bi-weekly basis, for the 2012 and 2013 calendar years. On a motion by Hayward, seconded by Reinke, and unanimously adopted, it was: #07-11 RESOLVED, that due to the current economic state and the budget problems facing the City of Livonia, the Local Officers Compensation Commission hereby determines that the salary for the City Council President be frozen at its current level of $17,800, to be paid on a bi-weekly basis, for the 2012 and 2013 calendar years. On a motion by Simari, seconded by Long, and unanimously adopted, it was: #08-11 RESOLVED, that due to the current economic state and the budget problems facing the City of Livonia, the Local Officers Compensation Commission hereby determines that the salary for the City Council be frozen at its current level of $16,600, to be paid on a bi-weekly basis, for the 2012 and 2013 calendar years.
