MINUTES OF THE TWENTY-THIRD MEETING OF THE
LOCAL OFFICERS COMPENSATION COMMISSION OF THE CITY OF LIVONIA
On January 24, 2005, the above meeting was held at the Livonia City Hall, 33000
Civic Center Drive, Livonia, Michigan, and was called to order by Scott Grace, the
Chairperson, at 7:10 p.m. Roll was called with the following result:

On a motion by Hayward, seconded by Simari, and unanimously adopted, it was:
#1-05 RESOLVED, that the minutes of the June 16, 2003, Local
Officers Compensation Commission Meeting are hereby approved as
submitted.
On a motion by Hayward, seconded by Simari, and unanimously adopted, it was:
#2-05 RESOLVED, that Scott Grace is elected to serve as
Chairperson of the Local Officers Compensation Commission for the year
2005.
On a motion by Hayward, seconded by Grace, and unanimously adopted, it was:
#3-05 RESOLVED, that Maureen Simari is elected to serve as Vice
Chairperson of the Local Officers Compensation Commission for the year
2005.
Mayor Engebretson addressed the Commission, stating that at some time he believes
they would need to think of those who will be coming in the future. It may discourage
qualified people from running for office if salaries were not comparable to other cities.
He provided the following as to salaries of Mayors and/or City Managers in comparable
communities:

Dearborn $131,000 (Mayor)
Farmington Hills $131,000 (City Manager); $8,000 (Part-time Mayor)
Royal Oak $122,000 (City Manager)
Sterling Heights $130,000 (City Manager); $17,500 (Part-time Mayor)
Troy $133,700 (City Manager)
Ann Arbor $137,000 (City Manager); $28,000 (Part-time Mayor)
Mayor Engebretson stated that union employees generally received between 1-3% in
increases each year, 2% on the average. Although he was not specifically asking for
himself and he was not recommending the Commission approve any large increases,
he did ask them to consider a minimal increase for future candidates seeking to run for
office and to gradually increase salaries.
A brief discussion took place between the differences of a Mayor vs. a City Manager, as
well as the economic future of the City in general.
Ms. Szymula left the meeting at 7:40 p.m.
The Mayor also voiced his opinion that he believed an injustice had been done in the
past with respect to the salary of the City Treasurer. He stated that Ms. Grimsby has
done an excellent job as the City Treasurer and that she is very well qualified for that
job. He asked the Commissioners to carefully review the information she would be
submitting to them.
Mayor Engebretson left the meeting at 7:50 p.m.
Linda Grimsby then distributed a handout to the Commissioners. It indicated the
responsibilities of the Treasurer’s Office, procedures she had changed since being in
office, her educational background, as well as salaries of other City Treasurers and City
personnel. As no one had any questions for her, she thanked the Commissioners for
their consideration and left the meeting at 8:00 p.m.
A lengthy discussion then took place among the Commissioners.
On a motion by Hayward, seconded by Simari, and unanimously adopted, it was:
#4-05 RESOLVED, that the Local Officers Compensation
Commission hereby determines that the salary for the Office of the Mayor
be frozen at its current level of $94,800 for the 2005 calendar year;
FURTHER, that the salary for the calendar year 2006 shall be set at
$96,700; FURTHER, that the salary for the calendar year 2007 shall be
set at $98,600.

On a motion by Simari, seconded by Hayward, and unanimously adopted, it was:
#5-05 RESOLVED, that the Local Officers Compensation
Commission hereby determines that the salary for the City Council be
frozen at its current level of $15,200, with the Council President’s salary
frozen at $16,400, for the 2005 calendar year; FURTHER, that the salary
for the City Council be set at $15,500, with the Council President’s salary
set at $16,700, for the 2006 calendar year; FURTHER, that the salary for
the City Council be set at $15,800, with the Council President’s salary set
at $17,000, for the 2007 calendar year.
On a motion by Hayward, seconded by Simari, and unanimously adopted, it was:
#6-05 RESOLVED, that the Local Officers Compensation
Commission hereby determines that the salary for the Office of the City
Clerk be frozen at its current level of $67,100 for the 2005 calendar year;
FURTHER, that the salary for the calendar year 2006 shall be set at
$68,450; FURTHER, that the salary for the calendar year 2007 shall be
set at $69,800.
On a motion by Simari, seconded by Hayward, and unanimously adopted, it was:
#7-05 RESOLVED, that due to past inequities by this Commission
with respect to the salary for the Office of the City Treasurer, the Local
Officers Compensation Commission hereby determines that the salary for
the City Treasurer shall be set at $59,450 for the 2005 calendar year;
FURTHER, that the salary for the calendar year 2006 shall be set at
$60,650; FURTHER, that the salary for the calendar year 2007 shall be
set at $61,800.
The next meeting of the Local Officers Compensation Commission is scheduled for the
spring of 2007.
Upon a motion by Simari, seconded by Hayward, and unanimously adopted, the
meeting was adjourned at 8:43 p.m.
