March 4, 2024
The Regular Meeting of the Water and Sewer Board of the City of Livonia, Michigan,
held on Monday, March 4, 2024 was called to order at 5:00 p.m. by Chairman Brett
Gierak. Roll was called with the following present:

1. Approval of Minutes dated February 5, 2024
Motioned by Greg Jones seconded by Valerie Jackson
#WS 6518 03/24 RESOLVED, that the Minutes of the Regular Meeting held
February 5, 2024 are hereby approved.

2. Letter dated February 8, 2024 from Superintendent of Public Service, Subject:
Request for Consideration of Bill - David Nelson, 38165 Ann Arbor Rd.
Motioned by Candy Little seconded by Rich Skaggs
#WS 6519 03/24 RESOLVE, that after discussion with Mr. Nelson the Water and
Sewer Board does hereby grant effective March 4, 2024 a Twelve (12) month
extension at the end of which the account will have a zero balance, including all
new bills generated during that time. All late fees will be held in abeyance during
this time, with the understanding that if the balance is not paid by the expiration
date of this extension, all such late fees held in abeyance, plus any additional fees
incurred for nonpayment will be returned to the account.
At the request of the petitioner, the account at 38165 Ann Arbor Rd. will be put on
a “payment plan”, whereby the account will receive monthly versus quarterly

billings from now on. If required, an M2 reading device will be installed at the
residence within the next thirty days. During the Twelve (12) month payment plan,
each monthly bill is to be paid in full and on time.
Additionally, the Board requests that the outstanding balance that would be
assigned to the 2025 Winter taxes not be consigned, provided the account is in
good standing and meeting their obligations if under a payment plan agreement.
The Board does also hereby grant the removal of the penalty dated February 14,
2024 in the amount of $285.52.

3. Letter dated February 28, 2024 from Superintendent of Public Service, Subject:
Request for Consideration of Bill - Michael Zelepis, 16905 Pollyanna
Motioned by Greg Jones seconded by Valerie Jackson
#WS 6520 03/24 RESOLVE, that after discussion with Ms. Zelepis the Water and
Sewer Board does hereby grant effective March 4, 2024 a Twelve (12) month
extension at the end of which the account will have a zero balance, including all
new bills generated during that time. All late fees will be held in abeyance during
this time, with the understanding that if the balance is not paid by the expiration
date of this extension, all such late fees held in abeyance, plus any additional fees
incurred for nonpayment will be returned to the account.

#WS 6521 03/24 RESOLVE, that after discussion with Ms. Jewell the Water and
Sewer Board does hereby grant effective March 4, 2024 a Twelve (12) month
extension at the end of which the account will have a zero balance, including all
new bills generated during that time. All late fees will be held in abeyance during
this time, with the understanding that if the balance is not paid by the expiration
date of this extension, all such late fees held in abeyance, plus any additional fees
incurred for nonpayment will be returned to the account.

“payment plan”, whereby the account will receive monthly versus quarterly billings
from now on. If required, an M2 reading device will be installed at the residence

5. Letter dated January 12, 2024 from Superintendent of Public Service, Subject:
Request for Consideration of Bill - Bill Baines, 34935 Schoolcraft, Suite 207
Motioned by Valerie Jackson seconded by Rich Skaggs
#WS 6522 03/24 RESOLVE, that after discussion with Mr. Baines the Water and
Sewer Board does hereby grant effective March 4, 2024 a Nine (9) month
extension at the end of which the account will have a zero balance, including all
new bills generated during that time. All late fees will be held in abeyance during
this time, with the understanding that if the balance is not paid by the expiration
date of this extension, all such late fees held in abeyance, plus any additional fees
incurred for nonpayment will be returned to the account.
At the request of the petitioner, the account at 34935 Schoolcraft, Suite 207 will be
put on a “payment plan”, whereby the account will receive monthly versus quarterly
billings from now on. If required, an M2 reading device will be installed at the
residence within the next thirty days. During the Nine (9) month payment plan,
each monthly bill is to be paid in full and on time.

Additionally, the Board requests that the outstanding balance that would be
assigned to the 2025 Winter taxes not be consigned, provided the account is in
good standing and meeting their obligations if under a payment plan agreement.
The Board does also hereby grant the removal of the penalty dated December 14,
2024 in the amount of $498.00.

6. Letter dated January 23, 2024 from Superintendent of Public Service, Subject:
Request for Consideration of Bill - Vanessa Salwa, 34225 Orangelawn
Motioned by Rich Skaggs seconded by Candy Little
#WS 6523 03/24 RESOLVE, that the Water and Sewer Board does deny and will
take no further action on the request of the above customer, due to the fact that
they did not appear at the March 4, 2024 meeting.

7. Letter dated February 5, 2024 from Superintendent of Public Service, Subject:
Request for Consideration of Bill - Anthony Collins, 8938 Norman
Motioned by Rich Skaggs seconded by Candy Little
#WS 6524 03/34 RESOLVE, the Water and Sewer Board does hereby grant
effective March 4, 2024 a Twelve (12) month extension at the end of which the
account will have a zero balance, including all new bills generated during that time.
All late fees will be held in abeyance during this time, with the understanding that
if the balance is not paid by the expiration date of this extension, all such late fees
held in abeyance, plus any additional fees incurred for nonpayment will be returned
to the account.

“payment plan”, whereby the account will receive monthly versus quarterly billings

#WS 6525 03/24 RESOLVE, the Water and Sewer Board does hereby grant
effective March 4, 2024 a Six (6) month extension at the end of which the account
will have a zero balance, including all new bills generated during that time. All late
fees will be held in abeyance during this time, with the understanding that if the
balance is not paid by the expiration date of this extension, all such late fees held
in abeyance, plus any additional fees incurred for nonpayment will be returned to
the account.

#WS 6526 03/24 RESOLVE, the Water and Sewer Board does hereby grant
effective March 4, 2024 a Twelve (12) month extension at the end of which the
account will have a zero balance, including all new bills generated during that time.
All late fees will be held in abeyance during this time, with the understanding that
if the balance is not paid by the expiration date of this extension, all such late fees
held in abeyance, plus any additional fees incurred for nonpayment will be returned
to the account.

which the account will have a zero balance, including all new bills generated during
that time. All late fees will be held in abeyance during this time, with the
understanding that if the balance is not paid by the expiration date of this extension,
all such late fees held in abeyance, plus any additional fees incurred for
nonpayment will be returned to the account.

effective March 4, 2024 a Nine (9) month extension at the end of which the account
will have a zero balance, including all new bills generated during that time. All late
fees will be held in abeyance during this time, with the understanding that if the
balance is not paid by the expiration date of this extension, all such late fees held
in abeyance, plus any additional fees incurred for nonpayment will be returned to
the account.

effective March 4, 2024 a Twelve (12) month extension at the end of which the
account will have a zero balance, including all new bills generated during that time.

if the balance is not paid by the expiration date of this extension, all such late fees
held in abeyance, plus any additional fees incurred for nonpayment will be returned
to the account.

in abeyance, plus any additional fees incurred for nonpayment will be returned to
