HomeMy WebLinkAbout2023-12-07 City of Livonia MINUTES 3rd Meeting of the Water Advisory Council Thursday, December 7, 2023 9:00 am – Livonia DPW Conference Room 12973 Farmington Road Livonia, Michigan CALL TO ORDER The meeting was called to order at 9:05 a.m. Council Members Present:  Don Rohraff, Director of Public Works  Holly Malewski, Livonia resident and Member at Large  Jacob Rushlow, Assistant Director of Public Works Others Present:  Ryan Ferrell, Superintendent, Department of Public Works  Jill Russell, Secretary III Absent:  Brett Gierak, Livonia resident and Water & Sewer Board Chair 1. APPROVAL OF MINUTES DATED DECEMBER 5, 2022 Motioned by Jacob Rushlow, seconded by Don Rohraff #WAC 0002 12/23 RESOLVED, that the Minutes of the Regular Meeting held December 5, 2022 are hereby approved. A roll-call vote was taken: AYES: Rohraff, Malewski, Rushlow NAYS: None The motion was carried. Motioned by Jacob Rushlow, seconded by Holly Malewski that since Mr. Wilson has retired, to appoint Ryan Ferrell, Superintendent/Water & Sewer, to City of Livonia to the Water Advisory Council A roll-call vote was taken: AYES: Rohraff, Malewski, Rushlow NAYS: None The motion was carried. LEAD TESTING: Ryan Ferrell gave a review of the City’s Lead & Copper testing program and explained the packet contents that residents receive. Holly Malewski commented on what a great job the City of Livonia is doing with this.  31 samples were submitted during our annual lead testing program. Two (2) showed above-average lead content. SERVICE LINE IDENTIFICATION: As per procedure, any time one of our Representatives enters a residence to perform Water & Sewer checks/change-outs, the composition of the incoming water service is identified and noted in our files. An on-line survey was conducted for homeowners whose service line composition has not been identified in city records. 466 Responses were received:  424 Copper  20 Galvanized  8 Plastic/pex  14 Lead The DPW will be pushing out another notification to residents for this volunteer program. DWAM PROGRAM The City of Livonia applied for a DWAM grant from EGLE and was awarded $425,900 to help with costs of 3-point physical inventory of a minimum of 381 service lines randomly selected across all of the city’s 38,256 services.  Estimated total cost $600K  330 interior inspections completed  260 exterior inspections completed  Two lead lines found. Resident information packets have been provided DWAM PROGAM / LEAD SERVICE LINE REPLACEMENT:  Lead line replacements: o 2022 = 19 o 2023 = 15  We anticipate this number will go down after DWAM is complete.  We know of 60 verified lead service lines. They are all notified to test for lead sampling. Not all responded.  Replacement Costs: o Livonia’s average cost is $7,500.00 o Redford just recently received a bid for $1.2M to charge out 163 service lines ($7,362 ea.). o Detroit’s current average cost is $9,200.00 each It was motioned by Jacob Rushlow and seconded by Don Rohraff to adjourn the meeting: A roll-call vote was taken: AYES: Rohraff, Wilson, Malewski, Rushlow NAYS: None The motion was carried.
