HomeMy WebLinkAbout2023-02-17 MinutesMINUTES OF THE ELECTION COMMISSION OF THE CITY OF LIVONIA, MICHIGAN A meeting of the Election Commission of the City of Livonia, Michigan, was held on Friday, February 17, 2023, at the Livonia City Hall, 33000 Civic Center Drive, Livonia, Michigan at 11:30 a.m., at which time and place the following members of said Commission were present: Present: Paul Bernier, City Attorney Susan Nash, City Clerk Maureen Miller Brosnan, Mayor Also Present: Janet Douglas, Elections Coordinator Susan Nash assumed the duties as Chairperson of the Election Commission. Upon a motion by Commissioner Bernier, supported by Commissioner Brosnan, and unanimously adopted, it was: RESOLVED that the minutes of the Election Commission meeting held on October 4, 2022 are hereby approved. Chairperson Nash indicated the purpose of the meeting was to discuss the implications of Proposal 2-2022 for the upcoming elections in 2023. Nash explained the proposal passed in November, 2022, and requires municipalities to install ballot drop boxes throughout the communities with security cameras that monitor the boxes. Further, all ballot drop boxes will need to be emptied daily during all election cycles by the Clerk’s Office for all future elections. Nash explained under the proposal, Livonia must install at least five (5) ballot drop boxes and wanted input from the Commission on possible locations. Chairperson Nash explained the State of Michigan has gone out to bid for the purchase of ballot drop boxes and nothing can be ordered at this time until the bid has been awarded. Nash explained the ideal locations for the boxes would be distributed as equitably as possible throughout the City. The Commission members discussed and agreed to the following ballot drop box locations: Bicentennial Park, near the Fire Station; Sandburg Library; Clements Circle Park; Newburgh Village; and City Hall. Casey O’Neil, IS Director, indicated security cameras are already in place at these locations and may simply need updating to accommodate the requirements of the State. Chairperson Nash indicated the ballot drop boxes will need to be emptied by two (2) departmental members of different political parties. Nash indicated the Clerk’s Office will need to invest in approved ballot transport containers and will find out if they need to be sealed after each box pick-up or after all boxes have been emptied. Nash also indicated a detailed log of all collection of ballots from the drop boxes will be required under the State’s guidance. Upon a motion by Commissioner Bernier, supported by Commissioner Brosnan, and unanimously adopted, this meeting of the Election Commission of the City of Livonia was adjourned at 11:57 a.m. on February 17, 2023.
