Zoning Board
Dec. 29th,1947
Minutes of the regular Meeting of the Livonia Township Zoning
Board, held in the Township Hall, Dec. 29th, 1947.
This meeting is a Public Hearing to consider petitions for
changes in Zoning.
The meeting was called to order at 8:05 K.M. by Chairman Johnston.
Members present: Carson Johnston, Chairman, George Bentley,
Robert Rewey and Attorney Ambrose.
Attorney Ambrose reads the Legal Notice of the Public Hearing.
The first petitions to be considered are Nos. 3 and 4, described
as follows:
No.3 - The area bounded on the South by Seven
Mile Road; on the East by Weyher Avenue;
on the North by an imaginary line running
parallel to Seven Mile Road, which is
approximately 100 feet North of the
Northerly edge of Seven Mile Road, and
on the -West to a point which is approxi-
mately 200-feet East of Middlebelt Road
and the beginning of the present 01
requirement, to be changed from an R-U-Fi,- C
requirement to a C-1 requirement; said area
being located in Zoning Map No.l.
No.4-0 The area bounded on the North by Seven
Mile Road; onthe East by Weyher Avenue;
on the South by an imaginary line running
parallel to Seven Mile Road, which is
approximately 100 feet South of Seven
Mile Road; on the West to a point which
is approximately 300 feet East of Middlebelt
Road, and the beginning of the present C-1
requirement, to be changed from an AG-1-C
requirement to a C.-1 requirement; said
area being located in Zoning Map No.l.
Attorney Ambrose reads the petitions from the owners on the
North and South side of Seven Mile Road, and then reads the C-1
classification.
Mr. Nelson Charter, 28900 Seven Mile states he is in favor of
the change as he thinks eventually Seven Mile Road would be all
business frontage.
Mr. Edw. F. Cook, 18514 Maplewood, favors more business on
Seven Mile.
Mrs. Vincent 29106 Clarity states there should be more business
on Seven Mile at this point, as the stores are too far away.

Mrs. White, 19305 Weyher, thinks there should be more stores
along Seven Mile, so children going to the store shouldn't have to
cross the Road.
Mr. Walter Dickson, 29204 Bretton, states he is in favor of
more business frontage.
Mr. Page, 28819 Seven Mile states he believes only the owners,
of property along the frontage in question should decide on the
change that he brought in a petition against the change signed
by actual owners of property on Seven Mile, (This petition was
not available at this meeting).
Mrs. Frank Kane, 19117 Parkville, states she is against the
change, as they built a home at that location to be away from
business sections, and that, in her opinion, Seven Mile should
remain residential.
Mr. Chas. J. Barnum, 28912 Seven Mile, is not in favor of any
more business on Seven Mile - claims all property owners on Seven
Mile are objecting to the changed
Mr. McMillan, 28720 Seven Mile, asked if there were a possibility
of a saloon opening up there if the change were made.
Chairman Johnston called on Mrs Ziegler, who explained that
no saloon would be opened up in any district where it was objection-
able to the neighbors, and furthermore, until after the 1950 Census,
there could be no more saloons as the quota in the Township was filled.
Chairman Johnston called for hands to be raised of actual lot
owners on Seven Mile who were present - there were 9 - 6 were against
changing the Zoning.
Of the people present, 21 were for the change, 19 against.
The second petition is No,1, on the property described as
follows:
No,lse The area bounded on the South by Five
Mile Road; on the West by the East,
boundary of the continuation of Henry
Ruff Road; on the North by the South
boundary of the imaginary road known
as Puritan Road, and which is 2639,63
feet North of the said center line of
Five Mile Road; on the East an imaginary
line which is parallel to the said
Henry Ruff Road and the continuation
thereof, and which line is approximately
412.38 feet from the center of the said
Henry Ruff Road, to be changed from an
AG'1-B requirement to a R-1-C requirement;
said area being located in Zoning Map 1.

Mr.'Leo O'Connor was present to explain that while they
requested the change to an R-1-C, the actual size of the houses
would be 624 sq. ft., and not 576 sq. ft.
Mr. Farrand Perry, 15640 Oporto, states he is not in favor of
changing from a "B" district as it would detract from the appearance
of the whole neighborhood.
Mr. Pierce Tower, 29802 Greenland, claims a 24x26 home would
be too small and would be .detrimental to the neighborhood,
Mr. Geier, 29916 Greenland, states the Zoning should be held
to the code and not reduced in any n4&ghborhood.
Mr. Ralph Frazer, 30444 Rayburn, is against building small
houses on 50 foot lots. .
Chairman Johnston now calls for a vote by hand raising - one
was for the change a 22 against it*
The next petition is No.2, on the property described as follows:
No.,2a The area bounded on the North by Eight
Mile Road; on the West by Merriman Road;
on the South by an imaginary lino which
is parallel to Eight Mile Road, and which
is 300 feet from the South edge of the
said Eight Mile Road, and on the East by
Middlebeit Road, to be changed from an
AGE-1pC requirement and a 0-1 requirement
to an M requirement; said area being
located on Zoning Map No.l
Attorney Ambrose reads the regulations that will apply to
the M District, if adopted. The change is primarily to make the
Eight Mile Road a business district which would be less than an M-1
district.
Mr. Wm. F. Lane, 30845 8 Mile Road, misunderstanding the issue,
began by complaining about the building at 8 mile and Purling Brook,
which is to be a Tool Shop - claims it looks worse now than it did
before. He was advised that this building was to be completely reia
built and that it would be entirely modernized.
Mr. Dickinson, 20403 Louise states that this building is an
eye sore to the community.
Mr. John Ingstrom, 29205 Sunnydale, states that he has worked
for the owner of the Tool Shop, Mr. Flores, for years, and he was
the one who suggested that Mr. Flores move his business to Livonia
Township. He says that if the people would only give Me. Flores
a chance to prove what he intended to do, they would soon find out
that he means to have a good looking building that would be an asset
to any community.

Mr. Flores talks of his plans and shown the

A vote was now taken on whether to adopt the M district -
31 were for it - 2 against it.

The proposed change in .Area No.5, described as Lot 31 of
the Liverance Estate subdivision, was found to have been advertised
incorrectly - will be re -published to come before the next Public
Hearing.
The next petition concerns Areas No.6 and 7, described as
follows:
No-6.,. The area bounded bn the North by
Ann Arbor Trail; on the West by
Aix Road; on the East by the inter.,
setting point of Ann Arbor Road and
the Ann Arbor Trail, and on the South
by Ann Arbor Road, to be changed from
an.AG-1-B requirement to an R.1. B
requirement; said area being located
in Zoning Map No.3.
No.7- The area bounded on the North by the South
boundary of Middle Rouge Parkway; on the
West by an imaginary line, which is approx.
imately 200 feet East and parallel to
Bassett Drive; on the South by Ann Arbor
Trail, and on the East by Ann Arbor Road,
to be change from an AG-1-B requirement
to an R-1-B requirement; said area being
located in Zoning Map No.3.
Mr. Ralph Vilade of Lambrecht-Kelly Go., was present to give
the reason for the change. The peculiar shape of this property is
such that smaller parcels would be better for building purposes. A
tentative plan was shown and met with unanimous approval.
A vote was taken - 7 were for the changes - none against.

The next petition covers Area No.8, described as follows:
No.8- A triangular area on the West side
of Farmington Rd., commencing at a
point 320 feet North of Joy Rd.;
thence running Northerly along the
Westerly side of Farmington Road
486 feet to a point; thence to an
imaginary line running Westerly at
right angles.to said Farmington Road
and almost parallel to Joy Road for a
distance of 325 feet to a point; thence
an imaginary hypotenuse line running to
the place of beginning, measuring approx-
imately 574 feet, to be changed from an
AG-1-B requirement to a C-1 requirement;
said area being located,in Zoning Map
No.3.
No one was present who was interedted in this changes

The next petition covers Area No.9, described as follows:
No.9- The area bounded on the South by Plymouth
Road; on the East by the West boundary of
Alden Village Subdivision, on the North an
imaginary line parallel to Plymouth Road,
having a distance of 200 feet from said
Plymouth Road and on the West to a point
which is approximately 525 feet West of the
West boundary of Alden Village subdivision,
excepting therefrom the East 75 feet thereof;
also excepting therefrom that part of Lot 10
of Alden Village Subdivision which lies West
of the imaginary line of Wayne Road; also
excepting therefrom Lot No.11.of said Alden
Village Subdivision, to be changed from an
R-1-B requirement to a Cel requirement; said
area being located in L.oning Map Nos3.
This petition was approved by the Alden Village Association at
a previous meeting, so no comment at this meeting,

No.10- Tha.t'area bounded on the North by Five Mile
Road; on the East by Fairfield Avenue; on
the South by an imaginary line running parallel
to Five Mile Road, wh#.ch is a distance of 100
feet South of Five Mile Road, and on the West
by Woodring Avenue, to be changed from an
R-II-F-C requirement to a C-1 requirement; said
area being located in Zoti'ng Map No.4.

Mrs. Clara Smith was present as petitioner, and five others
present were for the change m no one against it.
The next petition covers Area No.11, described as follows:
No.11. That area bounded on the North by Five
Mile Road; on the West an imaginary line
parallel to Hubbard Road, which is a
distance of 100 feet from Hubbard Road;
on the South by the North boundary of
Grenada Park Subdivision No.1, and on
the East by the Hubbard Road, to be
changed from an R-U®F-C requirement to
a 0.1 requirement; said area being lo-
cated in Zoning Map No.40
0f those present who were interested, three were against
the change s none for it.
The next petition covers Area No.12, described as follows;
No.12- That area bounded on the South by Plymouth
Road; on the West by Merriman Road; on the
North by an imaginary line running parallel
to Plymouth Road, which is approximately 300
feet distant, on the East by an imaginary
line running parallel to Merriman Road and
which is a distance of 1300 feet, to be
changed from an R-U»F!B requirement to a
0.1 requirement; said area being located in
Zoning Map No.4.
Mr. Roy Bryant, 31124 Plymouth Road was present to approve
of this change, as were Mr. Ed. Schaffer, who owns 520 feet, and
Albert Trout of 31250 Plymouth Road.
There was no one present against the change,
At this point a recess was taken while the Board took the
foregoing changes under advisements
The following recommendations will be made to the Township
Board:
Areas Nos. 3 and 4 m this Board recommends no change in Zoning,
as the actual lot owners concerned were
definitely against it.
Area No.l- This Board recommends a change to R«1.B ., to allow
smaller parcels, but size of buildings remain at B00 feet.

Area No.2 - This Bca rd recommends the change requested.
Area No.5,b No action taken ., to be republihhed on account
error in location.
Area Nos. 6 & 7 - This Board recommends the change in both areas.
Area No.8 - This Board recommends no change be made.

Area No.11-. This Board recommends no change be made.
Area No012 , This Board recommends the change requested*
No.13 - This Board recommends the "M" District be adopted.
There being no further business to come before the Board,'
on motion by Mr. Bentley, seconded by Mr. Rewey, Chairman Johnston
adjourned the meeting at 10:30 P.M.
