Minutes of Meeting of the Livonia Township Planning Board, held
March fourteenth. Nineteen hundred and forty six at the Livonia
Township Hall, Wayne County, Mioh. Said meeting being fbr the
purpose of a Public Hearing on various pet etions for changes in
Zoning Ordinances and this meeting haying been adver tiee.d in the
Official publication for Livonia Township, the Livonian, in which
notices were published and circulated in issues dated February
20th 1946 and Larch 6th 1946.
The Meeting was called to order by Cba irmsn Carson Johnston at
8.10 PM. Present:
Carson Johnston, Chairman
George N. Bentley, Board Member
Wm. Feneke, Board Member
George L. Isbell, Secretary
John B. Ambrose , Township Attorney,
Wm. 0. Johnson, Zoning Engineer
Chairman Johnston explained to those in attendance, about fifty
persons, that the purpose of the moe tiny; was to ascertain the
views end- opinions of the citizens of Livonia Township on several
proposed changes, or amendments to the Zoning ordinances and
requested that they freeley voice objections or approval of the
matters to be brought up.
The Secretary read a letter from the Shelden Land Co. dated March
8th, 1946 requesting that the present minimum of eight hundred
square feet in the first floor area in "A" districts be amended to
provide that fbr two story houses of the Colonial type this minimum.

discussed and Chairman, Johnston asked those present who ere in
favor of such a change to raise their right hand. About thirty hands
were raised. Chairman Johnston then asked those opposed to this
change in raise their right hand. No hands were raised. Favorable
action on this request was clearly indicated.
Neat the Secretary read a pate tion signed first by Mrs. Ha ttie. Taylor
and last by Mr. & Mrs. Jack Miller, requesting that this Board chang3
the zoning map covering the four corners of Ann Arbor Trail and Wayne
Road from A. G. 1 to C. 1. district for a distance of three hundred
feet each way on both roads. Attorney Ambrose read aloud the ordine
antes covering both A. G.. 1 districts aril C.1. districts. Chairman
Johnston then asked those present if any were opposed to this change
and and no opposition was voiced. The matter was then discussed with
the 7lTembere at this Board and favorable action on this request was
indi.cat ed.
The following petation was then read.

East 1/2 of the Beat 1/2 of ih e South -Vest
1/4 of Section 25, excepting t Y ie from the
right -of -wary of the Pere Marquette Railroad"'
and which lands are now zoned. under the Zoning Ordinance of the
Township of Livonia as M-1, Light Industrial. do hereby pet et ion
your honorable Board to cause the Zoning Ordina nc e to be amended
so as to zone the above described property to M-2, Heavy Industrial."

In connection with the above etet ion there appeared Mr. B. H.
DeOlaire (A Real Estate Agent who explained that this change was
requested in order that a stamping plant might be erected. on this
property and that said plant would employ approximately eighteen
hundred persons and that there would be no objectionable noises
or odors eminating therefrom.
Chairman Johnston ant Attorney Ambrose explained the provisions
covering M-1 and M-2 districts. A Mr. Hertensen remarked that he
thought it was a good thing for the township and all of those present
indicated they were in favor of making this change iD permit such
an industry to Dome into our Township. The matter was discussed
by the Board Membeore and feworable action was indicated.
Next was read by the Secretary a petetion dated Sep. 24th., 1945
signed first by John P. Jones, 8853 Inkster Road and last by -Wesley
H. Pohs, 9301 Inkster Road, reading as follows:
"We the undersigned owners and taxpayer' a who's properties are
within the Boundaries of West Chicago on the North, Joy Road on the
South, Inkster Road on the East and Cardwell Ave on the West.
That section of land that was subdivided from the Old Archbold
farm land.
We hereby request the Township Board to change the Zoning from
One Family Residential to a SMATTI FARM DISTRICT.
The business C-1 district to remain the same."
On this pe to tion Attorney Ambrose read the provisions of R U F 0
and Chainra.n Johnston explained that this petetion was handed in
last September and should have been acted on before present zoning
map was adopted. No objections were offered, and favorable action
was indicated.
Secretary Isbell next mad a pet cat ion signed by David E. Rockelman
Geoff W. Lane and John G. Lase, reading as follow:
"Vue,the undersigned, being miners of lots in 0-1 District, and
being further described as that territory on the north side of
Plymouth Road between Cardwell Avenue and Deering Avenue in the
township of Livonia and said 1a nde being in the sibdivision des-
cribed as,

of R-1 District to a C-2 1.)i uric' i ova the following reasons:
1. That your petetioners are the owners of Lots 1 to 14
(incl.) of th.e aforemeoti.oned and being located in
the aforementioned It-1 District.
2. That they propose to erect a retail outlet of lumber,
lumb er pro duo ter, and har dware.
3. That your petetioners, also, propose to store some
lumber and lumber products for 'the purpose of selling same in their
store.
In connection a&th the above pe tet ion Chairman Johnston pointed. out
on the Zoning map the area covered. Attorney Ambrose explained theft
Mr. Rockelman now owns a lumber yard in Redford Township, very
close to the above described property and that Mr. Rockelman had in-
formed him only about one week's supply of lu!nb ev , or lumber products
would be stored in the building tie?? ;,propose to erect.
In the ensuing discuaioxn it was proposed by Board Members that

1946. Mr. Borrusch being Attorney representing la,. Taal I!'[. Spehar,
who resides on the NE corner err Joy Road and Henry Ruff Road, Livonia
Townthip. This letter requested an amendmeat to Zoning ordinance to
change the Zoning on the north side of Joy Road between. Kegler kve.C' Y,LZ )
and Henry Ruff Road from RUF C to C-1, as marked in red on an a/
attached plat of the E. 0. Settle Realty Costs Bonaparte Gardens _Re4,9'
Subdivision. Attention was called to th»e fact that this property
was subdivided into twenty foot lots before present Zoning ordinance
wale adopted and at the Public Hearings preceeding adoption of the
present Zoning Map Mr. Borrusch had the understanding that these
lots would be zoned as C-1.
Secretary Isbell stated that he recalled that at the Public Hearings
mentioned Mr. Borrusch was ass<.0 re d thi;s property mo ul d be zoned as
c-1 but in. the rush of keeping the minuted at these Hearings it was
inevitable that some mistakes would be made. Chairman Johnston
asked if there were any obections. There were none. Attorney Ambrose
stated it was only reasonable that this be zoned as originally
subdivided as business property, err 0-1. Favorable action was
indicated.
Next the Sec re terry read a petetion dated Feb. 2nd, 1946, addressed
to Zoning Ordinance Board reading as follows:
TM.Te, the undersigned property owners respectfully present this
petetion and request the Zoning Ordinance be changed from C-1 on
the following described pzeper try located on the east side of Middle-
:Selt and a part of the Newman Joy Road Subdivision.
1-0 area to include lots 94 to 107 inclusive, starting at the
southern boundry of lot 94 and continuing north to northern boundry
line of lot 107." - This petetion signed first by Lester H. Cooper

of 9046 Middle Belt and last by John S. Bakal, 9024 Middle Belt and
and seven other signers, all residents of the immediate vicinity
aloe Middle Belt Road and practically all of the signers were
present. Mr. Peter A. Ventura, 9106 Middle Belt pointed out that.
the signers of Chia petetion are all property owners. Mr. Vannoy
objected to this mlaa zgi proposed c hen ge . Chairman Johnston asked those
in favor to stand. Nine persons stood. Those opposed were asked to
stand, four persons stood. It then developed, after considerable
public discussion, that all present would be satisfied if lots
number 91, 92, 9Z and 94 remain as now zoned, (that is C-1)and lots
95 to 107 inclusive be changed from 0-1 to R-1-0.
Chairman Johnston carefully checked to see that tiaszaamasxno objection
by anyone present would be made if lots ninety f ive to one hundred and
seven inclusive were changed from 0-1 to -1- and favorable action
for such a change was and irate d.�
Next was read a letter from lite Coventry Gardens Improvement
Association, R F D 7r5, Plymouth Mich. dated March 14 reading,: as
follows;
TO Whom it may concern:
"Vie herewith submit for your approval the changing
of Zoning Restrictions on Coventry Gardens Subdivision
from R1B to R 1 A.

:Mr. Isbell read th i s petition and remarked that the floor area

re quirements. Chairman Johnston reM arked along the same lines.
Mr. G. N. Bentley remarked to the effec t if 0oven try Gardens desired
this change this Board should not stand in the way. Mr. Anderson,
Chairman. of Coventry gardens Improvement Association then requested
that the "A" area requireuen.ts for first floor houses as contemplated
in their pe tetion was for the area required in ordinance non in effect
and not be arronded as requested by the Sheldon Land Co. lets r mentioned
on the first page of these minutes No official action was taken
on the Coventry Gardens matter and�Vatts deferred for further consideration
by this. Board.
