thth
The 790 Regular meeting of the Livonia Traffic Commission was held in the 5 Floor Gallery of
City Hall on Thursday, July 14, 2022; it was called to order by Chairperson Jim Policelli at
7:34 p.m.
PRESENT: Jim Policelli, Rebekah Farabaugh, John Katers, James Keller, Yara Racine, City
Engineer Todd Zilincik and Sgt. Scott Sczepanski of the LPD Traffic Bureau
ABSENT: Gordon St. John
VISITORS: Mike Hesse
Agenda Item 1: The minutes from the June 9, 2022 meeting were reviewed
No corrections were brought forth. Therefore, a motion was made by Commissioner Katers,
supported by Commissioner Racine, to approved the June 9, 2022 minutes as written. It was
vote upon unanimously that,
20-347 RESOLVED, the minutes from the June 9, 2022 meeting
were approved as written
Agenda Item 2: Hathaway Street Speeding Complaint (Follow Up)
During the May Commission meeting, resident Mike Hesse, who resides on Hathaway between
Farmington and Stark, was very concerned about the multiple occasions of excessive speeders
on his street. It was decided that speed limit signs, along with “Speed Radar Enforced” signs
could be placed on Hathaway. The petitioner can obtain a copy of the traffic data collected via a
FOIA request. The Commission noted that canvassing the neighbors and notifying City Council
regarding the intent of installing sidewalks in the neighborhood might be of benefit to not only
the residents currently residing there, but to others who may pass through the neighborhood.
Agenda Item 3: Louise Street near 8 Mile Road
A complaint about truck traffic, noise and other items were brought to the Commission’s
attention through the Mayor’s Office. Chairperson Policelli, as well as City Staff, have
responded to the complaints. Extra traffic in the area was presumably due to the recent 8 Mile
Road construction. No further action will be taken at this time.
Agenda Item 4: Blue Skies Street between 5 Mile Road and Schoolcraft
A speeding complaint was lodged with the Mayor’s Office. It was noted that due to construction
at I-275 and other surface roads, extra traffic is cutting through and brining with it excessive
speeders. Extra enforcement will take place and the Traffic Bureau of the LPD will place the
speed sign box in the area sometime in the near future

Agenda Item 5: Hubbard near Norfolk Street
A request for a “Deer Crossing” sign be placed due to excessive speeding in the area of Norfolk
and Hubbard. Due to construction in the area, as well as some City-maintained roads being
reconstructed, traffic is heavier in this area. Of importance, the speeding taking place is
occurring during school hours. It was suggested that the school be notified of speeding during
those hours.

City Council/Chief of Police Request: It was brought to the Commission’s attention that vehicle
haulers delivering on Plymouth Road are unsafely loading and unloading vehicles in the center
lane of traffic. Sgt. Sczepanski stated that he spoke with all the car dealers individually
informing them that such practice is unsafe. He reports that all the dealership representatives
agreed and that such activity should be ticketed in the future. The entire Commission, including
Sgt. Sczepanski and Todd Zilincik, City Engineer, will draft a letter stating what is expected by
the delivery personnel. Thereafter, a motion was made by Commissioner Racine, with support
from Commissioner Farabaugh, to proactively support the Livonia Police Department in
addressing car hauler deliveries in a safe manner. It was voted unanimously that,
20-348 RESOLVED, delivery drivers who are unloading or loading vehicles
shall practice safer means during these acts as directed by the Livonia
