City Hall on Thursday, May 12, 2022; it was called to order by Chairperson Jim Policelli at 7:32
p.m.
PRESENT: Jim Policelli, Rebekah Farabaugh, John Katers, James Keller, Yara Racine, City
Engineer Todd Zilincik, and Sgt. Scott Sczepanski of the LPD Traffic Bureau
ABSENT: Gordon St. John
VISITORS: Robert Mayer, Mike Hesse
Agenda Item 1: The minutes from the April 14, 2022 meeting were reviewed
No corrections were brought forth. Therefore, a motion was made by Commissioner Katers,
supported by Chairman Policelli, to approved the April 14, 2022 minutes as written. It was vote
upon unanimously that,
20-344 RESOLVED, the minutes from the April 14, 2022 meeting
were approved as written
Agenda Item 2: Dangerous Curve near Lathers and Deering Streets
Robert Mayer brought to the Commission’s attention last month that the area of Lathers near
Deering has a dangerous curve that is difficult to foresee by approaching traffic. With
suggestions taken into account from the Engineering Department and the Traffic Bureau
historical data, there have been four accidents in 2018-2022, although there could be more that
weren’t reported. After discussion amongst the Commission, a motion was made by
Commissioner Katers, supported by Commissioner Farabaugh, to install a yellow curve sign
(W1-2aL) and a supplemental “15 mph” (W13-1) sign to face southbound traffic on Lathers
Street, 100 feet from the actual curve. It was voted upon unanimously that,
20-345 RESOLVED, to install a yellow curve sign (W1-2aL) and a
supplemental “15 mph” (W13-1) sign to face southbound traffic on Lathers
Street, 100 feet from the actual curve.
Agenda Item 3: Hathaway Street Speeding
Resident Mike Hesse resides on Hathaway Street, between Farmington and Stark, and was
very concerned about the frequent and excessive speeds that traffic is producing on his street.
A lack of sidewalks often force walkers to the side of the road to walk and it can become quite
dangerous. Sgt. Sczepanski noted that continued enforcement is taking place in this area, with
the rush hours of 6 -10 a.m. and 3-5 p.m. being the most frequent times in which enforcement is
in place. The Commission recognized Mr. Hesse’s concerns and decided that a speed data box
will be placed, which will result in further data that will be discussed during a future meeting.
