MINUTES OF STUDY MEETING HELD MAY 27, 2020
Meeting was called to order at 8:40 p.m. by President Kathleen McIntyre via Zoom
remote technology. Present: Laura Toy, Scott Bahr, Cathy White, Brandon McCullough,
Rob Donovic, Jim Jolly, and Kathleen McIntyre. Absent: None.
Councilmember Laura Toy led the meeting in the Pledge of Allegiance.
Elected and appointed officials present: Mark Taormina, Director of Planning and
Economic Development; Todd Zilincik, City Engineer; Paul Bernier, City Attorney, Susan
M. Nash, City Clerk; and Judy Priebe, Director of Legislative Affairs.
There was no Audience Communication at the beginning of the meeting.
NEW BUSINESS
1. REQUEST TO AMEND AND REVISE COUNCIL RESOLUTION 44-20: Davide
Piccirilli, re: to change the date of the noise ordinance waiver previously approved
by Council for a graduation party on Friday, June 19, 2020 to Friday, July 31, 2020,
to end at midnight.
Vice President Bahr stated this is an easy one under the circumstances of Covid-
19, and he then offered an approving resolution for the Consent Agenda.
DIRECTION: APPROVING CONSENT
2. REQUEST TO WAIVE FORMAL BID PROCESS AND AUTHORIZATION FOR
EXPENDITURE: Engineering Division, re: for the Senior Center Parking Lot
Improvement Project, as part of the City's long-term program to fix safety issues in
existing parking lots utilizing pricing established in Contract 20-A with Nagle
Paving, from budgeted funds. (CR 101-20 and 343-19)
Todd Zilincik, City Engineer, presented this request to Council. He stated as
Council is aware, there is money put aside for Capital Improvements.
Approximately $200,000.00 was set aside for the Senior Center Parking Lot,
however we channeled that back to $50,000.00 to allow for improvements,
particularly where the sidewalk improvements in front of the Senior Center was
done on the south side, and over by where Music From the Heart takes place
where there are handicapped parking spaces for patrons that want to attend that
concert series. He said with that they were able to get a quote from Nagle Paving,
they've done a lot of work, last year they went out for bids on several occasions
and Nagle won numerous bids as the low bidder, they recently completed the Rec
Center Parking Lot, so they're asking City Council's approval for $50,000.00 to
take advantage of their 2018 prices to help fix the parking lot obviously to make it

safe for patrons and seniors that go in there and employees and future events that
may take place. He appreciates Council's assistance in doing it now, with Covid
there is no one there now and they want to try and get it completed before the
building opens back up, hopefully in the near future.
Councilmember Donovic offered an approving resolution for the Consent Agenda.
He stated Nagle is a local company that has done a lot of work in the past for the
City and that this is the perfect time to get this work done as there is less traffic in
the area.
Vice President Bahr stated with Covid-19 and the anticipated reduced budget next
year, he is looking at things a little more closely as they're looking for opportunities
to defer or even to cancel Capital Improvement Projects and he knows the
Administration is doing the same thing and he knows this went through the same
thought process and he feels this one makes a lot of sense because of the timing
issue, with these types of projects this is a good time to be doing it. He went on to
state this is a good time to say to the public, we are looking for opportunities to
save money on some of these Capital projects but this one is definitely worthy to
move forward.
President McIntyre confirmed with Zilincik that the benefit of moving forward with
this now is the high volume pricing that was approved for Nagle's major contract
and Zilincik replied they're working in Section 2 and they have been very generous
in giving the City the best price they can, especially in these times where we're
trying to get dollar we can to make sure it's wisely spent to help balance future
budgets as best we can.
Councilmember Toy asked when the work will begin and Zilincik replied that they
are trying to get it completed by June 12th if they can in anticipation of the Senior
Center reopening, and he wants to make sure it will be safe for the seniors to get
out of their cars and get into the building safely.

3. REQUEST TO AMEND CONSTRUCTION ENGINEERING CONTRACT
THROUGH THE QUALIFICATION BASED SELECTION (QBS) PROCESS WITH
OHM ADVISORS, FOR CONSTRUCTION ENGINEERING SERVICES FOR THE
2020/2021 SCHOOLCRAFT ROAD 48" WATER TRANSMISSION MAIN
(MIDDLEBELT ROAD TO BEECH DALY ROAD) PROJECT: Engineering
Division, re: same. (CR 365-16)
Todd Zilincik, City Engineer, presented this request to Council. He stated as
Council may recall back in 2014, 1-96 was reconstructed. At that time GLWA put
in a portion of the water main in the median for future connections. It took them
six years to finally get the plans completed and money set aside and we're not
looking to that point, GLWA from Beech Daly to Middlebelt, is looking to replace

that 48-inch water main, it has broken a few times and called Lake Livonia on 1-96,
so they're taking the opportunity now to get that area completed. GLWA provided
money for the permit through the Engineering Department based on 5% of the cost
improvement, and we are now passing the wand to have OHM on inspection on
full attendance because we can't dedicate a person fully because we're handling
other commercial and residential inspections. So, with the assistance of OHM
being out there on a daily basis to protect the interests of the City, they do an
excellent job in that aspect, with the fact that the westbound Schoolcraft Road will
be replaced in the future over the project and they want to make sure everything
is put back properly, there's no issues, so they're asking Council to approve this,
there is no money coming of the City's pocket, it was paid by GLWA, Great Lakes
Water Authority, and Jessica Caters from OHM is attending the Zoom meeting
tonight as well, she is very vigilant in helping assist to set this up, have one of their
premier inspectors come out and watch over an 11-month period and is looking for
Council's approval for$200,000.00 for OHM to provide inspection and some minor
admin for the City to see us through this to the end, summer of 2021. There will
be information on the City's website in the next couple of days and they are looking
to start early June, there is a portion of a 12-inch water main on Schoolcraft Road
that they are trying to get relocated.
Councilmember McCullough offered an approving resolution for the Consent
Agenda. He stated Ms. Caters from OHM Advisors has been involved in many
projects for the City and that it looks like there is a good team in place on this one
as well and he sees no problem in approving this for the Consent Agenda.
DIRECTION: APPROVING CONSENT

As there were no further questions or comments, President McIntyre adjourned the Study
Session at 8:55 p.m. on Wednesday, May 27, 2020.
