MINUTES OF THE 768 REGULAR MEETING

The 768 Regular meeting of the Livonia Traffic Commission was held via Zoom Video Conference on
Thursday, September 10, 2020; it was called to order by Chairperson Jim Policelli at 7:30 p.m.
PRESENT: Commissioners: Jim Policelli, John Katers, Jim Keller, Rebekah Farabaugh, Gordon St.
John, Livonia Police Department Sgt. Scott Szepanski, Traffic Bureau of the Livonia Police Department
and City Engineer, Todd Zilincik
ABSENT:
VISITORS: Councilmember Brandon McCullough
Residents: John Trumbull, Connie Dickey, Christine (unknown last name), Mark Hallis,
Deena (unknown last name)
Chairperson Policelli shared the somber news that longtime Commissioner Gordon Draper had passed
away. The Commissioners shared memories of Gordon and a moment of silence was observed.
Agenda Item 1: The Minutes of the July 9, 2020, meeting were reviewed.
No corrections were brought forth. Therefore, Commissioner Katers offered a motion, with support from
Commissioner Farabaugh, to approve the Minutes as written. It was voted upon unanimously that:
20-307 RESOLVED, the Minutes of the July 9, 2020, meeting was approved as written.
Agenda Item 2:
Councilmember Brandon McCullough was requesting a “No Outlet” sign be installed on Pollyanna Street.
Mr. McCullough noted that vehicle traffic going south on Pollyanna towards Bell Creek often times
mistake the dead end of Bell Creek for the exit to Farmington Road.
Commissioner St. John made a motion to install a “No Outlet” sign (W-14-2) on Bell Creek at Pollyanna,
installed on the southwest corner facing north on Pollyanna. With support from Commissioner Katers, it
was voted upon unanimously that:
20-308 RESOLVED, to install a “No Outlet” sign (W-14-2) on Bell Creek at Pollyanna,

Agenda Item 3
Several resident called into the Commission Meeting to inquire about a potential “No Parking” sign on
Rayburn Street, west of Farmington Road, adjacent to the Planned Parenthood location at 15707
Farmington Road. Mr. Trumbull, acting as a representative for the Rayburn Street residents, noted that
the protestors of the clinic are parking on both sides of the street, which is narrow to begin with. With the
large volume of cars, it makes it difficult for residents to get in or out of their driveways, for delivery
trucks and mail services to access their homes and also presents a safety threat between pedestrians and
moving vehicles.
A recommendation by the Commission was made for residents to gather petition signatures from all
owners of the homes that would be affected by the “No Parking” sign. Once these signatures are
presented to the Commission, they will move forward to the next step in the process of obtaining the sign.
During the October meeting, the Commission agreed to re-visit the subject.

Sergeant Szepanski responded by email to Mr. Vader and explained the process by which the speed limit
signs are changed
Agenda Item 5
Per Todd Zilincik, Wayne Country has been periodically examining the timing of the lights on Middle
Belt Road between Five and Eight Mile Roads. They will be making changes as needed.
No Updates or Comments
A motion to adjourn was made by Commissioner Keller, supported by Commissioner St. John, with no
objections, at 9:10 p.m.
