The 766 Regular meeting of the Livonia Traffic Commission was held in the 3 Floor Conference Room
at City Hall on Thursday, March 12, 2020; it was called to order by Chairperson Jim Policelli at 7:30 p.m.
PRESENT: Commissioners: Jim Policelli, John Katers, Jim Keller, Rebekah Farabaugh, Livonia Police
Department Sgt. Scott Szepanski,
ABSENT: City Engineer Todd Zilincik, Gordon Draper, Gordon St. John, Jonathan Wood
VISITORS: Tom Wrenbeck, Nevada Steele, Kevin Learned, Gloria Learned, Aaron Pushell, Tim Bethke
Agenda Item 1: The Minutes of the February 13, 2020, meeting were reviewed.
No corrections were brought forth. Therefore, Commissioner Katers offered a motion, with support from
Commissioner Keller, to approve the Minutes as written. It was voted upon unanimously that:
20-304 RESOLVED, the Minutes of the February 13, 2020, meeting was approved as
written.
Agenda Item 2:
Mr. Wrenbeck has observed several instances of excessive speeds through the designated school
zones, specifically on Newburgh Road by Holmes Middle School (Section 17). This designated zone has
yellow flashers, but he is concerned that they aren’t visible enough or are ignored altogether. Further
notification upgrades in this zone would have to be studied. Additionally, if upgrades were to be made,
funds would need to be designated for that. The Commission plans to consider this matter further.
Agenda Item 3
Several residents came to the Commission meeting to request options to help reduce the excessive
amount of speeding vehicles on Stark Road between Lyndon and Schoolcraft Roads. The group noted
that police presence is already strong in the area and that it has not deterred drivers. Sergeant
Szepanski noted that the radar data box was placed on Stark Road and was left for a week to collect
data. Northbound traffic speeds (over the five days) were an average of 19.3 mph, while the Southbound
traffic speeds were an average of 27.64 mph, with the largest volume of traffic being from 7 – 9 a.m. and
3-5 p.m. The Commission intends to share this information with the Engineering Department and look
for solutions to combat the high speeds.

Updates and Comments
The Commission has received some messages within the last month and these topics were discussed:
Mr. Norm Ponkey was invited by Chairperson Policelli to attend the Commission meeting, but was
unable to do so this month. Mr. Ponkey plans to attend a future meeting. The Commission
commented that the intersection in question (Levan Road between Curtis and Seven Mile Road)
does not meet stop sign requirements due to the lack of traffic volume.
Mr. Asaro, a resident on Hartel Street, emailed the Mayor’s office regarding semi-truck traffic
missing the Roush Complex and using Hartel Street (Section 25) as an alternative means of
entering the complex. Hartel Street is a dead end with no access to the Roush Complex and
semi-traffic is turning around to get back to Plymouth Road and, in the process, causing personal
property damage. Mr. Asaro was invited to the Commission meeting to detail his experience, but
did not attend. Currently, the signage is enough, indicating “No Access” to the Complex.
Sergeant Szepanski noted that the Police Department is aware of this issue and is keeping an
eye on the area.
An email was received by the Commission regarding the crosswalk from the parking lot to the
entrance ramp of City Hall. The concern was the signage was inadequate as traffic does not stop
for pedestrians. The Commissioners physically visited the site and felt the signage was sufficient
at this time.
Sergeant Szepanski informed the Commission that a TCO had been located on file for two “No
Left Turn” signs on Plymouth Road to Priscilla Street (Section 28). Wayne County was contacted
and agreed to replace the signs.
Sergeant Szepanski noticed that there is a lack of speed limit signage on Civic Center Drive at
the Farmington Road entrance. The Commission will place this matter on the April agenda so
that Engineering can be included in the discussion.
No Further Updates or Comments
A motion to adjourn was made by Chairperson Policelli, supported by Commissioner Katers, with no
objections, at 8:40 p.m.
NEXT MEETING: April 9, 2020, in the 3rd Floor Conference Room at Livonia City Hall
