HomeMy WebLinkAboutTraffic Commission 2020-02-13 th MINUTES OF THE 765 REGULAR MEETING LIVONIA TRAFFIC COMMISSION thrd The 765 Regular meeting of the Livonia Traffic Commission was held in the 3 Floor Conference Room at City Hall on Thursday, February 13, 2020; it was called to order by Chairperson Jim Policelli at 7:30 p.m. PRESENT: Commissioners: Jim Policelli, Gordon Draper, Jonathan Wood, John Katers, Jim Keller, Gordon St. John, Livonia Police Department Sgt. Scott Szepanski, City Engineer Todd Zilincik ABSENT: Rebekah Farabaugh VISITORS: Tom and Theresa Genter, Terry Cannon Agenda Item 1: The Minutes of the January 9, 2020, meeting were reviewed. No corrections were brought forth. Therefore, Commissioner Draper offered a motion, with support from Commissioner Wood, to approve the Minutes as written. It was voted upon unanimously that: 20-303 RESOLVED, the Minutes of the January 9, 2020, meeting was approved as written. Agenda Item 2: Residents Tom and Theresa Genter were concerned about excessive volume of traffic and speeding at the intersection of Boston Post and Priscilla. Many vehicles are using these streets as a “cut through” to get to Plymouth Road and Stark Road. It was noted that several years ago a “No Left Turn” sign was placed on Plymouth Road, but it is no longer there. Sgt. Szepanski has agreed to look in the files for a control order for the sign. Todd Zilincik will be contacting Wayne County to determine if a previous Traffic Control Order (TCO) was authorized for traffic control signs on Plymouth Road. Sgt. Szepanski reported that recent data collected by the LPD Traffic Bureau indicated over 1600 cars, on average, were recorded driving through this intersection and that during rush hour, the traffic flow increases. It was decided that the Livonia Police Department would increase enforcement in this area. Agenda Item 3 Mr. Cannon previously met with the Commission seeking information about ½ mile and other non-major intersection traffic signals. During the past month, some research and updates were provided by Todd Zilincik. Per MDOT, the recommended time that ½ mile intersection traffic signals are turned from a regular phase to a nighttime phase (regular traffic signals patterns to flashing yellow or red at night) was from 10 p.m. to 6 a.m. With some discussion, it was decided that the intersection of Seven Mile and Gill Road should be investigated further to determine if changes could positively impact vehicle and pedestrian traffic during off-peak hours. No Further Agenda Items th MINUTES OF THE 765 REGULAR MEETING LIVONIA TRAFFIC COMMISSION (CONTINUED) Updates and Comments The Commission has received some messages within the last month and these topics were discussed:  Costco/Target Parking Lot Intersection: The issue of the unsafe intersection signage was brought to the attention of the Inspection Department. They will be contacting the property owner and request compliance in upgrading the signs.  There was a request for a “Do Not Block” intersection sign at Fairlane and Six Mile Road. The sign is currently in place.  Right Hand Lane Passing on Six Mile, east of Newburgh: An officer was placed in the area to observe the compliance of traffic to the posted sign and observed no violations. Therefore, no further action will be taken at this time.  Request for Left Turn Traffic Signal at Middle Belt and West Chicago: This is a Wayne County intersection so their approval would be required. Further, most recent crash data (2017) indicated seven crashes. Current data does not support a need for an updated signal. LPD reached out to school officials regarding using a crossing guard at this intersection. For that to become a reality, someone would need to volunteer for that position and the LPD would need to train and provide equipment for that individual. It was also suggested to request that Wayne County repaint both the crosswalk and stop bar lines on Middle Belt Road. The Commission extends an open invitation to the Mayor to attend future meetings.
