A Public Hearing of the Council of the City of Livonia was held at the City Hall
Auditorium on Wednesday, August 21, 2019.

The Public Hearing was called to order at 7:07 p.m. with President Laura Toy presiding.
This is a Public Hearing relative to Petition 2019-06-01-05 submitted by DeVonce
Custom Construction Inc., to rezone the property located on the west side of
Farmington Road between the CSX Railroad right-of-way and Schoolcraft Road (13393
Farmington Road) in the Northeast ¼ of Section 28, from M-1 (Light Manufacturing) to
C-2 (General Business) and will also be heard at the September 9, 2019 Regular
Meeting.
The Public Hearing is now open. There were five people in the audience.
Toy: Mr. Taormina.
Taormina: Thank you again, this is a rezoning Petition that involves a single parcel
located at the southeast corner of Graytona Avenue and Surrey Avenue
the parcel consists of lots 76 through 79 inclusive as well as the west ½ of
the adjacent vacated alley of Grayton Highway subdivision. This
subdivision was platted in 1925. The request is to rezone from M-1, Light
Manufacturing to C-2, General Business. The parcel is .43 acre in size
with 145 feet of frontage on Surrey and 130 feet of frontage along
Graytona. This site is currently vacant. The petitioner also owns the
adjacent, easterly parcel, located at 13389 Farmington Road, which is
developed with a Veterinary Hospital and is zoned C-2, Business. The

purpose of the rezoning is to allow for future expansion of the Veterinary
Hospital. Section 1103b of the Ordinance allows veterinary clinics as well
as animal clinics, animal hospitals and animal daycare facilities subject to
waiver use approval. These types of uses are not permitted in M-1
zoning. So, should this zoning move forward, it is the Petitioner’s intent to
develop the site plan and submit those site plans to the Planning
Commission and City Council for waiver use approval of the expansion of
the hospital. Planning Commission also heard a hearing on this item and
is recommending approval of the rezoning.

much said it all, we’re just looking to expand the veterinary clinic and need
it to be C-2 in order to fit and be conforming.

White: I’d be happy to offer the approving, I’m glad to see the business is
obviously a success and we want to encourage that, so I would offer the
approving.
Toy: Ok, we have an approving resolution, I see or hear no one else. Anyone
