various financial statements for the City of Livonia for the month ending June 30, 2018.

1. REQUEST TO WAIVE THE CITY’S NOISE ORDINANCE: Chris Hibner,
SuperNatural Brewing & Spirits, re: to host an Oktoberfest event with live music
in their parking lot located at 36685 Plymouth Road on Friday, September 21, 2018
through Sunday, September 23, 2018.
2. APPOINTMENT OF DAVID CASH TO THE LOCAL OFFICERS COMPENSATION
COMMISSION: Office of the Mayor, re: to fill an unexpired term of Leo D. Neville,
which will expire on April 2, 2024.
3. TAX RATE REQUEST FOR THE PLYMOUTH ROAD DEVELOPMENT
AUTHORITY FOR THE 2018 TAX YEAR: Office of the City Clerk, re: forwarding
communication dated July 19, 2018, from Michael T. Slater, Treasurer, setting forth
the rate of tax to be levied and requesting that it be collected as part of the summer
tax collection.
4. TAX RATE REQUEST FOR THE CLARENCEVILLE SCHOOL DISTRICT FOR
THE 2018-2019 SCHOOL YEAR: Office of the City Clerk, re: forwarding a
communication, from Dave Bergeron, setting forth the rate of tax approved by the
Board of Education on June 14, 2018.

5. TAX RATE REQUEST FOR OAKLAND SCHOOLS ISD FOR THE 2018-2019
SCHOOL YEAR: Office of the City Clerk, re: forwarding a communication from
Michelle Saunders, Executive Director of Financial Services, to set the rate of tax
to be levied and requesting that it be collected as a summer tax.
6. TAX RATE REQUEST FOR WAYNE COUNTY REGIONAL EDUCATIONAL
SERVICE AGENCY (RESA) FOR THE 2018 SCHOOL YEAR: Office of the City
Clerk, re: forwarding a communication from Tamara Durst, Finance Manager of
the Wayne County Regional Education Service Agency, requesting to set the rate
of tax to be levied and requesting that it be collected as a summer tax.
7. TAX RATE REQUEST FOR THE COUNTY OF WAYNE FOR THE YEAR 2018:
Office of the City Clerk, re: forwarding a communication from Scott T.
Vandermergel, MMAO(4), Director, Division of Assessment and Equalization,
requesting that the City collect 5.6483 Charter authorized mills as part of the
summer tax collection and the remainder as part of the winter tax collection.
8. TAX RATE REQUEST FOR THE STATE OF MICHIGAN, STATE EDUCATION
TAX FOR THE YEAR 2018: Office of the City Clerk, re: forwarding a
communication from N.A. Khouri, State Treasurer, requesting to set the rate of tax
to be levied and requesting that it be collected as a summer tax.
9. AWARD OF BID: Department of Parks and Recreation, re: for construction and
site work for a pedestrian bridge at Helman Park, in the amount of $141,025.38,
with $60,000.00 to be reimbursed from a donation from Healthy Livonia and from
budgeted funds.
10. REQUEST TO ACCEPT STORM WATER FACILITIES MAINTENANCE
AGREEMENT: Engineering Division, re: from Madonna University, a Michigan
Non-Profit Organization, in conjunction with the development of the Madonna
University Student Housing located at 14351 and 14363 Levan Road in the
Southwest ¼ of Section 20.

11. COMMITTEE OF THE WHOLE – Meeting of July 30, 2018
Request to rescind Council Resolution No. 169-13, adopted on June 3, 2013,
which accepted the original storm water management agreement with the owner
of Parz-Saville Row Site Condominiums, located on the north side of Joy Road,
west of Wayne Road in the S.W. ¼ of Section 33, and to which is attached a
proposed replacement agreement for the Parz-Saville Row Site Condominium
storm water facilities, submitted by the Saville Row Homeowner’s Association.

12. ROLL CALL: Proposed Amendment to the Livonia Code of Ordinances, as
amended, Department of Law, re: adding Section 051, and amending Sections
050, 090, 100, 310 and 345 of Title 12, Chapter 04 (Streets, Sidewalks and Public
Places) of the Livonia Code of Ordinances, as amended. (CR 71-11)

13. ROLL CALL: Proposed Amendment to Zoning Ordinance No. 543, as amended,
Department of Law, re: Petition 2018-02-01-03 submitted by Cross Winds Court,
to rezone the properties located on the south side of Ann Arbor Trail between
Norwich Avenue and Wayne Road (34405, 34401, and 34407 Ann Arbor Trail) in
the Southwest 1/4 of Section 33, from R-U-F (Rural Urban Farm), to R-1 (One
Family Residential).

14. ROLL CALL: Proposed Amendment to Zoning Ordinance No. 543, as amended,
Department of Law, re: Petition 2018-04-06-01, submitted by the Planning
Commission, pursuant to Council Resolution #145-18, and Section 23.01(a) of
Zoning Ordinance No. 543, as amended, whether or not to amend Sections 9.03(j)
of Article IX and Section 10.03(d) of Article X in order to remove the requirement
for the written consent of fifty-five (55) percent of the residential property owners
within a four hundred (400) foot radius of the property lines of the proposed day
care nursery as part of waiver use approval for day care nurseries in OS and C-1
Zoning Districts.

15. ROLL CALL: Department of Law, re: Petition 2017-10-01-07, submitted by
Feldman Automotive, Inc., to rezone the rear portion of the property located on the
north side of Plymouth Road between Farmington and Stark Roads (33850
Plymouth Road) in the Southeast ¼ of Section 28, from M-1 (Light Manufacturing)
to C-2 (General Business).

16. WAIVER PETITION: Planning Commission, re: Petition 2018-04-02-10 submitted
by Feldman Automotive, Inc., to construct and operate a used auto dealership with
outdoor display of vehicles (Feldman Pre-Owned Superstore), located on the
northside of Plymouth Road between Farmington and Stark Roads (33850
Plymouth Road) in the Southeast ¼ of Section 28.
17. BLOCK PARTY: Amanda Duke, re: to be held Saturday, September 22, 2018,
from 3:00 p.m. to 8:00 p.m. on Louise Street, from 17200 Louise to Bobrich, with
no rain date requested.

18. REQUEST FOR AUTHORIZATION TO PURCHASE TWO (2) DELL
POWEREDGE R740 SERVERS THROUGH THE STATE OF MICHIGAN
CONTRACT PRICING BID: Division of Police, re: for the purpose of replacing
current servers which are out of warranty, at end of life, and replacement parts are
limited or no longer available, from budgeted funds.
19. REQUEST FOR AUTHORIZATION TO SELL CITY-OWNED PROPERTY
PURCHASED UTILIZING FUNDS FROM THE FEDERAL COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM: Livonia Housing
Commission, re: for the vacant parcel located at 19315 Inkster Road to Soave
Homes for a sale price of $1,100.00.
20. REQUEST TO ADVISE THE WAYNE COUNTY DEPARTMENT OF PUBLIC
SERVICES (PERMIT SECTION) THAT THE CITY HAS APPROVED THE STORM
SEWER PLANS AND WILL ACCEPT JURISDICTION AND MAINTENANCE OF
THE STORM SEWER WITHIN THE PROPERTY LOCATED ON THE WEST SIDE
OF MIDDLEBELT ROAD, NORTH OF FIVE MILE ROAD, AND REQUEST TO
AUTHORIZE THE CITY ENGINEER TO EXECUTE A WAYNE COUNTY PERMIT
ON BEHALF OF THE CITY: Engineering Division, re: for the development of a
Marycrest Manor Skilled Nursing and Assisted Living Addition Phase II –
Demolition and Reconstruction of Facility, located in the Southeast ¼ of Section
14 and for owner, Trinity Continuing Care Services, a Michigan non-profit
corporation, to reimburse the City for any such maintenance that may become
necessary.
21. SITE PLAN PETITION: Planning Commission, re: Petition 2018-06-08-06
submitted by Steve Anton, to remodel the exterior of the commercial strip center
(LA Plaza), located on the south side of Plymouth Road between Yale Avenue and
Levan Road (36083-36175 Plymouth Road), in the Northeast ¼ of Section 32.
22. LANGUAGE CHANGE: Petition 2018-05-06-02 submitted by the City Planning
Commission, pursuant to Council Resolution #165-18, and Section 23.01(a) of
Zoning Ordinance No. 543, as amended, proposing to amend Sections 21.01,
21.02 and 21.03 of Article XXI in order to provide for the appointment of alternate
Zoning Board of Appeals board members.
Public Hearing held on July 30, 2018.
23. LANGUAGE CHANGE: Petition 2018-06-06-03 submitted by the City Planning
Commission, pursuant to Section 23.01(b) of Zoning Ordinance No. 543, as
amended, proposing to amend Section 10.03 of Article X, Waiver Uses, C-1 District
Regulations in order to allow for establishments having liquor licenses such as
Class C, Tavern, Micro brewers and Brewpubs, to operate in conjunction with
restaurants and other dining facilities.

24. REQUEST TO SCHEDULE A FINANCE AND BUDGET COMMITTEE MEETING
AND TO ESTABLISH A PUBLIC HEARING DATE: Department of Finance, re: for
the Annual Budget for the fiscal year ending November 30, 2019.
