PUBLIC HEARING
Minutes of Meeting Held on Wednesday, October 4, 2017

A Public Hearing of the Council of the City of Livonia was held at the City Hall
Auditorium on Wednesday, October 4, 2017.

Pursuant to Sections 4 and 5, Chapter VII of the Charter of the City of Livonia, this is a
Public Hearing relative to the proposed Annual Budget for the City of Livonia for the
Fiscal Year ending November 30, 2018, and the property tax millage proposed to be
levied to support the proposed budget (CR 294-17) as well as the Public Hearing
required by Act 5 PA 1982 in connection with the Truth in Taxation Hearing. This has
been duly filed in the Office of the City Clerk and is now open for public examination and
inspection.
The clerk presented to the Council satisfactory evidence that proper notice of this Public
Hearing has been duly published at least one week in advance of such Hearing in the
Livonia Observer, the official newspaper of the City, and that the provisions of the City
Charter have been complied with. The Public Hearing was called to order at 7:00 p.m.
with Vice President Brandon Kritzman presiding. There was no public in attendance in
the audience. The Public Hearing is now open for comments. Please state clearly your
name and address before making your comments.

Kritzman: Good evening. We’re going to open the Public Hearing for Wednesday,

October 4, 2017 at 7:00 p.m. The subject is the Proposed Budget for the
City of Livonia for the Fiscal Year ending November 30, 2018, and the
property tax millage proposed to be levied to support the proposed budget
pursuant to CR 294-17.
We will now hand it over to Mr. Scott Bahr, Chairman of the Finance,
Budget, and Technology Committee.
Bahr: All right, thank you. So we held our last committee meeting on Monday,

September 25 and the City Assessor, Linda Gosselin, presented the
Annual Assessment Report which revealed an overall steady increase in
the property values and tax base for our city. The City Finance Director,
Mike Slater, presented the proposed budget. Some of the highlights are
the city continues to prioritize public safety with more than 63% of total
expenditures. The total operating millage for 2016-2017 was 13.9380 and
it’s going down to 18.8993, which is the first Headlee rollback we’ve had in
a long time. Two items of note were that the neighborhood grant program
is increasing from $10,000 to $12,500 and $8,000 has been allotted for
historical markers at Greenmead. We also talked about the $1.6M return
from the state for personal property tax exemptions, that’s $1.6M more
than we had budgeted, and Councilmember Meakin offered a resolution at
that meeting to take the $900,000 in there which is available from the
General Fund and apply it to retirement health care liabilities.
So that’s the quick report from the last meeting.
Meakin: I would offer an approving, Mr. Chairman.
Kritzman: Motion made by Councilman Meakin.
Brosnan: It should be approving resolution offered.
Kritzman: Resolution offered, I thought that’s what I said. We can check the
recording. Any other discussion on this item? Anything to add, Mr.
Slater?
Slater: No. You will be receiving correspondence shortly on a few of the
questions that came up during the meeting but there’s really no big
additional information in there.
Kritzman: Unless there are any additional items to discuss or any additional
recommendations, this meeting is adjourned.

declared closed at 7:06 p.m.
