HomeMy WebLinkAboutTraffic Commission 2017-08-10 th MINUTES OF THE 736 REGULAR MEETING LIVONIA TRAFFIC COMMISSION th The 736 Regular meeting of the Livonia Traffic Commission was held in the third-floor conference room at City Hall on Thursday, August 10, 2017; it was called to order by Chairperson Jim Policelli at 7:32 p.m. PRESENT: Commissioners: Jim Policelli, Gordon Draper, John Katers, Joel Turbiak, Rebekah Farabaugh, and Jim Keller; Livonia Police Sergeant Brian Leigh; and City of Livonia Engineer Todd Zilincik. VISITOR: Tammy Earl, 28980 Morlock, section 1 Agenda Item 1: The minutes of the July 13, 2017, meeting were reviewed. Commissioner Turbiak noted that a duplication of a previous motion was applied to the July minutes regarding the signing of TCO 17-2 and 17-3. It had been approved at a prior meeting and was duplicated in the July minutes. A motion to approve as corrected was made by commissioner Turbiak and with support by commissioner Katers, a vote was taken that: 17- 246 RESOLVED, the minutes of the July 13, 2017, meeting are approved as corrected with 5 Ayes - 1 Abstain. Agenda Item 2: Tammy Earl, 28980 Morlock, regarding signage and street lamps along Morlock Street, section 1 Sgt. Leigh presented a recent traffic study of Parkville and Morlock streets in section 1. The results of the study indicated that 85% of the average speed was 23.55 MPH and 50% was 18.11 MPH with a max speed of 39 MPH. Average vehicle volume was 360 vehicles. Additionally, the peak traffic occurred around 12 noon. Five citations were issued during the study. City Engineer Todd Zilincik added that Parkville Street is in the process of being rehabilitated near Seven Mile Road. The petitioner thanked the commission for their efforts. Agenda Item 3: Signage was added along Schoolcraft east and westbound, throughout the city. The Police Department and the Engineering Department learned that “No Left Turn” signs were installed at many of the crossovers over the I-96 Expressway. It was discovered the signage was added by MDOT due to the large 53’ tractor trailer vehicles causing damage to the crossovers. Several communications had been received at the Police Department from commercial entities unsure of how to properly navigate the corridor. There was no advance communication that these signs were being installed. Both Sgt. Leigh and Todd will be attending a meeting spearheaded by MDOT, along with Redford Township officials, to further examine how to better cope with the signage additions. It was suggested that perhaps a study should be conducted and, after the study, determine where it is most appropriate to install signage. E-Mail Requests: A citizen requested the criteria for the “No Turn on Red” signage at all four corners of the Middle Belt and Schoolcraft intersections. Westbound Schoolcraft to northbound Middle Belt has a” 9am-9pm No Turn on Red” sign. The three other intersections do not have “No Turn on Red” signage. It was determined that the sign was necessary due to two right-hand turn lanes on the bridge deck of Middle Belt Road. Chairperson Policelli responded to the individual’s request. No further action required. Roundtable Discussion: Commissioner Draper noted that the Hospital “H” signage on the corner of eastbound Eight Mile at southwest Grand River needs to indicate to motorists that a “Michigan left” needs to be made to arrive at the hospital entrance and new signage should reflect that. Todd reported road repairs are coming along on Farmington between Seven and Eight Mile and Plymouth Road resurfacing is nearing completion. Future roads to be tackled include Stark from Lyndon to Schoolcraft. In addition, water main improvements continue along Five Mile Road between Middle Belt and Inkster. Commissioner Keller requested that an agenda item be created for the next meeting regarding an omitted “Yield” sign at the intersection of Myron and Vacri Lane, section 9. Chairperson Policelli indicated that the Civic Center Library dedication ceremony will take place th on August 28. Commissioners interested in attending are to RSVP to the Mayor’s office.
