Communication from the Department of Finance dated October 20, 2016, re: forwarding
various financial statements for the month ending September 30, 2016.
CONSENT AGENDA
1. REQUEST TO WAIVE THE SIDEWALK REQUIREMENT: Ben Couch, re: for the
newly constructed home at 18316 Lathers Street.
2. AWARD OF BID: Livonia Public Library, re: for carpet installation for the Branch
Libraries and the third floor of the Robert and Janet Bennett Library.
3. REQUEST TO APPROVE THE EXECUTION OF AN ADDENDUM TO THE
SPECIALIZED SERVICES VEHICLE AGREEMENT BETWEEN THE SUBURBAN
MOBILITY AUTHORITY FOR REGIONAL TRANSPORTATION (SMART) AND
THE CITY OF LIVONIA: Department of Community Resources, re: so as to cover
three (3) 2016 Champion lift equipped buses which have been provided by the
Federal Transit Administration (FTA) 5310 Grant through SMART for the Livonia
Community Transit Program.

4. REQUEST TO ACCEPT QUOTATION FOR WORKERS’ COMPENSATION
INSURANCE: Department of Finance, re: with York Risk Services Group, to
provide claims administration services and with Midwest Employers Casualty
Company to provide excess insurance coverage when losses from any one claim
reaches $750,000, for the period from December 1, 2016 to November 30, 2018.
5. REQUEST TO RENEW THE CITY’S LIABILITY AND PROPERTY INSURANCE
COVERAGE: Department of Finance, re: with the Michigan Municipal Risk
Management Authority (MMRMA) for the period from December 1, 2016 to
November 30, 2018.
6. REQUEST FOR ADDITIONS TO THE LOCAL STREET SYSTEM FOR ACT 51
COMPUTATIONS: Engineering Division, re: for streets or portions thereof newly
opened during 2016.
7. REQUEST TO APPROVE THE ESTABLISHMENT OF IMPROVEMENT BONDS:
Engineering Division, re: to assure the installation of public improvements at
Washington Park Site Condominiums, located on the southwest corner of Hix and
Ann Arbor Roads (former Washington Elementary School site), in the Southwest
¼ of Section 31. (CR 151-16)
UNFINISHED BUSINES
8. REZONING PETITION: Planning Department, re: Petition 2016-08-01-05
submitted by Michael Gowen, requesting to rezone a portion of the property
located on the south side of Plymouth Road between Newburgh Road and Jarvis
Avenue (38105 Plymouth Road), in the Southeast 1/4 of Section 30, from C-1
(Local Business) to R-1 (One Family Residential).

NEW BUSINESS
9. REQUEST TO APPROVE REFUNDING AND CONTRACT BETWEEN THE
CITY OF LIVONIA AND THE MUNICIPAL BUILDING AUTHORITY OF LIVONIA:
Department of Finance, re: to refinance the 2007 Municipal Building Authority
Recreation Bonds to reduce future debt service obligations of the City.
10. ACCEPTANCE OF GRANT OF EASEMENT: Department of Law, re: secured
without monetary consideration from McLaren Performance Technologies, Inc.,
for a 10-foot wide public utility easement in connection with the sanitary sewer
constructed at 32367 W. Eight Mile Road in the Northeast ¼ of Section 3.
11. ACCEPTANCE OF GRANT OF EASEMENT: Department of Law, re: secured
without monetary consideration from McLaren Performance Technologies, Inc.,
for a 10-foot wide public utility easement in connection with the sanitary sewer
constructed at 32205 W. Eight Mile Road in the Northeast ¼ of Section 3.

12. REQUEST FOR REPORT AND RECOMMENDATION FROM THE
ADMINISTRATION: City Council, re: to identify the proper course of action for
Livonia Police Officers Association to initiate discussions for issues relating to
Worker’s Compensation Insurance claims.
