MINUTES OF THE 725 REGULAR MEETING
LIVONIA TRAFFIC COMMISSION

The 725 Regular meeting of the Livonia Traffic Commission was held in the third-floor
conference room at City Hall on Thursday, September 8, 2016; it was called to order by
Chairperson Jim Policelli at 7:30 p.m.
PRESENT: Commissioners: Jim Policelli, Gordon Draper, John Katers, Debra Murphy, Rebekah
Farabaugh, and Jim Keller; City of Livonia Police Sergeant Brian Leigh; and City of Livonia
Engineer Todd Zilincik.
VISITORS: George Diamond and Jennifer Molnar.
Agenda Item 1: The minutes of the August 11, 2016, meeting were reviewed.
Commissioner Draper offered a motion to approve the minutes as written. With support from
Commissioner Katers, it was approved by unanimous vote that:
16-225 RESOLVED, the minutes of the August 11, 2016, meeting are approved as
written.
Agenda Item 2: Speeding issue, section 32. Resident George Diamond feels the traffic in and
around the Garfield school (Arthur Street, Orangelawn Street, and Yale Street) has been going too
fast for the residents to safely navigate the sidewalk or cross the street. Sgt. Leigh commented that
he will designate more patrols in the area to combat this.
Agenda Item 3: Grandon Street parking issue, section 35. Resident Jennifer Molnar was concerned
about the newly installed no parking signs. She pointed out the excess parking was never a problem
in the area of her home. The commission pointed out the best way to combat having citations issued
to the household vehicles was to move them off the street during the provided times on the sign.
Agenda Item 4: Rescind Traffic Control Order (TCO 16-7) from July 2016 meeting.
Rouge Bluff Court, section 32, was a new development and upon voting for the TCO the
commission learned of the responsibility of the contractor to provide correct signage which was
completed. Therefore, the motion and vote was not needed and Commissioner Draper offered to
rescind TCO 16-7 to install “No Outlet” (14-2) sign. With support from Commissioner Keller, it
was approved by unanimous vote that:
16-226 RESOLVED, to rescind the prior TCO 16-7.
Agenda Item 5: Levan Road / Hoover School Crosswalk update, section 17. The commission
agreed that this past season was especially bad through this stretch of road due to the I-275 freeway
closure. Since both sides of the expressway have been reopened, traffic seems to have significantly
diminished. The commission also felt the crosswalk indications on the cement need repainting.
Therefore, a motion to have the crosshatching on Levan Road in both directions re-striped for better
delineation was made by Commissioner Katers and with support from Commissioner Murphy, it
was approved by unanimous vote that:
16-227 RESOLVED, Levan Road pedestrian crosswalk indicators in front of Hoover
School be re-striped for better delineation.
Agenda Item 6: Traffic Control Orders to be signed:
16-6 - “No Parking from 9 am - 3 pm on school days” signs on Grandon, south of Sunset
16-8 - Removal of “No Parking” signs on Ellen, north of westbound Schoolcraft
16-9 - Installation of “No Outlet” sign on Huff Court, south of Lyndon
16-10 - “No Parking from 9 am–3 pm on school days” signs on Grandon from Merriman to Henry
Ruff
Upon a motion by Commissioner Keller and supported by Commissioner Murphy, it was approved
by unanimous vote that:
16-228 RESOLVED, TCO Orders 16-6 and 16-8 through 16-10 be signed.
Roundtable Discussion: Todd mentioned the construction has commenced on Newburgh Road
south of Schoolcraft. There was a detailed schematic of a posted detour for truck traffic and it was
distributed to the affected businesses in the area.
Also a citizens’ forum about the upcoming 2017 City Road rehab program will be held at the DPW
building on September 14, 2016, at 7 p.m.
The meeting was adjourned at 8:23 p.m.
