CONSENT AGENDA
1. REQUEST TO APPROVE PAYMENT AND EXTEND CONTRACT WITH BS&A
SOFTWARE: Office of the Treasurer, re: in an amount not to exceed $25,000
per year to provide yearly service and support for the Equalizer Internet
Tax/Assessing System for the period November 1, 2016 through October 31,
2019. (CR 387-13)
2. REQUEST FOR AUTHORIZATION TO PURCHASE TWO (2) 2017 FORD
TRANSIT 250 VANS USING STATE OF MICHIGAN BID PROCESS: Public
Service Division, re: for the Water and Sewer Section, from budgeted funds.
3. REQUEST TO APPROVE 2017 ROAD REPAIR PROGRAM: Engineering
Division, re: as reviewed by the Citizens Advisory Committee on roads for the
fifth year of the ten-year road paving millage approved by Livonia residents.
4. REQUEST TO AMEND THE CONTRACT WITH ANDERSON, ECKSTEIN AND
WESTRICK, INC., ADVISORS FOR DESIGN AND CONSTRUCTION

5. SITE PLAN: Planning Commission, re: Petition 2016-08-08-11 submitted by
G.A.V. Associates, in connection with a proposal to remodel the exterior of the
commercial strip center located on the north side of Five Mile Road between
Golfview Drive and Levan Road (36184, 36200 and 36232 Five Mile Road), in
the Southeast 1/4 of Section 17
6. REQUEST TO APPROVE EXTENSION OF THE PCS SITE AGREEMENT:
Department of Law, re: with Sprint Spectrum L.P. for a five (5) year period; this
agreement shall be automatically extended for up to three (3) additional and
separate five (5) year terms effective on February 1, 2017.
7. REQUEST TO APPROVE THE LIVONIA FIRE FIGHTERS UNION (LFFU)
CONTRACT AGREEMENT FOR THE PERIOD OF DECEMBER 1, 2015

(located 1/2 mile west of Middlebelt Road to Inkster Road between Seven
and Eight Mile Roads). (CR 549-08)
b. Subject of amending Chapter 49 (Massage) of Title 5 of the Livonia Code of
Ordinances pending State procedures being put in place. (CR 77-09)
c. Subject of Chapter 5.49 (Massage) of the Livonia Code of Ordinances, as
amended, for report and recommendation. (CR 228-11)
d. Subject of amending the Ordinances to not require a towing yard in the City.
(CR 108-09)
e. Proposed amendment to the Livonia Code of Ordinances to Chapter 63
(Snow Alert) of Title 10 adding Section 100, re: when civil infractions can
be issued in snow alert situations. (CR 118-10)
f. Subject of athletic recognition signs. (CR 57-11)
g. Subject of the recommended change of Title 9, Chapter 30, Section 035,
which would require controlled substances to be kept in their original
package, for report and recommendation. (CR 80-14)

9. FINANCE, BUDGET AND TECHNOLOGY COMMITTEE – Monday,

Proposed budget for the City of Livonia for the fiscal year ending November 30,
2017, and the property tax millage proposed to be levied to support the
proposed budget. (CR 343-16)

10. ROLL CALL: Proposed Amendment to the Livonia Code of Ordinances, as
amended, Department of Law, re: to amend Sections 030, 050, 060 and 090
of Title 3, Chapter 12 (Senior Citizens Housing Tax Exemption), in order to
permit an additional six years and further extend the PILOT provisions to permit
rehabilitation and reconstruction of affordable housing
11. REQUEST TO AMEND THE CONTRACT WITH OHM ADVISORS FOR
DESIGN AND CONSTRUCTION ENGINEERING SERVICES FOR THE 2017
ASPHALT ROAD PROGRAM: Engineering Division, re: same. (CR 26-16)
12. WAIVER PETITION: Planning Commission, re: Petition 2016-04-02-07
submitted by Laurel Park Retail Properties, L.L.C. requesting waiver use
approval to construct and operate a freestanding full service restaurant with
drive-up window facilities (Panera Bread) within the parking lot of the Laurel
Park Place shopping center located on the north side of Six Mile Road between
Newburgh Road and the I-275/I-96 Expressway (37700 Six Mile Road), in the
Southeast 1/4 of Section 7.
(This petition was denied by the City Planning Commission at their Regular
Meeting of June 8, 2016, and comes to the City Council per the petitioner’s
request for an appeal.)

13. REQUEST FOR REFERRAL TO THE COMMITTEE OF THE WHOLE: Public
Service Division, re: the subject of the purchase of real property located at
13335 Farmington.
