HomeMy WebLinkAboutPLANNING MINUTES 1985-05-07 9370 MINUTES OF THE 495th REGULAR MEETING HELD BY THE CITY PLANNING COMMISSION OF THE CITY OF LIVONIA On Tuesday, May 7, 1985, the City Planning Commission of the City of Livonia held its 495th Regular Meeting in the Livonia City Hall , 33000 Civic Center Drive, to Livonia, Michigan. Mr. R. Lee Morrow, Chairman, called the meeting to order at 8 :05 p.m. Members present: R. Lee Morrow Herman Kluver Jeanne Hildebrandt Sue Sobolewski Donna Naidow Donald Vyhnalek C. Russ Smith Joseph J. Falk Members absent: Michael Duggan Messrs. John J. Nagy, Planning Director, and Ralph H. Bakewell , Planner IV, were also present. On a motion duly made by Mr. Smith and seconded by Mr. Vyhnalek, it was #5-85-85 RESOLVED that, pursuant to a Public Hearing having been held on April 18, 1985. on Petition 85-1-1-2, as amended, by Robert German to rezone property located on the southwest corner of Seven Mile Road and Doris Avenue in the Northeast 1/4 of Section 11 from RUF to R-4, the City Planning Com- mission does hereby recommend to the City Council that Petition 85-1-1-2 to be approved for the following reasons : (1) The proposed change of zoning will permit the subject property to be developed in harmony with the surrounding uses in the area. (2) The proposed change of zoning is supported by the Future Land Use Plan which proposes low density residential land use for the property. (3) The proposed change of zoning will provide for residential lots which are of sufficient size to produce comparable housing in the area. FURTHER RESOLVED that, notice of the above hearing was given in accordance with the provisions of Section 23.05 of Zoning Ordinance #543, as amended. A roll call vote on the foregoing resolution resulted in the following: AYES: Smith, Hildebrandt, Naidow, Sobolewski , Vyhnalek, Falk, Morrow NAYS: Kluver ABSENT: Duggan Mr. Morrow, Chairman, declared the motion is carried and the foregoing resolution adopted. teOn a motion duly made by Mr. Falk, seconded by Mr. Smith and unanimously adopted, 4 it was #5-86-85 RESOLVED that, pursuant to a Public Hearing having been held on December 18, 1984 on Petition 84-11-1-34, as amended, by Lidia Veri to rezone property located on the north side of Seven Mile Road, east of Shadyside in the 9371 Southwest 1/4 of Section 3 from R-3A to C-1 6 R-7, the City Planning Commission does hereby recommend to the City Council that Petition 84-11-1-34 be approved for the following reasons : (1) The proposed rezoning will provide for uses that are compatible to and in harmony with the surrounding zoning and uses of the area. (2) The proposed rezoning and the uses that are permitted are more appropriate to the area and will lead to the orderly growth and development of the subject area and the neighboring area. (3) The ongoing residential use and enjoyment of the subject property is severely impacted and the long-term viability from a residential standpoint is greatly diminished by the surrounding zoning and uses of the area which are commercial zoning to the west; multi-family residential to the north; senior citizens housing to the east, with a heavily travelled thoroughfare impacting the property on the south'. (4) The proposed rezoning will more appropriately provide for a needed buffer and transitional zone to protect the neighboring multi-family residential area from the adverse effects of the heavily travelled mile road thoroughfare. FURTHER RESOLVED that, notice of the above hearing was given in accordance with the provisions of Section 23.05 of Zoning Ordinance #543, as amended. Mr. Morrow, Chairman, declared the motion is carried and the foregoing resolution adopted. On a motion duly made by Mrs. Naidow, seconded by Mr. Falk and unanimously adopted, it was #5-87-85 RESOLVED that, the City Planning Commission does hereby establish and order that a Public Hearing be held to determine whether or not to rezone property located on the west side of Inkster Road, south of Six Mile Road in Section 13 from C-1 to R-2; AND THAT notice of such hearing shall be given in accordance with the provisions of Section 23.05 of Zoning Ordinance #543, as amended. Mr. Morrow, Chairman, declared the motion is carried and the foregoing resolution adopted. On a motion duly made by Mrs. Hildebrandt, seconded by Mr. Vyhnalek and unanimously adopted, it was #5-88-85 RESOLVED that, the City Planning Commission pursuant to Section 23.01 (b) of Zoning Ordinance #543, does hereby establish and order that a public hearing be held to determine whether or not to rezone property located North tof Seven Mile Road, east of Haggerty Road in the West 1/2 of Section 6 from M-1 , C-2 and RUFC to P.0; AND THAT notice of such hearing shall be given in accordance with the provisions of Section 23.05 of Zoning Ordinance #543, as amended. Mr. Morrow, Chairman, declared the motion is carried and the foregoing resolution t adopted. 9372 i On a motion duly made by Mrs. Naidow and seconded by Mr. Falk, it was #5-89-85 RESOLVED that, the Minutes of the 494th Regular Meeting and Public 1:0 Hearings held by the City Planning Commission on April 18, 1985 are approved. A roll call vote on the foregoing resolution resulted in the following: AYES: Kluver, Smith, Naidow, Vyhnalek, Falk, Morrow NAYS: None ABSTAIN: Hildebrandt, Sobolewski ABSENT: Duggan Mr. Morrow, Chairman, declared the motion is carried and the foregoing resolution adopted. On a motion duly made by Mrs. Hildebrandt, seconded by Mr. Smith and unanimously adopted, it was #5-90-85 RESOLVED that, pursuant to Section 18.47 of Zoning Ordinance #543, the City Planning Commission does hereby recommend to the City Council that the Sign Plan submitted in connection with Petition 84-6-8-26 by Villanova Construction Company requesting approval of all plans required by Section 18.47 of Zoning Ordinance #543 in connection with a proposal to construct commercial stores on the south side of Five Mile Road be- tween Farmington Road and Parkview in Section 21 be approved subject to IL the following condition: (1 ) that the Wall Signage Plan for Civic Center Plaza by Villanova Construction Company dated 5/7/85 which is hereby approved shall be adhered to. Mr. Morrow, Chairman, declared the motion is carried and the foregoing resolution adopted. Mr. Morrow, Chairman, advised the Commission that Sign Permit Application #1666 by Paul Zsenyuk requesting approval to erect a wall sign on property located on the north side of Seven Mile Road between Farmington Road and Westmore Avenue in Section 3 has been removed from the agenda. On a motion duly made by Mr. Kluver, seconded by Mr. Falk and unanimously adopted, it was #5-91-85 RESOLVED that, pursuant to Section 8.02 of Zoning Ordinance #543, the City Planning Commission does hereby recommend to the City Council that Petition 85-4-8-9 by Greenfield Construction Company requesting approval of all plans required by Section 8.02 submitted in connection with a proposal to construct multiple family dwellings on the west side of Newburgh Road between Six and Seven Mile Roads in Section 7 be approved subject to the following conditions: t (1) that Site Plan 85-3595, Sheet A-1 , dated 4/24/85, prepared by Smith/Schurman Associates, Inc. , which is hereby approved shall be adhered to; 9373 :vi.. (2) that Floor Plan, Sheet A-2, and Building Elevations, Sheet A-3, dated 4/24/85, prepared by Smith/Schurman Associates, Inc. , 111:10; which are hereby approved shall be adhered to; and (3) that Landscape Plan 85-3595, Sheets L-1 , L-2 & L-3, dated 4/24/85, prepared by James C. Scott Associates, Inc. , which is hereby approved shall be adhered to. Mr. Morrow, Chairman, declared the motion carried and the foregoing resolution adopted. On a motion duly made by Mr. Kluver, seconded by Mr. Falk and unanimously adopted, it was #5-92-85 RESOLVED that, the Planning Commission does hereby determine to waive the provisions of Section 10 of Article VI of the Planning Commission Rules of Procedure regarding the seven day period concerning effective- ness of Planning Commission resolutions in connection with Petition 85-4-8-9 by Greenfield Construction Company requesting approval of all plans required by Section 8.02 of Zoning Ordinance #543 submitted in connection with a proposal to construct multiple family dwellings on the west side of Newburgh Road between Six and Seven Mile Roads in Section 7. Mr. Morrow, Chairman, declared the motion is carried and the foregoing resolution adopted.
