(2) The proposed rezoning and the uses that are permitted are more
appropriate to the area and will lead to the orderly growth and
development of the subject area and the neighboring area.
(3) The ongoing residential use and enjoyment of the subject property
is severely impacted and the long-term viability from a residential
standpoint is greatly diminished by the surrounding zoning and uses
of the area which are commercial zoning to the west; multi-family
residential to the north; senior citizens housing to the east, with
a heavily travelled thoroughfare impacting the property on the south'.
(4) The proposed rezoning will more appropriately provide for a needed
buffer and transitional zone to protect the neighboring multi-family
residential area from the adverse effects of the heavily travelled
mile road thoroughfare.
