HomeMy WebLinkAboutPLANNING MINUTES 1986-05-20 9653 MINUTES OF THE 358TH SPECIAL MEETING 11:: HELD BY THE CITY PLANNING COMMISSION OF THE CITY OF LIVONIA On Tuesday, May 20, 1986, the City Planning Commission of the City of Livonia held its 358th Special Meeting in the Livonia City Hall, 33000 Civic Center Drive, Livonia, Michigan. Mr. R. Lee Morrow, Chairman, called the meeting to order at 9:25 p.m. Members present: R. Lee Morrow Donald Vyhnalek Jeanne Hildeberandt C. Russ Smith Michael Duggan Sue Sobolewski Donna J. Naidow Michael Soranno Members absent: Herman H. Kluver Messrs. John J. Nagy, Planning Director; H. G. Shane, Assistant Planning Director, and Ralph H. Bakewell, Planner IV, were also present. On a motion duly made by Mrs. Hildebrandt, seconded by Mr. Duggan and unanimously adopted, it was X15-137-86 RESOLVED that, pursuant to a Public Hearing having been held on May 13, 1986 on Petition 86-4-1-14 by Alan Helmkamp for Warren Real Estate Group to rezone property located on the north side of Joy Road between Stonehouse and Newburgh in the Southeast 1/4 of Section 31 from R-1 to R-7, the City Planning Commission does hereby recommend to the City Council that Petition 86-4-1-14 be approved for the following reasons: (1) The proposed zoning district permits uses that are recommended by the Future Land Use Plan. (2) The proposed zoning district is compatible to and in harmony with the surrounding uses in the area. (3) The locatioon and nature of the area proposed for rezoning is consistent with the Planning Commission's adopted Goals and Policies for development of multiple family residential projects. (4) The proposed zoning district will provide for uses that are needed in the community. FURTHER RESOLVED that, notice of the above hearing was given in accordance with the provisions of Section 23.05 of Zoning Ordinance #543, as amended. Mr. Morrow, Chairman, declared the motion is carried and the foregoing resolution adopted. On a motion duly made by Mr. Smith and seconded by Mr. Vyhnalek, it was #5-138-86 RESOLVED that, pursuant to a Public Hearing having been held on May 13, 1986, the City Planning Commission does hereby recommend to the City Council that the Preliminary Plat for Prides Court Subdivision 9654 proposed to be located south of Seven Mile Road, east of the I-275 Freeway in the Northeast 1/4 of Section 7 be approved subject to the following conditions: (1) that a landscape plan for the landscape easement located on Lots 11 through 18, and 23 through 25, shall be submitted to the Planning Commission for approval prior to approval of the Final Plat; (2) that all utilities shall be located outside of the area included in the landscape easement located on Lots 11 through 18, and 23 through 25, so as to protect and preserve all existing trees located therein; (3) that Blue Skies Drive located within the Melody Manor Subidvi- sion shall be protected by the posting of a bond for the possible repair and/or reconstruction of Blue Skies Drive roadway by the proprietor of the proposed Prides Court Subdivision , and further, that Blue Skies Drive be kept in a passable condition during con- struction of Prides Court Subdivision; for the following reasons: (1) The proposed Preliminary Plat complies with all applicable Ordinances and the Subdivision Rules and Regulations. (2) The proposed Preliminary Plat provides a good land develop- ment solution as it proposes a street and lot layout which provides for the preservation of existing trees to the extent possible and provides open space for neighborhood recreation. (3) All reporting City departments have recommended approval. FURTHER RESOLVED that, notice of the above hearing was given in accordance with the provisions of the Subdivision Rules and Regu- lations of the City of Livonia. A roll call vote on the foregoing resolution resulted in the following: AYES: Smith, Vyhnalek, Soranno, Sobolewski, Duggan, Naidow, Morrow NAYS: Hildebrandt ABSENT: Kluver Mr. Morrow, Chairman, declared the motion is carried and the foregoing resolution adopted. On a motion duly made, seconded and unanimously adopted, the 358th Special Meeting held by the City Planning Commission on May 20, 1986 was adjourned at 9:35 p.m. CITY ING CO S ON Donna J.
