HomeMy WebLinkAboutPLANNING MINUTES 1979-07-17 , MINUTES OF THE 330th SPECIAL MEETING HELD BY THE CITY PLANNING COMMISSION 10 OF THE CITY OF LIVONIA On Tuesday, July 17, 1979 the City Planning Commission of the City of Livonia held its 330th Special Meeting in the Engineering Building, 13325 Farmington Road, Livonia, Michigan. Mr. Daniel R. Andrew, Chairman, called the meeting to order at 9:35 p.m. Members present: Daniel R. Andrew Esther Friedrichs Suzanne Wisler Jerome Zimmer Judith Scurto Joseph J . Falk • C. Russell Smith Herman Kluver Robert Morrow , Members absent: None Messrs. John J. Nagy, Planning Director; H. G. Shane, Assistant Planning Director; and Ralph H. Bakewell , Planner IV, were also present. On a motion duly made by Mr. Kluver and seconded by Mr. Morrow, it was RESOLVED that, pursuant to Section 18.47 of Ordinance #543, the Zoning Ordinance of the City of Livonia, as amended by Ordinance #990, the City Planning Commission does hereby recommend to the City Council that Petition 79-6-8-17 as submitted by William Ponder requesting approval of all plans required by Section 18.47 in connection with lia proposal to construct a party store and retail rental space on the 1110 south side of Seven Mile Road between Farmington Road and Filmore in Section 9, be approved subject to the following conditions: (1 ) that Site Plan #7917, Sheet 1 , dated 6/19/79, prepared by Robert K. Seymour, Architect, which is hereby approved shall be adhered to; (2) that Building Elevations as shown on Plan #7917, Sheet 2, dated 6/19/79, prepared by Robert K. Seymour, Architect, which are hereby approved shall be adhered to; (3) that a detailed landscape plan shall be submitted for Planning Commission approval within thirty (30) days of this approval ; (4) that any roof-mounted mechanical units shall be adequately screened from view; and (5) that any signs proposed to be erected on the site shall first be approved by the Planning Commission before the issuance of any sign permits. A roll call vote on the foregoing resolution resulted in the following: AYES: Kluver, Friedrichs, Smith, Morrow 10 NAYS: Zimmer, Scurto, Falk, Wisler, Andrew I Mr. Andrew, Chairman, declared the resolution is not adopted because of the lack of support. On a motion duly made by Mr. Zimmer and seconded by Mrs. Scurto, it was 4 10 #7-121-79 RESOLVED that, pursuant to Section 18.47 of Ordinance #543, the Zoning Ordinance of the City of Livonia, as amended by Ordinance #990, the City Planning Commission does hereby recommend to the City Council that Petition 79-6-8-17 as submitted by William Ponder requesting approval of all plans required by Section 18.47 in connection with a proposal to construct a party store and retail rental space on the south side of Seven Mile Road between Farmington Road and Filmore in Section 9, be denied for the following reasons: (1 ) The proposed site plan consisting of two buildings with a pro- - jected total building area of 7,920 square feet is too intensive a use for this site and exceeds the capacity of the site to support the proposed development. (2) The proposed site development would be detrimental to the neighbor- ing area, particularly from a traffic standpoint. It will cause an excessive amount of commercial traffic to use an alley and/or, a local residential street to gain access to and from the site. (3) The proposed site development plan relies almost exclusively upon an unimproved alley to serve the site and any blockage to the alley, either by way of delivery trucks, service vehicles or parked cars, will cause a traffic hazard and disrupt the normal traffic flow on the adjoining alley. iA roll call vote on the foregoing resolution resulted in the following: AYES: Zimmer, Scurto, Falk, Wisler, Andrew i; NAYS: Kluver, Friedrichs, Smith, Morrow Mr. Andrew, Chairman, declared the motion is carried and the foregoing resolution adopted. On a motion duly made by Mr. Morrow, seconded by Mrs. Wisler and unanimously adopted, it was #7-122-79 RESOLVED that, the Planning Commission does hereby determine to waive the provisions of Section 10 of Article VI of the Planning Commission Rules of Procedure regarding the seven day period concerning effective- ness of Planning Commission resolutions in connection with Petition 79-6-8-17 by William Ponder requesting approval of all plans required by Section 18.47 of Ordinance #543, as amended by Ordinance #990, sub- mitted in connection with a proposal to construct a party store and retail space on the south side of Seven Mile Road between Farmington Road and Filmore in Section 9. • Mr. Andrew, Chairman, declared the motion is carried and the foregoing resolution adopted.
