AND PUBLIC HEARINGS HELD BY THE CITY
PLANNING COMMISSION OF THE CITY OF
LIVONIA
On Tuesday, December 12, 1978, the City Planning Commission of the City of Livonia,
held tis 364th Regular Meeting and Public Hearings in the Livonia City Hall, 33001
Five Mile Road, Livonia, Michigan.
Mr. Jerome W. Zimmer, Acting Chairman, called the Regular Meeting and Public Hearings
to order at 8:04 p.m. , with approximately 50 interested people in the audience.

Messrs. John J. Nagy, City Planning Director; H G Shane, Assistant City Planning
Director; Ralph H. Bakewell, Planner IV; and Robert M. Feinberg, Assistant City
Attorney, were also present.
Mr. Zimmer then informed the audience that if a petition on tonight's agenda involves
a rezoning request, this Commission only makes a recommendation to the City Council,
who in turn will then hold their own Public Hearing and decide the question. If a
petition involves a waiver use request, and the petition is denied by the Planning
tCommission, the petitioner then has ten days in which to appeal for relief. Otherwise
the petition is terminated.
Mr. Falk, Secretary announced the first item on the agenda Petition 78-10-1-34 by
the City Planning Commission to rezonie/l'ocated on the east side of Hubbard
Road, south of Six Mile Road, in the Northeast 1/4 of Section 15, from
RUF to P.L.
Mr. Zimmer: I would like to explain to the audience that the first five its-ns
are part of a project we have had for sometime. With the passage of
these petitions we are bringing the zoning map of the City up to date.
With these changes, the zoning map will reflect that these parcels
are publicly owned lands. This is necessary so the zoning maps are in
proper order for public examination. It is not proper for anyone doing
any kind of an examination being misled by our map. There is no other
particular reason other than that. There is no grand scheme for the
property. Please keep that in mind. Is there any correspondence Mr. Nagy
Mr. Nagy: We have no correspondence in the file on this item.
Mr. Zimmer: Are there any comments or questions from the Commission? Is there
anyone else in the audience wishing to speak on the matter?
R. Stringer: What kind of effect would this have on the residential land?

Mr. Nagy: It still remains in the ownership of the Livonia Board of Education.
There is no effect on the surrounding residential area.

Mr. Stringer: What happens if the Board of Education decides to sell this property
to a contractor?

Mr. Zimmer: A petition would have to be filed r,_or a change of zoning.
Mrs. Scurto: Would it be easier for the property to be disposed of in its present
zoning classification rather than the new classification we are
seeking, now.
Mr. Nagy: Yes, the new user could immediately put it into use' within the RUFC
classification. Whereas if it were to be rezoned to the PL classification
a change in zoning would be necessary for the property to be developed
for any private use.
Mr. Stringer: • Thank you, that answers my questions.
C. McLachlan: Is this action being taken by the Board of Education or by this Commission?

Mr. Zimmer: We are responsible for producing for the City a zoning map. When we
have these inadequacies we felt it pertinent to correct them.
Mr.McLachlan: It has been that way for 12 years. It does seem rather 'strange. Is
there any other school property that is being rezoned?
Mr. Nagy: The next four items on the agenda are more rezoning petitions for
school lands. That will just about cover all the school land. We
are finishing up that task.

Mr. Zimmer: The City of Livonia has some to reclassify which are park lands as
opposed to school lands.

Hearing on Petition 78-10-1-34 closed.
On a motion duly made by Mrs. Scurto, seconded by Mr. Morrow, and unanimously adopted,
it was
#12-249-78 RESOLVED that, pursuant to a Public Hearing having been held on. December 12,
1978 on Petition 78-10-1-34 by the City Planning Commission to rezone
property located on the east side of Hubbard Road, south of Six Mile Road,
in the Northeast 1/4 of Section 15, from RUFC to PL, the City Planning
Commission does hereby recommend to the City Council that Petition 78-10-1-34
be approved, for the following reasons:
(1) The property is owned by the Board of Education.
(2) The property is actively used in conjunction with Buchanan Ele,,zentary
School.
(3) The proposed rezoning is in accord with the policy of the City Planning
ILCommission to have all publicly owned land zoned in the Public Land
zoning classification.
FURTHER RESOLVED that, notice of the above Public Hearing was published
in the official newspaper, the Livonia Observer, under date of 11/23/78

Chesapeake & Ohio Railway Company, Michigan Bell Telephone Company,

Mr. Zimmer declared the above motion carried and the foregoing resolution adopted.
Mr. Falk announced the next item on the agenda Petition 78-10-1-35 by the City .
Planning Commission to rezone property located on the south side of Six
Mile Road, east of Newburgh Road, in the Northwest 1/4 of Section 17, •
from R-3-B to P.L.
Mr. Zimmer: Again for those present we are attempting to correct the zoning map. •
Is there any correspondence Mr. Nagy?
Mr. Nagy: There is no correspondence in the file on this matter.
Mr. Zimmer: Any comments from the Commission. Is there anyone in the audience
wishing to speak on this matter.
Mrs. Norred: We live 5 houses south of Six Mile. We are right behind where
16948 Fitzgerald this is. We were supposed to see a strip of greenbelt paralleling
the masonry wall.
Mr. Nagy: They have not developed the PS district completely. They will not
be issued an occupancy permit until the site is complete in
.i accord with all requirements of their site plan approval.

Mr. Frank Was: I can't understand why it would have to be rezoned. Isn't there
37229 Munger going to be a loss of revenue. .
Mr. Zimmer.: We are dealing with Clay School property. It lost its identity
when it became a school site.
Mrs. Scurto: Lands owned by the school are not owned by the City. A business
arrangement would have to be made.
Mr. Zimmer: Anyone else wishing to speak on this matter?

Hearing on Petition 78-10-1-35 closed.
On a motion duly made by Mrs. Friedrichs, seconded by Mrs. Wisler, and unanimously
adopted, it was

December 12, 1978 on Petition 78-10-1-35 as submitted by the City
Planning Commission to rezone property located on the south side of
Six Mile Road, east of Newburgh Road, in the Northwest 1/4 of Section 17,
from R-3-B to P.L. , the City Planning Commission does hereby recommend to
the City Council that Petition 78-10-1-35 be approved, for the following
reasons:
(1) Subject property is owned by the Board of Education.
(2) Subject property contains Clay Elementary School.

Mr. Falk announced the next item on the agenda Petition 78-10-1-35 by the City ,
Planning Commission to rezone property located on the west side of Hix
Road, north of Northfield in the Southwest 1/4 of Section 31, from RUF
to P.L.
Mr. Zimmer: The two strips of purple are part of the total. They are the only
ones that lack the P.L. zoning classification.
Mr. Nagy: Yes, they were bought at a later time.
David Keck: If this is public land why has the land been posted with "No
9243 Knolson Trespassing" signs?
Mrs. Scurto: I talked with someone from the Washington PTA: They have had
problems with kids there. The signs I belive were put there to
discourage teenagers from meeting there.
Al. Mix, Jr. : Is it the intention of the City to put a fence in there? The kids
9195 Hix cut right through my property and rip off my kids' bikes, my
neighbor's lawnmower. The vandalism is terrible.
Mr. Zimmer: We do not know.
Mr. Nagy: I would advise him to go to the Board of Education offices.
Mrs. Scurto: , I believe if you took the matter up with the principal of Washington
School he would be able to help you.
There was no one else wishing to discuss this matter, Mr. Zimmer declared the Public
hearing on Petition 78-10-1-36 closed.
On a motion duly made by Mr. Smith, seconded by Mrs. Wisler, and unanimously adopted,
it was
#12-251-78 RESOLVED that, pursuant to a Public Hearing having been held on
December 12, 1978 on Petition 78-10-1-36 as submitted by the City
Planning Commission to rezone property located on the west side of
Hix Road, north of Northfield in the Southwest 1/4 of Section 31, '
from RUF to P.L. , the City Planning Commission does hereby recommend
to the City Council that Petition 78-10-1-36 be approved, for the following
reasons:
(1) The property involved is owned by the Board of Education.
(2) Subject property forms a portion of several parcels containing the
Washington Elementary School.
(3) The proposed rezoning is in accord with the policy of the City
Planning Commission to have all publicly owned land zoned in the
Public Lands zoning classification.

On a motion duly made by Mrs. Wisler, seconded by Mrs. Friedrichs, and unanimously
adopted, it was

December 12, 1978 on Petition 78-10-1-37 by the City Planning Commission
to rezone property located on the west side of Newburgh Road, north '
of Joy Road, in the southeast 1/4 of Section 31, from RUF to P.L. , the
City Planning Commission does hereby recommend to the City Council that
Petition 78-10-1-37 be approved, for the following reasons:
(1) Subject property is owned by the Board of Education.
(2) Subject property contains the Eisenhower Career Education Center.
(3) The proposed rezoning is in accord with the policy of the City
Planning Commission to have all publicly owned land zoned in
the Public Lands zoning classification.
FURTHER RESOLVED that, notice of the above Public Hearing was published
in the official newspaper, the Livonia Observer, under date of 11/23/78,

Hearing on Petition 78-10-1-38 closed.
On a motion duly made by Mr. Morrow, seconded by Mr. Falk, and unanimously adopted,
it was

December 12, 1978 on Petition 78-10-1-38 by the City Planning Commission
to rezone property located north of Joy Road, east of Newburgh Road, in
the southwest 1/4 of Section 32, from RUF to P.L. , the City Planning
Commission does hereby recommend to the City Council that Petition
78-10-1-38 be approved, for the following reasons:
(1) The property is owned by the Board of Education.
(2) Subject property is used in conjunction with the Churchill High
School.
(3) The proposed rezoning is in accord with the policy of the City
Planning Commission { o have all publicly owned land zoned in
the Public Lands zoning classification.

Mr. Falk announced the next item on the agenda is' Petition 78-10-1-40 by Biltmore
Properties Company to rezone property located on the west side of Farmington
Road, south of Eight Mile Road, in the Northeast 1/4 of Section 4, from
RUFA to R-3.
Mr. Zimmer: Parcel K-1 is zoned R-3?
Mr. Bakewell: Yes.
Mr. Zimmer: Is there any correspondence in the file?
Mr. Nagy: We have a letter from Mr. Gary Clarke, Engineering Division, dated
November 9, 1978 stating there are no engineering problems connected
with this proposal.
Gil Franklin: This request is made because of the entranceway of our proposed
Biltmore Windridge #3.
Properties
Mrs. Scurto: Is the entrance wider or lots deeper on the south side? I was
thinking about a boulevarded entranceway.

Mr. Franklin: If we were to have a boulevarded entranceway such as you
suggest we would have to destroy the house. We would like to
retain the house on Farmington Road as we feel it would add flavor
to the subdivision.
Mrs. Scurto: With the continuation of the development I feel the Farmington
property would be in jeopardy in terms of its longevity.
Mr. Franklin: We plan no future development to the south.
Mr. Nagy: The Planning Department requested the stub-street so as to give a
continuity between parcels and facilitate other parcels being
developed by selling off the rear portion of their land specifically
K-1 to Y-1.
Mr. Zimmer: Are there any more comments from the Commission? Is there anyone
in the audience wishing to speak?
There was no one else wishing to discuss this matter, Mr. Zimmer declared the
Public Hearing on Petition 78-10-1-40 closed.
On a motion duly made by Mr. Smith, seconded by Mr. Morrow, and adopted, it was
#12-254-78 RESOLVED that, pursuant to a Public Hearing having been held on December 12,
1978 on Petition 78-10-1-40 as submitted by Biltmore Properites Company
requesting to rezone property located on the west side of Farmington
Road, south of Eight Mile Road in the Northeast 1/4 of Section 4, from
RUFA to R-3, the City Planning Commission does hereby recommend to the
City Council that Petition 78-10-1-40 be approved for the following
reasons:
(1) This change in zoning would provide for a minor addition to
the adjacent proposed Windridge Village Subdivision #3.
(2) This change in zoning would provide for a land use which is
consistent with the future land use plan.
(3) The proposed R-3 classification will allow for lot sizes consistent .
with the adjacent proposed subdivision.
FURTHER RESOLVED that, notice of the above Public Hearing was published
in the official newspaper, the Livonia Observer, under date of 11/23/78,
and that notices of such hearing were sent to the Detroit Edison Company,
Chesapeake & Ohio Railway Company, Michigan Bell Telephone Company,
Consumers Power Company, and City Departments as listed in the Proof of
Service.
A roll call vote on the foregoing motion resulted in the following:

140 Mr. Falk announced the next item on the agenda is Petition 78-10-3-16 by Bra-Con
Industries, Inc. , to vacate a 60 foot wide public street, commonly known
as Woodview Drive, lying south of and adjacent to lot 15 of Woodland Village
Subdivision. The street to he vacated is located on the east side of
Newburgh Road, between Plymouth Road and Amrhein Roads, in the Southwest
1/4 of Section 29.
Mr. Zimmer: Is there any correspondence in the file?
Mr. Nagy: There is a letter dated November 9, 1978 from Gary Clarke, Assistant
City Engineer stating there is a Detroit Edison and Michigan Bell
equipment on the easterly portion. It may be necessary to retain-an
easement to accommodate these facilities. There are no other problems.
There is a letter dated November 11, 1978 from Detroit Edison, signed
by Charles Dujsik, Service Planner, stating there is no objection
providing an easement 12 feet in width is retained to protect their
equipment. There is joint service by Bell and Edison.
Mr. Zimmer: Are there any comments from the Commission? Is there anyone in the
audience wishing to speak?
There was no one else wishing to discuss this matter, Mr. Zimmer declared the
Public Hearing on Petition 78-10-3-16 'closed.
On a motion duly made by Mrs. Wisler, seconded by Mr. Smith, and unanimously adopted,
it was
#12-255-78 RESOLVED that, pursuant to a Public Hearing having, been held on
December 12, 1978 on Petition 78-10-3-16 as submitted by Bra-Con
Industries, Inc. requesting the vacating of a 60 foot wide public
street, commonly known as Woodview Drive, located on the east side
of Newburgh Road, between Plymouth Road and Amrhein Road in the
Southwest 1/4 of Section 29, the City Planning Commission does hereby
recommend to the City Council that Petition 78-10-3-16 be approved
subject to the retention of an easement over the easterly twelve (12)
feet of the subject street, for the following reasons:
(1) Woodview Drive would serve no useful purpose as a publicly dedicated
right-of-way.
(2) The vacated area could be more advantageously used in conjunction
with adjacent lots for parking lot purposes.
(3) No public utilities have objected, providing an easement is retained.
(4) There are no City maintained facilities present within the existing
right-of-way.
(5) Adjacent development has negated the nedd for the development and/or
extension of Woodview Drive in this location.
(6) The office of Industrial Development supports the petition to vacate.

Wood, P.C. to rezone property located on the southwest corner of Eight
Mile Road and Gill Road, in the Northwest 1/4 of Section 4, from RUFB to
C-2.
Mr. Zimmer: Is there any correspondence in the file?
Mr. Nagy: There is a letter from Gary Clarke, Assistant City Engineer, dated
November 15, 1978 stating there are no sanitary sewers or storm
sewers ready to service the above.
David J. Wood: I represent Mr. James D. Lee, owner of the proposed property.
Attorney, The property has frontage onto Eight Mile Road. There is planned

Mr. Wood: Iie resides in Milford and has a business in Detroit, a retail
sale of tires.
Mr. Falk: The development east of Gill Road happened sometime ago. We have
tried to stop the constant erosion that has developed to the east
The Master Plan calls for the retention of residential. This area
calls for the retention of the residential zoning.
Mr. Zimmer: Are there any buildings on the property?
Mr. Wood: No buildings.
M. Juziak: I oppose this petition.

Public Hearing on Petition 78-10-1-39 closed.
On a motion duly made by Mrs. Scurto, seconded by Mr. Morrow, and unanimously adopted,
it was
#12-256-78 RESOLVED that, pursuant to a Public Hearing having been held on Decemb r 12,
1978. on Petition 78-10-1-39 as submitted by Wood and Wood, P.C. reques ing
to rezone property located on the southwest corner of Eight Mile Road and
Gill Road, in the Northwest 1/4 of Section 4, from RUFB to C-2, the City
Planning Commission does hereby recommend to the City Council that
Petition 78-10-1-39 be denied for the following reasons:

(1) Proposed rezoning to the commercial classification is contrary
to the adopted future land use plan of the City of Livonia.
(2) Proposed rezoning and uses permitted by the commercial classification
would be detrimental to and not in harmony with the adjoining
single family residential uses of the area.
(3) The proposed rezoning would not promote the orderly growth and
development of the area in accordance with the future land use
plan, but would tend to encourage further requests for commercial
zoning within this area. •
(4) The proposed commercial zoning and development would be detrimental
110 to the area from a traffic standpoint, as the adjoining roads of
Eight Mile Road and Gill Road are of such limited capacity that
these roads cannot handle the. increased traffic that would be
generated by commercial development as proposed by this rezoning
petition.
(5) The deed restrictions would indicate that residential and
agricultural development should be maintained in this area.

in the official newspaper, the Livonia Observer., under date of 11/23/78,
and a notice of such hearing was sent to the Detroit Edison Company,
Chesapeake & Ohio Railway Company, Michigan Bell Telephone Company,

Mr. Falk announced the next item on the agenda is Petition 78-9-3-11 by Mark and
Paula Lee requesting the vacating of a portion of lot located on the north
side of Richland Avenue, west of Angeline Circle, in the Northwest 1/4 of
Section 32.
Mr. Zimmer: Any correspondence on this matter?
Mr. Nagy: We have a letter dated October 24 from Gary Clarke, Assistant
City Engineer stating there is no objection to vacating 3 feet

of the 6 feet. We have a letter dated December, 1978 from Charles
Dujsik, Service Planner, Detroit Edison, stating they object because
there is equipment involved. I tried to contact the petitioner to
see whether another placement of the garage was possible but he had an
unlisted number.

Mark Lee: With the placement of the garage at the proposed location, it will

Mr. Zimmer: I believe it/in your best interests to meet first with the Detroit
Edison to discuss this matter as Edison is opposed to the plan.

On a motion duly made by Mrs. Friedrichs, seconded by Mr. Morrow, and, unanimously

#12-257-78 RESOLVED that, pursuant to a Public Hearing having been held on December 12,
1978 on Petition 78-9-3-11 as submitted by Mark K. and Paula M. Lee
requesting the vacating of the west 3 feet of a 6 foot easement located '
on the north side of Richland Avenue, west of Angeline Circle, in the
Northwest 1/4 of 'Section 32, the City Planning Commission does hereby
determine to table Petition 78-9-3-11 until a date arranged by petitioner
and the Planning Department.
Mr. Zimmer declared the above motion carried and the foregoing resolution adopted.
Mr. Falk announced the next item on the agenda is Petition 78-11-2-29 by Robert E.
McMonagle requesting waiver use approval to use the proposed office
• building for insurance offices to be located on the' northeast corner of
Clarita and Farmington Road, in the Northwest 1/4 of Section 10.
Mr. Zimmer: Is there any correspondence in the file Mr. Nagy?
Mr. Nagy: There are no engineering problems.
Marvin Gast: My father-in-law, Robert McMonagle, is interested in buying this
property. I am a State. Farm insurance agent and I would occupy
the proposed building. I was located next to Cake Craft for 10
years and the owner sold. I moved across the street into the old
greenhouse. I am anxious to get out of there.
Mrs. Wisler: I understand you have a request in to vacate the alley, a part of
that alley looks as if it is vacated already.

Mr. Gast: ' Yes, I submitted a letter for the vacating at the same time as this.
I haven't heard about that. I would like to go ahead and get the
waiver use as I have a 60 day option to purchase the property and
it is almost up.
Mr. McMonagle: We would like the vacating because we thought it would look better
to 'bl.acktop and landscape instead of weeds, etc.
Mr. Falk: I do not wish to see any disservice done to the petitioner. If we
try to act quickly it might not be in the best interests of all.
We need to get the whole picture in its proper prospective and take
things step by step. I would like to hear Mr. Nagy's comments.
Mr. Nagy: It is usual procedure to take things a step at a time; however, if
time is of the essence you could approve the waiver use. Without
the vacating petitioner has enough parking. South of Clarita, it
if fully abandoned. To the north, it is partially vacated.

Mr. Kluver: I have no problem.
Mrs. Wisler: Does this have to go to Council?
Mr. Nagy: Yes.
Mrs. Wisler: Because of the location of certain areas the City Council has to
approve. Final approval has to come from them.
Mrs. Friedrichs: They have three additional parking spaces. We have some leverage.
Mr. Falk: If Mr. Nagy seems to think there is no problem I will go along
with that.
Mrs. Wisler: We can approve the waiver use subject to the adherance of the plans
submitted and subject to the vacatiug of the alley.
Mrs. Scurto: We could approve the waiver use and table all the other, site plan,
landscape, vacating.
Mr. Kluver: Approve the waiver use and condition the others.
There was no one else wishing to discuss this matter, Mr. Zimmer declared the
Public Hearing on Petition 78-11-2-29 closed.
1[40 On a motion duly made by Mr. Zimmer, seconded by Mrs. Friedrichs, and unanimously
adopted, it was
#12-258-78 RESOLVED that, pursuant to a public hearing having been held on
December 12, 1978 on Petition 78-11-2-29 as submitted by Robert H.
McMonagle requesting waiver use approval to construct an office
between Clarita and Seven Mile Road in the Northwest 1/4 of Section
10, the City Planning Commission does hereby recommend to the City
Council that Petition 78-11-2-29 be approved subject to the condition
that a site plan shall be submitted in accordance with Section 18.47
of Zoning Ordinance #543, Special Area Development Control, which site
plan shall include a landscape plan;
FURTHER RESOLVED that, the Planning Commission does hereby waive the
provisions of Article VI, Section 10, of the Planning Commission Rules
of Procedure, regarding the seven day period concerning effectiveness
of Planning Commission resolutions;
FURTHER RESOLVED that, notice of the above Public Hearing was sent
to property owners within 500 feet, petitioner and City Departments
as listed in the Proof of Service.
Mr. Zimmer declared the above motion carried and the foregoing resolution adopted.
Mr. Falk announced the next item on the agenda is Preliminary Plat approval for
Windridge Village Subdivision #3 proposed to be located on the south side
Eight Mile Road between Gill and Farmington Roads in the Northeast 1/4 of
Section 4.
Gil Franklin: As I stated previously we would prefer to keep the house on Farmington
Road. It is a good looking house. It would add variety. I do not
see an advantage to a boulevard that would necessitate destroying
the house. We would almost have some useless property.

Mrs. Scurto: There is a quality look to a boulevarded entrance. It l(:oks
better than two houses facing on a thoroughfare.
Mr. Franklin: We have a boulevarded entrance at Wi.udridge #1. This entrance
leads to only 50 dots'. This is not a huge development as the
other. There is no connection to the rest of the subdivision.
Mrs. _Scurto: If you compare the entranceways of Burton Hollow #1 and #r2 there
is a difference.
Mr. Franklin: Wu, of course, would do it but we prefer not to. This has already
cost us much more than we had planned.
There was no one else wishing to diccuss this matter. Mr. Zimmer declared the
Public Hearing on Preliminary P'at approval for Windridge Village Subdivision #3
closed.
On a motion duly made by Mr. Kluver, seconded by Mr. Smith, and adopted, it.was
#12-259-78 RESOLVED that, pursuant to a Public Hearing having been held on
December 12, 1978, the City Planning Commission does hereby recommend
to the City Council that the Preliminary Plat for Windridge Village
Subdivision #3 proposed to be located on the, south side of Eight Mile
Road between Gill and Farmington Roads in the Northeast 1/4 of Section 4,
be approved for the following reasons:

(1) The proposed lot sizes meet or exceed the R-3 zoning district
requirements of the zoning, classification for the land area
involved.
(2) The subdivision is well laid-out and provides for good lot-street
relationships with existing adjacent developments as well as
adjacent undeveloped lands, thus allowing for possible future
development of those parcels.
(3) The proposed subdivision layout is well-integrated with the
previously approved Windridge Village Subdivision #1 and #2.
subject to the following conditions:
(1) That the deed restrictions of the subdivision shall provide for the
perpetuation and maintenance of the greenbelts as proposed on the
preliminary plat and shall be recorded as an integral part of the
final plat recording process.
FURTHER RESOLVED THAT, NOTICE OF THE ABOVE HEARING WAS SENT TO abutting
property owners, proprietor, City departments as listed in the Proof of
Service and copies of the plat together with notice have been sent to
the Building Department, Superintendent of Schools, Fire Department,
Police Dept. and Parks and Recreation Dept.
A roll call vote on the foregoing resolution resulted in the following:

of the Planning Commission for the year beginning January 1, 1979.
On a motion made, seconded and unanimously adopted, it was
#12-269-78 RESOLVED that, the City of Livonia Planning Commission hold an
election of Officers of the Planning Commission for the year
beginning January 1, 1979; to wit: Chairman, Vice Chairman and
' Secretary.
Nominations were made, votes cast and the following members of the City Planning
Commission were duly declared elected to said offices:
