AND PUBLIC HEAI'1NGS HELD BY THE CITY
' PLANNING COMMISSION OF THE CITY OF
LIVONIA
On Tuesday, October 4, 1977, the City Planning Commission of the City of Livonia
held its 342nd Regular Meeting and Public Hearings in the Livonia City Hall, 33001
Five Mile Road, Livonia, Michigan.
Mr. Daniel R. Andrew, Chairman, called the Regular Meeting and Public Hearing to order
at 8:05 p.m. , with approximately 30 interested persons in the audience:
Members Present: Daniel Andrew Esther Friedrichs Suzanne Wisler
William DuBose . Jerome Zimmer Judith Scurto
Joseph Falk Lee Morrow
Members Absent: * Herman Kluver
Messrs. John J. Nagy, City Planning Director; H G Shane, Assistant City Planning
Director; Ralph H. Bakewell, Planner IV; and Robert M. Feinberg, Assistant
City Attorney, were also present.
Mr. Andrew then informed the audience that if a petition on tonight's agenda involves
a question of rezoning or vacating any property, this Commission only makes a
recommendation to the City Council, and the City Council makes the final determination
as to whether a petition is approved or denied; and if a petition for a waiver use
request or site plan is denied, the petitioner then has ten days in which to appeal that
110 decision to the City Council.
4 Mrs. Friedrichs, Secretary, then announced the first item on the Agenda is
Petition 77-8-1-29 by the Polish Legion of American Veterans to rezone
property located on the southeast corner of Eckles and Amrhein Roads
in the Southwest 1/4 of Section 30, from C-1 to C-2.
Mr. Andrew: Mr. Nagy, any correspondence in the file regarding this petition?
Mr. Nagy: . Yes, we have a letter dated August 25, 1977, addressed to the members
of the Planning Commission, from the Plymouth Community Federal Union,
33375 Amrhein Road, in support of this petition, signed George
Laughton, 500 S. Harvey, Plymouth, Michigan. Also a communication
from our Engineering Division indicating no objections connected with
the proposal.
�Mr. Andrew: Is the petitioner present?
Marvin Stempien: I will be representing the petitioner. And there really isn't much
Attorney that I can add except perhaps a little history. Originally, the
33900 School- Livonia Post 1166 of the Polish American Vets was located in Livonia
craft, Suite on Plymouth Road, west of Farmington, which is now an Oldsmobile dealer.
G-2, Livonia After the fire in Livonia, the post moved to Westland, and has been
there ever since. They have quite a few members from both Westland
and Livonia, and have prospered over the years. They have grown to
110 such an extent that they would now like to come back to Livonia.
There is a UAW building right next door, which is pretty much used
for the same purpose.
Mr. Andrew: Marv, I presume from the record that this Polish Legion is the lessee
of this building?

Mr. Stempien: They presently have a purchase agreement to buy this property. I am

representing them on that transaction also. If this zoning change
takes place, then the sale will be completed.
Mr. Andrew: Do you anticipate filing for a liquor license?
Mr. Stempien: -.They will have to file for a transfer of a liquor license.
Mr. Andrew: You have to be licensed in Livonia.
Mr. Stempien: They are presently renting a K of C Hall on Joy Road, east of Middle=
belt, and as I understand it, there is just the matter of transferring
the liquor license from one city to another.
Mr. Andrew: Any questions from the Commission? Is there anyone in the audience
wishing to speak either for or against this petition?
There was no one wishing to speak on this item., Mr. Andrew declared the Public Hearing
on Petition 77-8-1-29 closed.
On a motion duly made by Mr. DuBose, seconded by Mr. Falk, and unanimously approved,
it was
#10-205-77 RESOLVED that, pursuant to a Public Hearing having been held on October 4,
1977 on Petition 77-8-1-29 as submitted by the Polish Legion of American
Veterans to rezone property located on the southeast corner of Eckles
and Amrhein Roads in the Southwest 1/4 of Section 30, from C-1 to C-2,
the City Planning Commission does hereby recommend to the City Council
that Petition- 77-8-1-29 be approved, for the following reasons:
(1) The proposed change of zoning is a logical and minor extension
of an existing C-2 zone.
(2) The proposed change of zoning would make a uniform C-2 zoning
district for the full block area extending from Plymouth Road
on the south to Amrhein on the north along the frontage of Eckles
Road.
(3) The proposed change of zoning and permitted uses will not be
detrimental to or conflict with thesurroundingestablished uses
of the area.
FURTHER RESOLVED that, notice of the above Public Hearing was published
in the official newspaper, the Livonia Observer, under date of 9/19/77,
and that notice of such hearing was sent to the Detroit Edison Company,
Chesapeake & Ohio Railway Company, Michigan Bell Telephone Company and
City Departments as listed in the Proof of Service.
Mr. Andrew declared the above motion carried and the foregoing resolution adopted.

4 Mrs. Friedrichs announced the next item on the agenda is Petition 77-8-1-30 by. Amoco
Oil Company to rezone property located on the Southwest corner of Farmington
and Schoolcraft Roads in the Northeast 1/4 of Section 28, from M-1 to C-2.

Mr. Andrew: Mr. Nagy, what is the size of this parcel?

is approximately 291' x 110' and 2/3 of an acre. in area.
Mr. Andrew: Is there any correspondence in the file regarding this petition?
Mr. Nagy: Yes, we have a letter dated September 27, 1977 from Dan J. Gilmartin,
Industrial Coordinator, objecting to this proposal. Also a letter
dated September 21, 1977 from Shaw Electric Company, 33200 School-
craft Road, objecting to the proposal, signed William E. Kurtz, as
well as communication from our Engineering Department indicating
no engineering problems connected with proposal.

Mr. Andrew: Is the petitioner present?
Rick Rosou: Yes, along with two of my colleagues - Mike Haddad and Doug Johnson,
Amoco Oil Co. also of Amoco Oil Company.
Mr. Andrew: I would like to point out to the Commission that the site plan
we have before us does indicate 291.95' along Farmington Road
as opposed to 280' as previously stated.
If I remember' some years. ago, Standard Oil or Amoco did propose to
put up a gas station on this same piece of land, and it was either
subsequently denied by the Council or the petitioner withdrew the
petition before it even got to Council. Whatever, no gas station
was ever erected there. What has changed Amoco's position at this
point in time to believe that this is a good site for another gas

Mr. Rosou: We believe that gas stations are most compatible with a C-2 zoning.
There is C-2 zoning for the other two stations across the roads, and
directly across Farmington there is C-2 zoning. We feel that this
would be not objectionable in any way to adjoining properties.
Michael Haddad: As I remember, the original petition was made in 1974, right about
Real Estate the time of the energy crunch. At that time, we were. talking about a
Agent for Amoco full scale service station. That is not proposed before you now.
The reason we withdrew in 1974 was because economics at that time would
not allow that fancy of a facility to be built.
Mr. Andrew: You indicate that it would not be 'a full scale service station.
What kind would it be?
Mr. Haddad: It would be a self-service station. This type of facility is known
in the trade as a "pumper" . Pumper facilities offer no back room service
no lube job, no. muffler. ' Just the pumping of gas and a few small
accessories to take with you.
Mr. Andrew: Would this type of station be owned and operated by Amoco, or leased
to an individual? • •
Mr. Haddad: To the best of my knowledge, I would say Amoco would be leasing
the facility.
Mr. Rosou: We have some drawings of the layout if you would care to have
us put them up.

Mr. Andrew:. I really don't want to get involved with site plans at this time.
Any comments or questions from the Commission?

$ Mr. Zimmer: Where are the closest Amoco stations to, this one?
Mrs. Friedrichs.: I think there is one at Farmington and Six Mile, ,as well as one
at Five Mile and Levan.
Mr. Zimmer: What ever happend to the relationship between Amoco and Standard Oil.
It seems to me that there was a Standard station at the corner of
Farmington and Plymouth about eight or ten years, and thenit became
a Total station almost overnight. What happened there?
Doug Johnson: If I remember right, the fellow that had this station, his lease with
• Amoco Oil Co. us came to an end, and he then changed to another oil company.
. Mr. Andrew: Any other questions from the Commission?
Mrs. Wisler: Mr. Haddad, do you own all the property right down to Graytona Ave.?
Mr. Rosou: No, we own only lots #14 through #28.
Mrs. Wisler: Do you own all the property over to Surrey., Lots#65 to #72?
Mr. Rosou: No.
Mrs. Wisler: The property under this petition is all that you own on this corner?

Mr. Rosou: Yes. .
Mr. Falk: Personally, I object to a gas station on an industrial site. I can't
go along with a commercial intrusion into the manufacturing atmosphere
• of this area. We have a couple of good looking plants across the
street, and I .can't see a need for another gas station here. Not just
• because of the other two at this intersecion. Competition is good.
. They are talking about going to self-serve. By going with. a self-serve
station, they don't really have to sink a lot of money into the
investment, and if the market washes 'out shortly, they will get out
without too much of a financial loss. I think that corner has a lot
more potential than it being used for a gas station.
Mr. Haddad: I would like to point out that the' type of building that we would
be putting up here would cost close to a quarter million dollars,
and we have every intention of complying with all requirements
dictated by any and all local codes. If the rezoning takes place,
I can assure you that this facility would compliment the entire area,
not take away from it.
Mr. Andrew: Is there anyone in the audience wishing to speak either for or against
this petition?

#10-206-77 RESOLVED that, pursuant to ;1 Public Hearing having been held on October 4,
1977 on Petition 77-8-1-30 as submitted by the Amoco Oil Company to
rezone property located on the southwest corner of Farmington and School-
craft Roads in the Northeast 1/4 of Section 28, from M-1 to C-2, the
City Planning Commission does hereby recommend to' the City Council that
Petition 77-8-1-30 be denied, for the following reasons:
(1) The proposed change of zoning to the C-2 classification is in
conflict with the Future .Land Use Plan as adopted by the .Planning
Commission, which plan forecasts the retention of manufacturing uses
for the area.
(2) It is inconsistent with the goals and policies of the Planning
Commission and the Industrial Development Commission, which is
to discourage the conversion of the manufacturing zoning sector
• of the City to commercial and other nonmanufacturing uses.
(3) The Industrial Development Coordinator recommends against this
proposed change of zoning.
(4) There is no need for another service station in this location as the
area is already being adequately serviced by the two existing
stations located or 4-he •northeast and• northwest corners of the same
intersection.
(5) The proposed change of zoning to the general commercial classification
•
would not promote the orderly growth and developmentiof the area, but
would tend to encourage the further conversion of industrially zoned
lands to commercial purposes, which is inconsistent with and detri-
mental to the adjoining manufacturing area.
FURTHER RESOLVED that, notice of the above Public Hearing was published
• in the official newspaper, the Livonia Observer, under date of 9/19/77,
and that notice of such hearing was sent to the Detroit Edison' Company,
Chesapeake & Ohio Railway Company, Michigan Bell Telephone Company,
• Consumers Power Company and City Departments as listed in the Proof of
• Service.

Mrs. Friedrichs announced the .next item on the agenda is Petition 77-8-2-20 by George
Pelham Head for Sacred Heart Bzyantine Catholic Church requesting waiver
• use approval to construct a one-story social hall and activities center
on the south side of Six Mile Road between Middlebelt Road and Savoie in
the Northwest 1/4 of Section 13.

Mr. Andrew: Mr. Nagy, any correspondence •in the file regarding this petition?
Mr. Nagy: Yes, we have a letter from Engineering indicating no engineering problems
connected with this proposal.
Mr. Andrew: Is the petitioner present?

Mr. Andrew: Mr. Head, just want to confirm - you do have underground Detroit
Edison service from a'permanent power source?

Mr. Head: There is no service at this time to the hall, just to the church and
the rectory. There would be separate underground service to the hall.
Mr. Andrew: I notice that you indicate access from your parking lot to Savoie
Avenue, which is unimproved.
Mr. Head: Yes, but it also ties in. with the existing parking lot that services the
church. This lot would only be used by those attending.the social hall.
.Mr. Andrew: Any comments or questions from the Commission?
Mrs. Scurto: On the driveways which lead out of the parking lot servicing the
Sc:?.a1 Ha11, will therebe any "Left Turn Only" or "No Right Turn"
signs leading out to Savoie?

Mr. Head: Any houses in that area are a considerable distance south of this property.
Mrs. Scurto: But there are houses down there? Grove comes into Savoie.
Mr. Head: Yes, there are houses down there.
Mrs. Scurto: I believe there are four houses on the east side of Savoie. Do your
driveways now have any'signs directing the traffic away from this
residential area.
Mr. Head: There are no signs posted now, but it .could be done if so required.
i Mrs. Scurto: I feel that this requirement should be made a condition if this
waiver use is approved.
Mr. Andrew: Any other comments or questions from the Commission? I notice that the
required parking spaces calls for 214, but there is only 122 provided.
Isn't that a serious deficiency under the ordinance?
Mr. Bakewell: Parking spaces shown are alright. The two functions - the church
activities and the social hall activities - would not function at the
same time.. The, requirement shown is for the church itself.
Mrs. Scurto: What abcu t those other two buildings. on the property, are they being
utilized.
Mr. Head: The small catechical school will come down once the hall is built.
Mrs. Wisler: Will the roof mounted units be seen from Savoie Avenue?
Mr. Head: There is to be a high roof over the hall proper, the kitchen storage area
will be on a lower level, but all roof mounted units will be hidden
from view from Six Mile and Savoie. The style' of the hall will match
the construction of the church, both 'in style and design.
Mr. Andrew: The south elevation will be brick?
Mr. Head: Could be brick. We were thinking of aggregate panels.

Mr. Andrew: What is the relationship of the location of this proposed social hall
to to the funeral home; is it the samelatitude as the funeral home?
Mr. Head: The social hall would be slightly south. The north wall of the social
hall would be in line with the. south wall of the funeral home.
Mr. Andrew: I have no desire to increase your cost of building this hall, but I am
a little concerned about the absence of brick on the south wall. If I
am the only one hung .up on this, I` will not make it an issue.
Mr. Head: We are probably talking about $700 to $800 to put in brick.
Mr. Andrew: Do you propose any long range planning as far as additional buildings
to the south of the site?
Mr. Head: We could expand to the west, classrooms or whatever. We wanted to
keep the addition to the north in order to leave the area to the south
open as it is a large grassed yard used for outdoor functions, such as the
carnival we just had.
• Mrs. Wisler: If you do not plan on any expansion to the south, then I would prefer
to see the south wall bricked also. I agree with the Chairman.
Mr. Andrew: Ony other comments?
IL Mr. Kluver: I would say that if it would only cost between $700 and $800 to install
brick on this one side, they would gain much more than that as far
as aesthetic value. I would certainly support _the installation of
brick on the south wall. Mr. Head, do you think you would have any
problem with your client regarding this recommendation?

Mr. Andrew: Maybe they should just poll the parish. Is there anyone in the
audience wishing to speak either for or against this petition?
Leonard Zurris: I have some very definite concerns about this so-called Social Hall
29182 Grove they want to put up. _ Does that mean that they will be putting up a
beer hall, will there be a liquor license there, and what about cars
parked within 50 yards of the back of my home until 3:00 a.m.. in the
• morning. They already have a social hall up by Six Mile Road. Over
the years we have not had any problems with the Church. They are
good neighbors. They do have a carnival every year. No problems.
They keep their grass cut. Good neighbors. My main concern is about
parking for this new social hall. I understand they plan to use the
existing parking lot near the church, as well as a new lot on the side
of the hall. I don't know if these two lots would be adequate to
serve the needs of the size of building they are talking about. You
people on the Board talked about them putting brick on the south wall.
I would like to see brick on that wall. And I have been informed by
some people that they have long range plans to build a school. Maybe
they plan on selling this hall; to the VFW, and using the profits to
build a school. Also, what about the fill that was filled in when they
1110 were doing the construction work on Six Mile Road? In the springtime,
Savoie is impassable. I have to come out on Grove. I would like to
hear from them on some of these things--school in the future, parking
toward the backend?
Mr. Andrew: We will try to get some of your concerns answered.
Mr. Head: I believe I can answer some of the questions; regarding parking-- the
parking lot that the social hall will use will have an additional 16
spaces in it directly south. It is approximately 65' deep. It will be
the length of the social hall only. This means that the parking will
end at a line no further south than the edge of the present parking lot
presently south of the church. Will not encroach any further south. As
far as a school is concerned, I understand they plan on leaving the
• building so that an expansion could be made on the west side, possibly to
provide Sunday school classrooms. Certainly not a five-day week school.
The Social Hall will be used for weddings, parties, banquets, that sort
of thing: .

Mr. Andrew: I would like to hear from the Pastor.

Fr. Jos. Fedyzex: We definitely need this social hall as we have no place to gather
socially for all our activites. We sometime have to rent a place
somewhere else. Many activities have had to be curtailed because
of this expense. We need this hall for our community. Yes, we
will rent the hall for weddings to. help pay for this building, but
our main •purpose is to use this hall for our own church community.
Mr. Andrew: You will use this building for catechical classes?
Fr. Fedyzek: Yes, any thought of a future school is almost impossible. Our people
come from all over the western part of Wayne County, and any day school
here would not be feasible as far as transportation is conerned. As
far as bingo is concerned, yes we will attempt to have bingo games,
but that will depend on how many people we can get to work at the
bingo games. This will be another way to help pay for the building.
Mrs. Friedrichs: What would the hours' be of your bingo parties?
Fr. Fedyzek: - Probably one night a week - 7:00 p.m. to 10:30 p.m.
Mrs. Friedrichs: Mr. Zurris mentioned something about dirt being filled in somewhere
in this area. Does the Planning Department have anything to say
regarding the drainage, and this being in a flood plain area?
Mr. Zurris: Yes, the corner lot was filled to a point 20' higher than the •
surrounding area. They put in a drainage ditch back around Savoie.
Mr. Nagy: The fill that was placed on the corner of Six Mile and Savoie was placed
there by the contractor, and he was cited for a violation by the Bureau
of Inspection. He has been attempting to correct this situation, and his
waiver use petition to fill in the flood plain is pending before us. There
will be a hearing, and we are waiting for a report and recommendation from
City Department's to try and determine whether or not any major problems
will occur.
Mr. Andrew: I feel that that is a moot point as it relates to this petition. Father,
this gentleman eluded to the possibility that your church might try
and sell this new building at a subsequent date.
Fr.Eedyzek: We have no plans whatsoever to do a thing like that. We intend to
stay as a community.
Mr. Andrew: How long has the church been there?

I[; Fr. Fedyzek: Since 1967.
Mrs. Wisler: If this were ever to be sold, a rezoning request would be necessary.
Mr. Nagy: Yes.
Mr. Andrew: Any other questions or comments?
John Whalen: What are they.going to do about drainage on the south side? You
16703 Savoie say the main contractor on Six Mile Road is coming in for a waiver
use request?
Mr. Nagy: In filling in that corner, he filled in an established flood plain area.
He cannot do that unless he petitions for it. We have to determine if
that filling in will have an adverse effect on that flood plain area. As
a result of him filling in, he was cited for a violation of the ordinance,
and consequently submitted a petition to fill in the flood plain - which
is admittedly, after the fact. Our Engineering Department has now been re-
quested to make an evaluation, and a hearing, much like this one tonight,
will take place at a later date.
Mr. Whalen: Because of this filling in that they did, last spring there was a
large lake at the bottom of the hill. I feel something definite should
be done about the drainage along the south side of this property.
Mr. Andrew: Is the drainage problem affected by- the church?
1100 Mr. Nagy: In my opinion, no.
3 Mr. Whalen: Did R hear them say that this was going to be rented for commercial
purposes? Bands can cause a lot of noise. This social hall will be just
a short ways from my house. I don't think this is a good idea. Also,
what about those houses on the west side of Savoie, or on the north
side of Grove. Do you mean we are going to have to listen to that music
all night long?
Mr. Andrew: Maybe you will have to ask them to turn down their amplifiers. I
really don't think it will be as noisy as you think. ' It seems you are onl'
about 500' from Middlebelt and Six Mile, and I am sure that the 'traffic
along those roads generates more noise than a band in a hall.
Mr. Whalen: There are quite a number of old people in this neighborhood - senior
citizens. It is just not right that they will have to put up with
the noise from such a social hall.
Mr. Zimmer: I presume there will be air conditioning in this building, which will
mean all the doors and windows will remain closed.
Mr. Head: Distances involved' are a little deceiving. There is quite an expanse to
to the south between the' hall and the residential property. I would say
that Grove -is about a quarter mile 'south of Six Mile.
1110 Mr. Zurris: I see on the map they are talking about just 300' This is only half of
what they own. Why are they operating on only half - why not the whole
thing?

Mr. Head:10
We are not really only operating on half. The correct legal description
shows this property consists of two parcels. The social hall site just
happens to set on the western parcel of the property.
Mr. Andrew: Any more questions or comments from-the audience?
Marie Klassen: I want to know what he plans on putting back here on the property
29152 Grove next to where I own. Let's face it, I will be getting a lot of
their drainage back there.
Mr. Andrew: As far as the drainage problem is concerned, in order for these
people to obtain a building permit, the City Engineering Department
must study this situation, and make sure that they have provided adequate
drainage facilities to handle the flow of water in that area. If
this is not possible, they will not get a building permit.
Marie Klassen: You know I just found out about this meeting late last night. I am
an adjacent property owner, and I was never notified.
Mr. Andrew: Mrs. Klassen, show us exactly where your property is.
Mr. Shane: OUr Proof of Service shows a Marie Klassen at 29152 Grove and also
at 16723 Savoie.
Mrs. Klassen: Well I never got any notification. Of course, I do live in Detroit
right now. Did you get a receipt for any mail being delivered such
as this?
t Mr. Shane: We have no record of this being deliverd to her. . Her name does not
appear on any of the cards returned. If the letter vas returned to the
office, I, cannot say at_this time.
Mr. Andrew: I would be extremely reluctant to table this petition because of this
concern about a drainage problem that I feel doesn't exist.
Mrs. Klassen: Well, why couldn't they go closer to the front? Would certainly
be much more accessible to people coming off of Six Mile. It just
is not compatible with the open area. We are a rustic neighborhood.
Tax-paying home owners. Everyone seems to like the country atmosphere.
Mr. Andrew: The way I understand the petition is they want this hall to serve
their church community, not just anyone driving down Six Mile Road.
I do not think that re-positioning the social hall closer to Six
Mile Road is a good idea. The site plan shows a very good relationship
of the social hall to the existing church.
Mr. Falk: I think one of the things that impressed us the most was the, way they
want to set this social hall back away from Six Mile. Excellent idea.
I really don't think we have had so much criticism of a church
putting up a social hall as we: have tonight. Sure, if there are
water problems, we can sympathize with you people. But as our Chairman
stated, they can't pull any building permit if there may be drainage
problems on to the adjoining property. You must have faith in your
City.- the Building Inspectors, the Planning Staff, the Traffic
Depar'tment's opinion, their architect's opinion, they have covered all
these problems before this ever came up before this Commission. We
are constantly working with highly qualified people on matters such
as this, and you might like to know that our Chairman, Mr. Andrew, is
a professional in this area.

Mrs. Klassen: I would still like to get some advice on it.
Fr.Fedyzek: I wish to point out that this will not be a modern-looking building.
Mrs. Klassen stated she wanted to keep the area rustic looking. We
will certainly go along with what we have done in the past.
Mrs. Klassen: I have no objection to the social hall, but I would first like to
get some advice on it.

Mr. Andrew: This Commission must take some course of action on this petition
tonight - we will either approve, deny, or table it.
Mrs. Klassen: What recourse do I have?
Mr. Andrew: This Commission only makes a recommendation and then forwards it
on to the City Council. If we deny this request, it is then
terminated unless the petitioner seeks to appeal it to the City Council
• which must be done in ten days, at which time the Council will hold
a similar public hearing.
. Mr. Nagy: If the Commission decides to table it, there will be a Study Meeting
held, but no notice of such meeting will be made. They simply meet
with the petitioner. After the Study Meeting, a final determination
will be made as to whether or not the petition is approved.
Mrs. Klassen: How much time do I have to get some advice before this would get to
the Council?

drainage, with all that clay.

Mr. Andrew: Mr. Nagy, any correspondence in the file regarding this petition?
Mr. Nagy: We have correspondence from our Engineering Department as follows. . . .
as well as a communication from our Industrial Development Coordinator.
Mr. Andrew: Is the petitioner present? •
Darryl Luther: I would just like to give a little history. We are the First Church
of the Nazarene, and have been located in the Metropolitan Detroit
area for 55 years. We follow the teachings of John Wesley, a Methodist.
Our congregation is dispersed throughout this particular area, such
as Farmington, Livonia. We are presently located at 18751 Fenkell
• Avenue. And from a small congregation of about 500, we are continuing
• to expand upwards already to approximately 3000, and we need additional
space to serve our people. We have some very knowledgeable people
in our congregation, such as a few well-know individuals in industry,
as chairmen, presidents and vice-presidents of certain companies. We
are also thinking about makingarrangements for our Senior citizens,
1110 which is becoming a great concern for all Americans. We want to provide
recreation as well as a day care center for the. Our petition is for
eight acres for the church, and twelve acres for our senior citizens.
We understand the problems connected with the sewer situation in the
area. I had two lengthy interviews with your Engineering Department,
as well as your Mayor, both parties being very professional as well
as most congenial. You will note that our groundbreaking plans are
• scheduled for next April, 1978, with occupancy taking place about a

year later - April, 197". We feel this is a considerable amount •
of time to correct the sewer problem. Your Engineers advise that
the area around Six Mile and Newburgh is being developed right now
at this time. Eventually, we would want to sell off that area along
Seven Mile Road for commercial uses. We do not need the entire 60
acres for our church and senior citizens complex. I would now like
to introduce Seth Rohr of the consulting firm of Church Growth
Services.
Seth Rohr: A few years ago our firm'was approached to make a study for this
particular church. In so doing, we were asked to provide a church
and recreation for some 3000 people. This would, of course, require
a lot of space. When we cameupon this particular piece of property
in Livonia, we were quite impressed, especially because of its
proximity to an expressway. We feel we can come up with a site
that would certainly complement the area.
Norman Bryar: We have studied this property and very roughly laid out how much
Architect property we feel is needed for church and housing for senior
citizens, and so forth. We feel the property along Seven Mile
could later be sold for commercial purposes - motel, service
station, restaurant, etc. The church would be back on the hill,
and houses would be developed back of that along with a community
hall for the use of the people in the houses. This is strictly a
preliminary idea of what the property might be used for.
t Mr. Andrew: As I see it, the Church is purchasing, or has the right to purchase,
these 60 acres. These 60 acres lie north of Seven Mile Road, and
east of Haggerty. Right? How far north of Seven Mile Road?
Seth Rohr: To the quarter section line or one half mile.
. Mr. Andrew: Quite a few years ago, there was a substantial piece of land, 8 to 10
acres abutting Haggerty Road, that was separated from this parcel.
Is that land still available?
Mr. Nagy: It is 14 acres in size and is still vacant.
Mr. Andrew: That piece of land on the east side of this property, does the
State Highway Department own that?
Mr. Nagy: They have indicated that to be surplus land from the construction of the
freeway.
Mr. Andrew: What about that small corner, zoned C-2, at Haggerty and Seven Mile
Road?
Mr. Nagy: That is not part of this 60 acre parcel. The Kenny family still claims
ownership of the parcel.
Mr. Andrew: I have to assume that the church's access will be off of Seven Mile
Road. No access off of Haggerty?
Seth Rohr: There will be an access off of Haggetty, off of Phillips Road on the
north.
Mr. Andrew: Are there any comments or questions from the Commission?

Mrs. Scurto: The fact that this organization had first looked into property in
my neighborhood troubled me at first, but after attending one of
their services, I feel total support for these people and all my
original fears have been cleared up.
Mr. Luther: I am happy to have been able to put her fears at ease, since we have
been having some of our services at Stevenson High School. Our lease
on the old church• is up as of November 1st, and we will be becoming
a part of this community almost immediately.
Mr. Andrew: You say groundbreaking will take place in April '78 and occupancy
April '79. I presume you are talking about the church, and not
• the R-9 area.
Mr. Luther: We are still working with your Engineering regarding the R-9 area.
Mr. Andrew: Any more comments or questions from the Commission?
Mr. Falk: What is the size of your. present location?
Mr. Luther: 1.2 acres - extremely crowded:
Mr. Falk: How do you plan on financing this Senior Citizen complex? Are you
counting on some funds from HUD?
Mr. Luther: We have some committments from private individuals,. and will also
be applying. for funds through HUD.
t Mr. Falk: You will be using HUD funds?
Mr. Luther: We are studying both arrangements. There is also an organization
called Church Growth that might help us with the financing.
Mr. Falk: I suppose you are talking about an eleven-story building.
Mr. Luther: Not on this acreage -- we are not contemplating any high rise buildings.
Mr. Falk: I think I saw somewhere where they were talking about 1200 units.
How will they ever get 1200 units there? I just want to get a feel
of what is going in there.
Mr. Andrew: In the R-9 zoning district, buildings cannot exceed two stories in
height.
Mr. Falk: As far as the sewer problem, our Engineers will have to determine
• whether or not they can go in there. We have denied other petitions
before by people that wanted to go in there, with smaller parcels,
because there was no way to tap into the sewer.
Mr. Andrew: Mr. Nagy, is there a Future Land Use Plan map available for all to see?

Mr. Nagy: Yes, but is of a very small scale for all to see, but i could say that
the Future Land Use Plan recommends commercial zoning along Seven Mile
Road right up to that open space that is the highest point in this area.
There is also some medium density residential indicated here along
with general office uses.

Mr. Andrew: As one Commissioner, I have some concerns about the actual development
to of this land. I am not too impressed with developing that land west
of the Freeway to uses other than offices. It was my opinion when
this Commission and the City Council adopted the Master Land Use Plan
about two years ago that this would be developed for offices. We had set
aside land that would be offered for development as offices west of
the freeway. As it happened, we lost some of that land north & south of
Six Mile Road, it would appear that developers are coming in with
plans for that area north of Seven Mile for development other than
•
. offices. With the I-275 freeway opening up just about a year ago, I
would think there would be a great demand for office space in this
community. I cannot justify voting in favor of this petition, and I
thought it best if you know how and why I feel the way I do about that are

Mr. Luther: The purchase of this land is subject to the rezoning.
Mr. Morrow: Do you have a time limit?

land. I certainly do not like the idea of commercial intrusion, but would
certainly support the establishment of offices in there.
t Mrs. Scurto: I realize that this may not be the proper time to bring this, up, but
we can honestly say that we haven't had anybody come clamoring in here
requesting to develop this land for office uses.
Mr. Andrew: Probably because of the lack of a sanitary sewer.
Mrs. Scurto: Well, let's get a sewer in there.
Mrs. Friedrichs: As I understand it, they are anticipating using eight acres for the
church and twelve acres for the senior citizens' complex, which is
only 1/3 of the total parcel. Why couldn't some of the remaining
land be used for offices, and the Future Land Use Plan indicates
. residential zoning of a medium density, which they have also indicated
on their layout.
Seth Rohr: Only a portion of the parcel is being purchased out right. We are not
contemplating total usage of all that land.
Mrs. Friedrichs: Would you be satisfied at this point with having just the 20 acres
rezoned? I am just exploring ways to help you get your rezoning. It would
appearthat we are not ready to rezone the total 60 acres.
Mr. Luther: We are not asking for the total 60 acres. It is only a projected
' plan to sell the lower part a& commercial. We certainly would not
be opposed to any office complexes in there. We don't want any junk
in there either.

On a motion duly made by Mr. K,.uver, seconded by Mrs. Wisler, and adoped, it was
#10-216-77 RESOLVED that, the City Planning Commission does hereby approve the Sign
Plan submitted by Randall Sign Erectors, Inc. , in connection with a
condition of approval of Petition 77-9-8-20 as submitted by Randall
Sign Erectors, Inc. , requesting approval of all plans required by Section
• 18.47 :of Ordinance #543, as amended by Ordinance #990, submitted in
connection with a proposal to erect a permanent wall sign on an existing
• building located within the Wonderland Shopping Center at the southwest
corner of Plymouth Road and Middlebelt Road in Section 35, subject to the
following' conditions:
(1) That the Sign Plan for Store #104, dated 9/12/77, prepared by the
Jenkins Sign Company, Inc. , which is hereby approved; shall be
adhered to.
(2) That the proposed sign shall be mounted on the east brick wall
elevation.
