LIVONIA TRAFFIC COMMISSION
The 721St Regular meeting of the Livonia Traffic Commission was held in the third-floor
conference room at City Hall on Thursday, May 12, 2016; it was called to order by Chairperson
Jim Policelli at 7:30 p.m.
PRESENT: Commissioners: Jim Policelli, Gordon Draper, John Katers, Gordon St John, Debra
Murphy, Kevin Priddy, Jim Keller; City of Livonia Police Sergeant Brian Leigh; and City of
Livonia Engineer Todd Zilincik.
VISITORS: Ray Krause, Dominick Gayk, Terry Trudell, Susan Rouse, Donna Burda, Rebekah
Farabaugh, John Raymond, Christine & Jeff Jacobson, Earl Copclord, and Robert Williams
regarding Franklin High School parking issue; Kim Piccirilli regarding a"No Outlet" sign on
Aspen drive; and Michael Moniyhan regarding "No Parking" signs on Arcola Street.
Agenda Item 1: The minutes of the April 14, 2016, meeting were reviewed.
Commissioner Draper offered an approval of the minutes as written from the April meeting and
with support from Commissioner Priddy, it was approved by majority vote that:
16-211 RESOLVED, the minutes of the April 14, 2016, are approved as written.
Agenda Item 2: Petitioner Kim Piccirilli and her husband requested a"No Outlet" sign on
Aspen Drive, section 9, due to the volume of traffic entering and exiting the subdivision. The
entire commission agreed the street is a true no outlet. Therefore, Commissioner Draper offered a
motion to erect a"No Outlet" sign(W-14-2) and with support from Commissioner Katers, it was
approved by majority vote that:
16-212 RESOLVED, a "No Outlet" sign (W-14-2) be placed on Aspen Drive just
south of 7 Mile Road.
Agenda Item 3: Several residents (see visitor listing) near Franklin High School, section 35,
expressed concern with student parking throughout their neighborhood. The concerns include
improper street parking, blocking driveways and fire hydrants, littering throughout the
neighborhood and generally not being good citizens displaying poor and rude manners, etc. This
condition has gotten out-of-hand due to the recent school construction improvement and off-
hours sports events. In less than a two week period, the police issued over 46 citation for
improper parking in this particular neighborhood. The residents want to have a good relationship
with the school and don't wish to cause problems with a long-term relationship in the future.
Families are not able to have guests or visitors park their vehicles and unless parking is
controlled and limited on the streets, city emergency response vehicles, trash trucks, etc.,will
have a difficult time or no access to many homes. The commission listened as many attendees
expressed their concern.
The following two motions were approved by unanimous vote:
MOTION 16-213 from Commissioner Katers, RESOLVED, to install "No Parking"
signs (R-8-3) on the south side of Grandon between Merriman and Sunset.
MOTION 16-214 from Commissioner Murphy,RESOLVED, to install "No
Parking" signs (R-8-3) going north on Sunset beginning at the dead end and going
north to Westfield.
Also, after completion of road repairs throughout the neighborhood in July/August, it may be
necessary to install additional"No Parking" signs prior to the start of school in September.
Agenda Item 4: Petitioner, Michael Moniyhan, noted that the "No Parking" signs on Arcola,
south of Plymouth and west of Inkster Road(section 36), are only placed for a few hundred feet
and prohibit homeowners from parking in front of their homes. Sgt. Leigh uncovered a TCO
from 1969 pertaining to a 24-hour restaurant along Plymouth Road where several of the delivery
trucks would park in the residential area, thus the need for the signage. The restaurant in question
has since ceased operations and the signs no longer seem warranted.
Therefore, a motion was made by Commissioner Draper to remove the "No Parking" signs on
Arcola just south of Plymouth Road, with approval of signed petition from nearby neighbors.
With support from Commissioner Murphy, it was approved by majority vote:
16-215 RESOLVED, to remove the "No Parking" signs on Arcola just south of
Plymouth Road,with approval of signed petition from nearby neighbors.
Roundtable Discussion
Todd mentioned that MDOT has temporarily placed"Do Not Block Intersection" signage along
Newburgh Road neighborhoods as a reminder to drivers to be courteous. Also, Wayne County
has adjusted intersection lights to try to alleviate excessive stacking of traffic.
An update on Franklin High School Traffic Concern, section 35, was shared. A light post and
light has been ordered and paid for and will be installed soon.
Meeting was adjourned at 9:00 p.m.
