li: MINUTES OF THE 317Th SPECIAL MEETING
HELD BY THE CITY PLANNING COMMISSION
OF THE CITY OF LIVONIA
110 On Tuesday, June 28, 1977, the City Planning Commission of the City of Livonia held
its 317th Special Meeting in the Engineering Building, 13325 Farmington Road, Livonia,
Michigan.
Mr. Daniel R. Andrew, Chairman , called the meeting to order at 8:55 p.m.
Members present: Daniel R. Andrew Suzanne Wisler Esther Friedrichs
Jerome Zimmer William DuBose Judith Scurto
Members absent: Herman Kluver *Joseph J. Falk Lee Morrow (vacation)
Messrs. John J. Nagy, Planning Director; H G Shane, Assistant Planning Director; and
Ralph H. Bakewell , Planner IV, were also present.
On a motion duly made by Mr. Zimmer and seconded by Mr. DuBose, it was
#6-126-77 RESOLVED that , pursuant to a Public Hearing having been held on June 7, 1977
on Petition 77-5-1-12 as submitted by Plymouth Investment Company to
rezone property located on the east side of Gill Road between Seven
and Eight Mile Roads in the Southeast 1/4 of Section 4, from RUFA to
R-2, the City Planning Commission does hereby recommend to the City
Council that Petition 77-5-1-12 be approved as amended by letter received
ILon June 28, 1977 from the petitioner and that the portion of the property
legally described as
Part of Parcel A: The North 300 feet of the following described
parcel of land: North 660 feet of the East 1/2 of West 1/2 of
Southeast 1/4 of Section 4 , Town 1 South, Range 9 East, City of
Livonia, Wayne County, Michigan.
Parcel B: Part of the Southeast 1/4 of Section 4, Town 1 South ,
Range 9 East, being more particularly described as beginning at
the center post of Section 4 and running thence South 89 degrees
54 minutes 20 seconds East along the East and West 1/4 line 646.0
feet; thence South 0 degrees 12 minutes 10 seconds East 422.65 feet;
thence North 89 degrees 50 minutes 05 seconds West 648.72 feet; thence
North 0 degrees 09 minutes 55 seconds East along the North and South
1/4 line 421 .84 feet to the point of beginning
be rezoned from RUFA to R-3; and that the portion of the property legally
described as
Part of Parcel A: The following described parcel of land excepting the
North 300 feet thereof: North 660 feet of the East 1/2 of West 1/2 of
Southeast 1/4 of Section 4, Town 1 South, Range 9 East, City of Livonia,
Wayne County, Michigan.
Parcel C: That part of the Southeast 1/4 of Section 4, Town 1 South,
Range 9 East, City of Livonia, Wayne County, Michigan, described as
beginning at a point on the North and South 1/4 line of said section
distant North 0 degrees 9 minutes 55 seconds East 1724.79 feet from

the South 1/4 corner of Section 4 and proceeding thence North 0 degrees
9 minutes 55 seconds East along said line 166.81 feet; thence South 89
degrees 50 minutes 05 seconds East 650.87 feet; thence South 0 degrees

50 minutes 05 seconds West .651.94 feet to the point of beginning.
Parcel D: That part of the Southeast 1/4 of Section 4, Town 1 South,
i Range 9 East, City of Livonia, Wayne County, Michigan described as
beginning at a point on the North and South 1/4 line of said section
distant North 0 degrees 9 minutes 55 seconds East 1487.98 feet from
the South 1/4 corner of Section 4 and proceeding thence North 0 degrees
9 minutes 55 seconds East along said line 236.81 feet thence South 89
degrees 50 minutes 05 seconds East 651.94 feet thence South 0 degrees
12 minutes 10 seconds East 236.81 feet thence North 89 degrees 50
minutes 05 seconds West 653.46 feet to the point of beginning.
be rezoned from RUFA to R-2, for the following reasons:
' (1) It is consistent with recently established residential zoning
classifications within the adjoining area.
(2) It will provide for land uses and housing densities consistent with
recently approved housing plans for the adjoining area.
(3) The proposed change of zoning is in conformance with the adopted
future land use plan.
FURTHER RESOLVED that, notice of the above Public Hearing was published
in the official newspaper, the Livonia Observer, under date of May 23,
1977 and a notice of such hearing was sent to the Detroit Edison Company,
1[0 Chesapeake & Ohio Railway Company, Michigan Bell Telephone Company,
Consumers Power Company and City Departments as listed in the Proof of
Service.
A roll call vote on the foregoing resolution resulted in the following:
AYES: DuBose, Zimmer, Friedrichs, Andrew
NAYS: Scurto, Wisler,
ABSENT: Kluver, Falk, Morrow
Mr. Andrew, Chairman, declared the motion is carried and the foregoing resolution
adopted. .
On a motion duly made by Mr. Zimmer, seconded by Mrs. Scurto and unanimously adopted,
it was
#6-127-77 RESOLVED that, the City Planning Commission pursuant to Council Resolution
#16-77, and Section 23.01(a) of Ordinance #543, the Zoning Ordinance of
• the City of Livonia, does hereby establish and order that a public hearing
be held to determine whether or not to rezone property bounded by Seven
Mile Road, Pembroke Avenue, Merriman. Road and Merriman Court in Section 2,
from RUF to R-3.
AND THAT, notice of such hearing shall be given as provided in Section 23.06
of Ordinance #543, the Zoning Ordinance of the City of Livonia, as amended.
Mr. Andrew, Chairman, declared the motion is carried and the foregoing resolution adoptee
On a motion duly made by Mrs. Scurto, seconded by Mrs. Wisler, it was

held by the City Planning Commission on'May 17, 1977 are approved.
Mr. Andrew, Chairman, declared the motion is carried and the foregoing resolution adopt.F

held by the City Planning Commission on June 7, 1977 are approved.
Mr. Andrew, Chairman, declared the motion is carried and the foregoing resolution adopted.
On a motion duly made by Mrs. Wisler, seconded by Mrs. Friedrichs and unanimously adopted,
it was
#6-130-77 RESOLVED that, the minutes of the 316th Special Meeting held by the Planning
Commission on June 14, 1977 are approved. '
Mr. Andrew, Chairman, declared the motion is carried and the foregoing resolution adopted.
On a motion duly made by Mrs . Scurto, seconded by Mr. DuBose and unanimously adopted,
it was
#6-131-77 RESOLVED that, pursuant to a letter dated 6/17/77 requesting an extension
of time in connection with Condition No. 5 with regard to the approval
of Petition 77-2-8-3 by Rick-Mar Corporation requesting approval of all
plans required by Section 18.47 of Ordinance #543, as amended by Ordinance
#990, submitted in connection with a proposal to remodel the exterior of
an existing building located on the east side of Farmington Road, north
of Seven Mile Road in. Section 3, the City Planning Commission does hereby
1!: grant an extension until November 15, 1977 with regard to landscape instal-
lation on the subject site subject to adherence to Landscape Plan dated
2/14/77., signed by the petitioner and previously approved by the City Plan-
ning Commission on February 22, 1977, and subject to all other conditions
as set forth in Resolution #2-42-77, adopted on February 22, 1977; and
further, that any changes or alterations thereto shall be first approved
by the City Planning Commission.
Mr. Andrew, Chairman, declared the motion is carried and the foregoing resolution adopted.
*Mr. Falk entered the meeting at 9:20 p.m.
On a motion duly made by Mr. DuBose, seconded by Mrs. Scurto and unanimously adopted,
it was
#6-132-77 RESOLVED that, the City Planning Departmental Budget for Fiscal Year 1977-
1978 is approved.
Mr. Andrew, Chairman, declared the motion is carried and the foregoing resolution adopted.
On a motion duly made, seconded and unanimously adopted, the 317th Special Meeting
held by the City Planning Commission on June 28,1977 was adjourned
at 9:30 p.m.
