HomeMy WebLinkAboutPLANNING MINUTES 1976-08-31 , o MINUTES OF THE 312th SPECIAL MEETING HELD BY THE CITY PLANNING COMMISSION Ii10 OF THE CITY OF LIVONIA On Tuesday, August 31 , 1976, the City Planning Commission of the City of Livonia, held its 312th Special Meeting in the Engineering Building located at 13325 Farmington Road, Livonia, Michigan. Mr. Daniel R. Andrew, Chairman, called the meeting to order at 9:55 p.m. Members present: Daniel R. Andrew Joseph J. Falk Jerome W. Zimmer Herman Kluver Judith Scurto William DuBose William P. Scruggs Esther Friedrichs Members absent: Suzanne T. Wisler Messrs. John J. Nagy, Planning Director; H G Shane, Assistant Planning Director; and Ralph H. Bakewell , Planner IV, were also present. On a motion duly made by Mr. Zimmer, seconded by Mr. Scruggs and unanimously adopted, it was #8-163-76 RESOLVED that, pursuant to Section 18.58 of Ordinance #543, the Zoning Ordinance of the City of Livonia, as amended by Ordinance #988, the City Planning Commission does hereby approve Petition 76-8-8-16P by Richard J. Pastor requesting approval of all plans required by Section 18.58 submitted in connection with a proposal to construct office buildings on the northwest corner of Schoolcraft Road and Hubbard in th,e Southwest 1/4 of Section 22, subject to the following conditions: (I) that Site Plan #7602, Sheet L-1 , dated 8/27/76, which is hereby approved, shall be adhered to with the added condition . that a protective wall as required by Ordinance be shown along the north property line; (2) that exterior building elevations as shown on Plan #7602, Sheet A-4, which are hereby approved, shall be adhered to; (3) that all landscape materials as shown on the approved Site Plan shall be installed on the site before issuance of a Certificate of Occupancy; (4) that all landscape materials installed on the site shall be permanently maintained in a healthy condition; and (5) that the Site Plan shall be revised so as to show the proposed dumpster being completely enclosed by a wood stained fence. Mr. Andrew, Chairman, declared the motion is carried and the foregoing resolution adopted. a motion duly made by Mrs. Scurto, seconded by Mr. Kluver and unanimously adopted, Ion it was #8-164-76 RESOLVED that, pursuant to a Public Hearing having been held on August 10, 1976 on Petition 76-6-3-4 as submitted by the City S Planning Commission requesting the vacating of a public alley located on the north side of Seven Mile Road between Rensellor and Inkster in the Southeast 1/4 of Section 1 , the City Planning Commission does hereby recommend to the City Council that Petition 76-6-3-4 be approved subject to the retention of a full-width easement for public utilities, for the following reasons: (1) There is no need to develop the alley in this location as all the abutting lands to the north and south are fully developed and do not rely on the alley for access or service purposes. (2) The Engineering Division of the City of Livonia recommends the vacating subject to retention of a full-width easement. (3) The Operations Division of the Department of Public Works recom- mends the vacating of the alley. (4) It is in the best interest of the City of Livonia and the area residents where there is no need for alleys to vacate the area as the land is then placed back on the tax rolls and responsibility for maintenance rests with the landowners to which the land attaches. FURTHER RESOLVED that, notice of the above Public Hearing was published in the official newspaper, the Livonia Observer/Eccentric, under date of July 22, 1976 and a notice of such hearing was sent to the Detroit IL Edison Company, Chesapeake & Ohio Railway Company, Michigan Bell Telephone Company, Consumers Power Company and City Departments as listed in the Proof of Service. Mr. Andrew, Chairman, declared the motion is carried and the foregoing resolution adopted.
