HELD BY THE CITY PLANNING COMMISSION
OF THE CITY OF LIVONIA
` :4 On Tuesday, November 25, 1975 the City Planning Commission of the City of Livonia held
its 307th Special Meeting in the Engineering Building, 13325 Farmington Road, Livonia,
Michigan.
Mr. Daniel R. Andrew, Chairman, called the meeting to order at 10:45 p.m.
Members present: Daniel R. Andrew William Scruggs Esther Friedrichs
Suzanne Wisler Judith Scurto *Francis M. Hand
Members absent: Herman H. Kluver Joseph J. Falk Charles Pinto
Messrs. John J. Nagy, Planning Director; Ralph H. Bakewell, Planner IV; and H. G. Shane,
Planner IV, were also present.
On a motion duly made by Mr. Scruggs, seconded by Mrs. Wisler and unanimously adopted,
it was
#11-277-75 RESOLVED that, pursuant to a Public Hearing having been held on
November 18, 1975 on Petition 75-10-2-30 as submitted by
William V. Abney requesting waiver use approval to fill a portion
of the flood plain located on the east side of Middlebelt Road
between Terrence and Grove in Section 13, the City Planning Com-
mission does hereby recommend to the City Council that Petition
1!: 75-10-2-30 be approved subject to the following conditions:
(1) that permanent soil erosion control measures in the defined
area shall be implemented within 15 days after final grading
has been completed below the intermediate regional flood line.
Stabilization of disturbed areas shall be completed with
Penngrift-Crown ,Vetch (as noted on the plans) or with sodding
pegged in place;
(2) that the petitioner shall obtain all necessary permits required
under the provisions of State Act 245, as amended, and Act 346
of 1972. (Attached is a letter from the Department of Natural
Resources, dated September 24, 1975, relative to these acts); and
(3) that general land changes connected with the site, along with
related flood plain areas, shall be completed in accordance with
Act 347 of 1972 (Soil Erosion and Sedimentation Control). A
permit application shall be obtained from the Division of Engineer-
ing which shall provide for necessary bonds and permit fees connected
with this work,
for the following reasons:
(1) It complies with Section 28.04, Flood Plain District Regulations,
of Ordinance #543, the Zoning Ordinance of the City of Livonia.
(2) The Engineering Division in a letter dated November 5, 1975 recom-
mends approval subject to adherence to certain conditions which
have been made conditions of this approval.

FURTHER RESOLVED that, notice of the above Public Hearing was sent
to property owners within 500 feet, petitioner and City Departments
as listed in the Proof of Service
Mr. Andrew, Chairman, declared the motion is carried and the foregoing resolution adopted.
*Mr. Hand entered the meeting at this time.
On a motion duly made by Mr. Hand, seconded by Mrs. Friedrichs and unanimously adopted,
it was
#11-278•-75 RESOLVED that, pursuant to a Public Hearing having been held on
November 18, 1975 on Petition 75-10-2-26 as submitted by Donald E.
Nanry requesting waiver use approval to operate a new and used car
display and service center within an existing building located on
the south side of Plymouth Road between Levan and Yale in the North-
east 1/4 of Section 32, the City Planning Commission does hereby
recommend to the City Council that Petition 75-10-2-26 be approved
subject to the following conditions:
(1) that Site Plan Job No. 7516, revised dates 10/10/75, 11/10/75
and 11/26/75, which is hereby approved, shall be adhered to;
(2) that Building Elevation Plan Job No. 7516, Sheet 2, revised
date 10/11/75, which is hereby approved, shall be adhered to;
(3) that Sign Detail Plan dated 11/10/75, which is hereby approved,
shall be adhered to;
(4) that all landscaping as shown on the approved Site Plan shall
be installed by June 1, 1976; and
(5) that all landscape materials installed on the site shall be
permanently maintained in a healthy condition,
for the following reasons:
(1) The proposal complies to all the general and specific require-
ments of Zoning Ordinance #5L3 as regards new and used car
sales facilities.
(2) The proposed use represents a commercial use which is compatible
to the existing uses of the surrounding area.
FURTHER RESOLVED that, notice of the above Public Hearing was sent
to property owners within 500 feet, petitioner and City Departments
as listed in the Proof of Service.

held by the City Planning Commission on November 25, 1975, was
adjourned at 11:00 p.m.
