MINUTES OF THE 301st SPECIAL MEETING
HELD BY THE CITY PLANNING COMMISSION
OF THE CITY OF LIVONIA
On Tuesday, March 19, 1974 the City Planning Commission of the City of Livonia held
its 301st Special Meeting in the Engineering Building, 13325 Farmington Road, Livonia,
Michigan.
Mr. Daniel R. Andrew, Chairman, called the Meeting to order at 9:20 p.m.
Members present: Daniel R. Andrew Joseph J. Falk Francis M. Hand
Charles Pinto Suzanne Taylor Esther Friedrichs
Joseph F. Talbot *William P. Scruggs
Members absent: Herman H. Kluver
*Mr. Scruggs, being a newly appointed Commissioner, did not actively participate in
this meeting.
Messrs. John J. Nagy, Planning Director; Ralph H. Bakewell, Planner IV; H G Shane,
Planner IV, and James L. Bates, Planner III, were also present.
On a motion duly made by Mr. Pinto and seconded by Mrs. Friedrichs, it was
RESOLVED that, pursuant to a public hearing having been held on
March 5, 1974 on Petition 74-1-7-2 as submitted by the City Plan-
ning Commission to amend Part V of the Master Plan of the City of
Livonia, the Master School and Park Plan, so as to incorporate
property located north of Seven Mile Road, west of Farmington Road
in the Southeast 1/4 of Section 4, the City Planning Commission
does hereby determine to table this matter for further study.
A roll call vote on the foregoing resolution resulted in the following:
AYES: Pinto, Friedrichs, Andrew
NAYS: Hand, Talbot, Taylor, Falk
ABSENT: Kluver
Mr. Andrew, Chairman, declared the resolution fails for lack of support.
On a motion duly made by Mr. Hand, seconded by Mrs. Taylor, it was
#3-62-74 RESOLVED that, pursuant to the provisions of Act 285 of the Public
Acts of Michigan 1931, as amended, the City Planning Commission of
the City of Livonia, having duly held a public hearing on March 5,
1974 for the purpose of,amending Part V of the Master Plan of the
City of Livonia, entitled "The Master School and Park Plan", the
same is hereby amended so as to incorporate property located north
of Seven Mile Road, west of Farmington Road in the Southeast 1/4
of Section 4, such property being legally described as follows:
"That part of the S. E. 1/4 of Section 4, T. 1 S. , R. 9 E.,
City of Livonia, Wayne County, Michigan, described as begin-
ning at a point distant S. 89° 57' 10" W, 1176.20 ft. and

N. 00° 00' 50" W. 310 ft. from the S. E. corner of said Section 4
and proceeding thence N. 00° 00' 50" W, 290 ft.; thence S. 89° 57' '
10" W, 505 ft.; thence S. 00° 00' 50" E, 310 ft.; thence N. 89° 57'

40,1 10" E, 355.45 ft.; thence N. 00° 05' 45" E, 20 ft.; thence N. 89°
57' 10" E, 149.51 ft. to the point of beginning. (3.525 acres)
The W. 160.0 ft. of the E. 355.0 ft. of the S. 290.0 ft. of the E.
1/2 of the W. 1/2 of the S. E. 1/4 of Section 4, containing 1.07
acres."
AND, having given proper notice of such hearing as required by Act 285
of the Public Acts of Michigan 1931, as amended, the City Planning
Commission does hereby adopt said amendment as part of the Master
School and Park Plan of the City of Livonia which is incorporated
herein by reference, the same having been adopted by resolution of
the City Planning Commission with all amendments thereto, and further
that this amendment shall be filed with the City Council, City Clerk
and the City Planning Commission and a certified copy shall also be
forwarded to the Register of Deeds for the County of Wayne for record-
ing.
A roll call vote on the foregoing resolution resulted in the following:
AYES: Hand, Talbot, Friedrichs, Taylor, Falk, Andrew
NAYS: None
ABSTAIN: Pinto
ABSENT: Kluver
ILMr.optedAndrew, Chairman, declared the motion is carried and the foregoing resolution
ad .
On a motion duly made by Mr. Talbot, seconded by Mrs. Taylor and unanimously adopted,
it was
#3-63-74 WHEREAS, David F. Merrion has diligently served on the City
Planning Commission for two and one-half years as a member and
has unselfishly given of his time and talents to help Livonia
formulate development policies and guide its growth and develop-
ment in an orderly manner; and
WHEREAS, in the course of such service, he has exerted leadership
and set an example by his extreme dedication to the formulation
of a sound planning program; and
WHEREAS, he has withstood public pressure to make unbiased
judgments for the betterment of the entire City; and
WHEREAS, his willingness to participate and give freely of his
time for all worthwhile causes relating to the improvement of
our City is an example for all public officials and public servants,
NOW, THEREFORE, BE IT RESOLVED that the City of Livonia Planning
Commission and Planning Director take this means to express their
sincere appreciation and heartfelt thanks to David F. Merrion for
a job well done.
ILMr. Andrew, Chairman, declared the motion is carried and the foregoing resolution
adopted.

On a motion duly made by Mr. Hand, seconded by Mrs. Taylor and unanimously adopted,
it was
100 #3-64-74 RESOLVED that, pursuant to Section 18.58 of Ordinance #543, the
Zoning Ordinance of the City of Livonia, as amended by Ordinance
#988, the City Planning Commission does hereby recommend to the
City Council that Petition 74-3-8-11P by N. Hatjiannau requesting
approval of all plans required by Section 18.58 submitted in con-
nection with a proposal to construct an addition to the existing
Redwood Lounge located on the south side of Plymouth Road between
Inkster Road and Harrison in the Northeast 1/4 of Section 36, be
denied for the following reasons:
(1) The proposed Site Plan does not provide for the removal of
parking spaces located within the right-of-way of Plymouth
Road as designated on the Master Thoroughfare Plan of the
City of Livonia.
(2) The proposed Site Plan does not provide for landscape treatment
of the site as required by Section 2.10(19) of Zoning Ordinance
#543, as amended, and as guided by the Beautification Plan as
prepared by the City Planning Commission.
(3) The proposed Site Plan does not provide for the protective
wall as required by Section 11.06 of the Zoning Ordinance
along the south property line adjacent to existing resi-
dential property.
(4) The proposed Site Plan does not comply with the following
general standards as set forth in Section 19.06 of Zoning
Ordinance #543, as amended:
a) The proposed Site Plan must be of such character that
it will be in harmony with the appropriate and orderly
development of the surrounding properties.
b) The proposed use must be in accord with the spirit and
purpose of Zoning Ordinance #543, as amended, and not
• be inconsistent with or contrary to the objectives
sought to be accomplished by this Ordinance and principals
of sound planning.
Mr. Andrew, Chairman, declared the motion is carried and the foregoing resolution
adopted.
On a motion duly made by Mr. Hand and seconded by Mrs. Friedrichs, it was
RESOLVED that, the City Planning Commission does hereby
determine to reconsider its action taken in Resolution
#3-62-74, adopted March 19, 1974, wherein it was resolved
to amend Part V of the Master Plan of the City of Livonia,
the Master School and Park Plan, by incorporating thereon
property located north of Seven Mile Road, west of

Farmington Road in the Southeast 1/4 of Section 4, such
property being the subject of Petition 74-1-7-2.

adjourned its 301st Special Meeting held on Tuesday, March 19,
1974, at 11:20 p.m.
