MINUTES OF THE 182nd REGULAR MEEtiTING
AND PUBLIC HEARING OF THE CITY PLANNING
COMMISSION OF THE CITY OF LIVONIA
On Tuesday, November 15, 1966, the City Planning Commission of
the City of Livonia held the 182nd Regular Meeting and a public'
hearing at the Livonia City Hall, 33001 Five Mile Road, Livonia,
Michigan. Mr. Charles W. Walker, Chairman, called the public hearing
to order at 8:30 p.m. with approximately 25 persons in the audience.

Messrs. John Nagy, assistant Planning Director; David Perry,
Assistant City Attorney; and Mr. John Dufour, Superintendent of
Parks and Recreation Department were also present.
Mr. Walker announced that the first item on the agenda is
Petition 66-9-7-10a by the City Planning Commission
requesting to repeal the present existing Master
School and Park Plan, Part V of the Master Plan
of the City of Livonia, together with all amendments,
and adopt a new Master School and Park Plan, Part V of
the Master Plan of the City of Livonia by further expand-
ing Petition 66-9-7-10 to include parcels in Sections
4,5,6 and 9.
Mr. Walker asked Mr. Nagy to explain what the presentation at this
meeting would be to the audience.
Mr. Nagy advised the audience that this is a public hearing for a
portion of the Master School and Park Plan, representing the balance
of the City (Sections 4, 5, 6 and 9) which was not included in the
original proposed school and park plan which had its public hearing
October 11, 1966.
Mr. Nagy went on to describe the proposed parksite in Section 4 as a
major athletic field of approximately 80 acres. The proposed parksite
will extend into Section 5.
Mr. Dufour explained the type of facilitiesbb be installed in this
park area.

Mrs. Lorraine Sigg, 32404 W. Seven Mile Road asked if the north
dividing line on the map being shown is the extension of Pembroke
if opened.
Mr. Nagy answered, yes.
Mrs. Sigg asket if there were any plans as to how they would get into
the field.
Mr. Nagy stated there would be access from Seven Mile Road.
Mr. Nagy then explained the proposed parksite in SECTION 5, which
is an extension of that proposed in Section 4 and Mr. Dufour
explained the type of facilities to be installed and advised the
audience that the golf course is under construction.
Mr. Wrightman asked how many acres were involved in the extension of
the parksite in Section 4.
Mr. Nagy stated 20 acres in Section 5, and 80 in Section 4.
Mr. Nagy explained the proposed and existing park and school
sites in SECTION 6, which totalled approximately 100 acres.
ILMr. Dufour stated that with reference to the Kenney Property it was
the hope of his department to make this a small Camp Livonia, so to
speak, with swimming facilities (lake), picnic areas, etc. He
further pointed out the proposed park site in this section to be used as
a historical farm, strictly for domestic animals for children to see
may possibly in the future partly be used for parking area for the
city-owned golf course.
Mr. Ponder, representing Mr. Kenney, stated that heatd Mr. Kenney
had met with the City Council, regarding the acquisition of his
property by the City. A vote was taken which resulted in 4 to 3
in its favor; which will no doubt be vetoed by the Mayor; and if
Council then turns down the purchase, that will end this deal.
He further stated that he asked where the federal money was coming
from, that if the grant has not come through it does not appear
that the Council will purchase the property in the very near future
and several Councilmen have expressed this view. He stated that this
property had been #1 on the priority list and understands itis now
near the bottom of the list. He wished to advise the Commission that
if this property is not purchased they have other plans for the use
of the property and wanted to go on record that they may be coming
back with some plans of their own if the City fails to acquire the
land.

Mr. Walker asked Mr. Ponder if he could give an idea as to what
the plans would be.
Mr. Ponder stated that the front portion of the parcel would be
ideal for an apartment project and the balance they thought might
be for light industrial, adding that this is just general thinking.
Mr, Lee Landis, 18311 Norwich Road asked if the school board had
stated that the school site between 15 and 18 acres is sufficient
for school site and possible park use.
Mr. Nagy stated,yes, that Mr. Alford, with the Lionia School
System, stated that this size was desirable to service this
particular area.
Mr. Nagy reviewed SECTION 9 of the proposed School and Park Plan.
Mr. Dufour stated that the 13 acres north of Curtis Avenue which
they would like to purchase has natural timber and is perfect for
a nature science area, with lab, etc,
Mr. Walker stated that this matter would be taken under advisement.

Mr. Walker, Chairman, stated that the next item on the agenda is
Petition 66-7-1-21 by Gordon-Begin requesting to rezone
property located east of Middlebelt Road and south of
Meadowlark Street in Section 24 from R-1-A to R-7 for
multiple dwellings
Mr. Ponder stated that he represented the Gordon-Begin Company who
are the owners of the property in question and explained the zoning
of the surrounding property. He stated that the parcel in question
consists of approximately 162 acres and proposedto construct
160 apartment units thereon.
Mr. Ponder presented a site plan of the proposed development,
showing ingress and egress only on Middlebelt Road; further stated that
because of the homes on the south side of Meadowlark, they proposed to
build a subdivision south of these existing homes and persons purchasing
these would know that multiple dwellings would abut their property.
Be pointed to the proposed community house to be built at the north-
east end which will have a hockey rink instead of a pool as originally
planned inasmuch as the residents in the area already have a sub-
division pool.
Mr. Ponder stated that there would be 10 units per acre and it would
be an extension of the R-7 zoning to the south.

MMrs. Singer asked if Gordon-Begin planned to build apartments on
the balance of the land designated for same. Mr. Ponder advised
her that the other parcel zoned R-7 is owned by the Wilson family.
Mor. Tent asked what would the total value of the development be and
what type of units.
Mr. Ponder stated that there would be 155 to 180 units; approximately
112 ene-bedroom units and 56 two-bedroom units.
Mr. Tent again expressed concern regarding the architecture of the
apartments, citing as an example the apartments constructed on Five
Mile Road quite contrary to iahat was promised the City.
Mrs. Singer asked if Mr. Ponder knew of comparable apartments which
the Commission could look at for comparison to the proposed construction°
Mr. Ponder stated that Madison Heights would be similar, he stated he
was not sure of the location but believed it to be around 12 Mile Road
but would advise the Commission of the address.
Mr. Wrightman asked what is the square footage.
It Mr. Ponder stated 1,000 and 800 square feet.
Mr. Wrightman asked if he would build homes similar to those in the
vicinity.
Mr. Ponder answered, yes; that they would continue the neighborhood
with the same quality homes.
Mr. Wrightman asked if the "community house" would be for the tenants
as well as all surrounding residents.
Mr. Ponder stated that this was a gesture on the part of the builder
for the residents. He pointed out that there was a pool in the
apartment program for the tenants.
Mr. Wrightman asked who will maintain the community house.
Mr. Ponder stated he would turn it over to the residents to handle
if they want it or otherwise Gordon & Begin will do this.
Mr. Walker asked how deep the street in the development goes.
Mr. Ponder answered roughly 1300 feet.
Mr. Walker stated that there are no communications from the Fire and
ILPolice Departments relative to this project.

Mr. Ponder stated that they would get this information,

Mrs. Singer asked if this property sounds like a reasonable amount
of property for the number of units planned.
Mr. Nagy stated he would want more time to study the over-all
plan; he questioned the length of the road and the ratio of square
footage area of the units and the land itself.
Mr. Tent asked if the plan is accepted would they give deed
restrictions that he would develop the project to a certain calibre
as specified or the land would be rezoned back to its present
zoning.
Mr. Ponder stated that Gordon & Begin own the motel, etc. in Livonia
and are in the City to stay.
Mr. Harrison Mercer, representing the Compton Village Civic
Association, stated that this is the fourth attempt the owners
of the property in question have brought forth petitions to rezone
property in the immediate area. He reviewed the history of past
petitions and the results of same.
Mr. Mercer stated that the petitioners had met with the civic
association a few weeks prior to this meeting, at which time the same
presentation was made to them as had been made by petitioner at the
present meeting. He further stated that the residents surrounding
the area do not support any rezoning of this type, or any type
other than residential. He cannot understand why this land, as
previously promised, cannot be developed as homes as against
apartments.
Gordon and Begin, Mr. Mercer continued, claim there is a greater
emphasis placed on multiple dwellings rather than single family
dwellings and would be more desirable for the location than single
family dwellings. Mr. Mercer feels that the owner has not made a
clear statement, hag not come in with specifications, and; regardless
of what is promised,they cannot support any such petition.
Mr. Mercer stated that years ago he suggested a meeting be held with
all City Departments and all concerned but never received a letter from
the owners or anyone else and the civic association felt that no one
was interested in discussing possible uses of this land other than
residential that would be agreeable to all.
Mr. Gerald J. Bergadine, 14171 Lyons, representing the Buckingham
Village Civic Association, stated that his assocation has unanimously
objected to this petition for R-7 zoning and wanted to go on record
to support the objections of the Compton Village Civic Association.
Mrs. Singer asked if there was anything other than homes that
Mr. Mercer felt his association would be interested in seeing on
this property.

Mr, Mercer repeated his suggestion of a &w years ago that the
Commission, Council, other City officials involved, the owners,
and any other interested persons meet to exchange ideas, he feels
that the Commissioners are the experts in this field and they
are willing to listen to whatever plan they might suggest with
an open mind; that this is what they have wanted all along. He
stated that they know this land has to be developed but they
want something ageeeable to the residents; something to be proud
of - not just anything.
Mayor Moelke joined the meeting at 9:25 p.m.
Mrs. Mercer asked if the civic association had any ideas at the
moment.
Mr. Mercer said not at the present moment,
Mr. Walker stated that in behalf of the Commission, he would like to
have a land use study made of the entire arta and a meeting held to
discuss this matter,
Mr. Lee Romano, 29323 Meadowlark, objected to this petition. He
stated it is not good business to accept this petition based on what
they say they will do, adding that once the petition is approved they
ILcan put in apartments up to their back yards.
Mr. Walker stated that the zoning would allow them to use the
property but that they would have to come before the Commission
again for approval of their site plan.
Mr. Romano stated again that if this petition is accepted there
will be nothing to say that the owners will put in houses, as
promised.
He added that this should be done with a master plan - not piece meal;
it should be something that they cannot get out of later on. He was
told by the F.H.A. that if approved this type of development would
depreciate the value of adjacent property,
Mr. Tent advised that they are aware of what has happened here in the
past; he stated he had asked petitioner if he would put in a deed '
restriction that certain high calibre apartments would be constructed,
approved by the Commission and he had agreed to this.
Mr. Pollock stated that Mr. Romano had a point about building homes
in R-7 zoned property, adding that the portion on the site plan
showing homes should remain R-l.
Mr. Ponder stated that he was fairly certain the description on the
l petition excludes the portion of land set aside for houses.

Mr. Jerry Krupilski, 14104 Alexander, stated that he could not under-
stand how the city could stand an additional 40 acres of apartments.
Mr. Mercer stated that the property along the rear of Alexander
should also be developed into homes, since that as well as Meadowlark
abuts residences,
Mr. Ponder stated that this was intended to be a green area according
to theirplans.
Mr. Mercer referred to the community house and statements regarding
deed restrictions; he felt these restrictions should state just what
would be done with this area of the development, whether the residents
would use it - or own it outright, and the details should be worked
out as to maintenance of same.
Mr. Walker stated he believed the question had been asked if owner
would put money in escrow for maintenance of the property.
Mr. Mercer stated that the owner said they would maintain same in
business fashion as to make it a good business investment.
At this point, Mayor Moelke spoke to the Commission and the audience.
He stated that he wished to express his opinion publicly on this petition.
He is opposed in principle to any furtherrezoning of one-family dwelling
property to multiple-dwellings, adding that it is economically unsound.
Mayor Moelke stated that, as the spokesman for the civic association
had mentioned, if the petition is ultimately granted there would be 40
acres of apartments; this is a substantial development; he reminded
the Commission that this is one of the finest areas in the city and
building of apartments in this area would cause abutting property to
lose value. He stated that rezoning of the property to R-7 would increase
the value of the petitioners' property at least 300% and that is the only
motivation behind this petition, not an attempt to make Livonia more
beautiful or to better serve Livonia; the owners are only interested in
making more money from this property, He felt that this is not valid
consideration for the Planning Commission or any other city official
to approve this petition and therefore urged the Planning Commission
to reject this petition. He further pointed out that the Gordon-Begin
firm is the firm of builders with whom the City has had most complaints,
and the principal of the firm stated that they were moving out of the
City because it is too tough. He concluded, stating that the residents
in the area had a right to expect this property to remain R-1.
Mr. Hull arrived at the meeting at approximately 9:35 p.m.
On motion duly made by Mr. Tent, seconded by Mr. Wrightman, the follow-
ing resolution was unanimously adopted:

hereby adjourn the public hearing held on Tuesday,
November 15, 1966 at approximately 9:45 p.m,
Mr. Walker, Chairman, called the 182nd Regular Meeting to order at
approximately 10:15 p.m., with approximately 15 persons in the audience.
Mr. Walker advised that the first item on the agenda was petition
66-9-7-10a by the City Planning Commission requesting
to repeal the present existing Master School and Park
Plan, Part V of the Master Plan of the City of Livonia,
together with all amendments, and adopt a new Master
School and Park Plan, Part V of the Master Plan of the
City of Livonia by further expanding petition
66-9-7-10 to include parcels in Sections 4,5,6 and 9.
On motion by Mr, Wrightman, seconded by Mr. Ward, the following
resolution was unanimously adopted:
#11-172-66 RESOLVED, that pursuant to a public hearing hating been
held on November 1, 1966 on Petition 66-9-7-10and
+i November 15, 1966 on Petition 66-9-7-10a, as submitted
by the City Planning Commission on its own motion to
determine whether or 'not to repeal the existing Master
School and Park Plan, Part V of the Master Plan'of the
City of Livonia, and all the amendments thereto,
AND, having given proper notice of such hearing as'
required by Act 285 of the Public Acts of Michigan, 1931,.
as amended; the City Planning Commission does hereby
repeal the existing Master School and Park Plan, Part V
of the Master Plan of the City of Livonia, and all the
amendments thereto; and further, that this resolution
thall be filed with the City Council,. City Clerk and
the City Planning Commission; and a certified copy shall
also be forwarded to the Wayne County Register of
Deeds for recording.
Mr. Walker, Chairman, declared the motion carried and the resolution
adopted.
Mr, Hull asked Mr.. Nagy to designate the changes,. additions and deletions,
Mr, Nagy and Mr. Dufour explained to the Commission and audience,.
section by section, the new proposed Master School and Park Plan,.
Part V of the Master Plan of the City of Livonia, with all deletions

and additions, as well as all changes from that originally proposed
plan in Petition 66-9-7-10 (Public Hearing November 1, 1966) and
Petition 66-9-7-10a (Public Hearing November 15, 1966).
With regard to SectiOn 10 Mr. Nagy stated there were changes in the
boundary of the park, the original setback which was 200 feet south
of Seven Mile Road has been expanded to approximately 400 feet.
Mr. Wrightman questioned the shape of the parcels and the depth they
would be taking.
Mr. Nagy stated they would not disturb existing buildings.
Mr. Wrightman felt that 400 feet in depth was quite alot and asked if
that was necessary.
Mr. Walker asked if property owners have been contacted as to their desires
in the matter.
Mr. Hull stated, no; they have not.
Mr. Walker asked what the total acreage is.
Mr. Dufour stated 925 acres is the total acreage in the plan presented.
Mr. Mercer inquired about the land which is abort 8 or 9 rots east of
Harrison and south of Lyndon which the Board of Education was to purchase
to extend Adams School.
Mr. Dufour stated that that tier of lots was purchased by the Board of
Education.
Mr. Nagy stated that they had not received a notification of this as yet.
Mr. Hull advised it was his understanding that it was their intention
to do so.
Mr. Walker remarked that the original Master School and Park Plan that
the citizens ofLivonia hadapproved bad 1200 acres which have been reduced
to 923 acres in this plan.
Mr. Hull advised that this plan be adopted as it stands, that you can
always add to it in the future. He added that it is no good to add
300 acres now and take 50 acres off later. He further stated that this
is land which should be assigned relatively high priority for purchase.
He also stated that there have been changes since the park plan was
voted on; for one thing the cost of land has risen since the time of
bond issue and secondly the participation by the Federal Government has
been curtailed. He stated that he believes that the plan before the
commission now encumbers the 4.4 million dollar program.

He explained that the land use in the northwest sector of the City is
responsible for the decrease in acreage due to the relocation of
the freeway which reduced the need and requirement of park and school
sites in this area of the City. Most of the 300 acres lost in the park
plan was lost here.
Mayor Moelke stated he felt that the plan should be for the 1200
total acres. He stated that he spoke to Mr. Dufour who said they
were studying several other locations in the northwest and northeast
quarter sections of the City and they would prefer to have a tour
of these proposed locations before making recommendations to the
Commissions and could be added to the Master School and Park Plan
later to bring up the total acreage to 1200 acres.
Mr. Walker stated that if they approve 900 acres tonight, it should be
made clear to the people that this figure will be brought up to 1200
acres in the future.
Mr. Pollock stated that the Council's instructions were that areas
in densely populated sections of townbe found, specifically south
of Schoolcraft.
Mrs. Singer asked what the present population of Livonia is.
She was advised approximately 90,000.
She asked what the ultimate population would be and was told it
would be approximately 170,000.
Mrs. Singer asked what is the national recreational standard for
parks and was advised 10 acres per 1000 people.
Mr. Nagy stated that makes 1,700 acres required for the ultimate
anticipated population of Livonia.
After a general discussion, Mr. Hull stated that he is not opposed
to trying to increase the total acreage. That essentially this is
the same plan brought before the people with the exception of the
northwest 1/4 of the City; that the 300 acres could be picked up
elsewhere in the future.
Mayor Moelke stated that he is directing the Parks and Recreation
Commission to take another look into the southern portion of the city
and to come up with a minimum acreage of 300 acres and would appre-
ciate the Commission to direct its City Planner and Department to
cooperate with the Parks and Recreation Commission to amend the
Master School and Park Plan shown here ultimately to show 1200 acres.

Mr. Walker stated that a recommendation be made as shown
here to show that the future acreage will be 1200 acres.
Mr. Walker stated that to make a motion to approve the
plan as submitted leaves the Kenney property in the South 1/2 of
Section 2, which is under discussion, and wondered if it
should be left out and put in abeyance,
Mr. Ward proposed that the Kenney property be- left out of the
new plan.
Mrs. Singer asked if it is in order to include in the motion
that the difference in acreage is expected to be added in
the near future.
Mr. Walker stated that this cannot be included in the motion but
added that there should be a press release to the people of
Livonia to apprise them of the situati+n.
Mr. Hull stated that it was his understanding, then, that this
was a final interim step toward a final park plan which will
ultimately be 1200 acres; that study was to be made for an
additional 300 acres to be acquired, the study to be submitted
to the Commission and then to the public for review.
On motion by Mr. Ward, seconded by Mr. Wrightman, the following
resolution was unanimously adopted:
#11-173-66 RESOLVED that, pursuant to the provisions of Act 285
of the Public Acts of Michigan, 1931, as amended, the
City Planning Commission of the City of Livonia, having
duly held public hearings on November 1, 1966 and
November 15, 1966 (Petitions 66-9-7-10 and 66-9-7--10a
respectively), for the purpose of voiding the previously
existing Master School and Park Plan, Part V of the
Master Plan of the City of Livonia, and adopting a new
plan; and the prior Master School and Park Plan having
been repealed by resolution #11-172-66 adopted November
15, 1966, the newly proposed Master School and Park Plan
is hereby adopted as Part V of the Master Plan of the
City of Livonia, to indicate the locations of existing
and proposed school and park sites in the City of
Livonia described as follows:

FURTHER RESOLVED that, having given proper notice
of such hearing as required by Act 285 of the Public
Acts of Michigan, 1931, as amended, the City Planning
Commission does hereby adopt said Plan as Part V of
the Master Plan of the City of Livonia, which is incorporated
herein by reference, the same having been adopted by re-
solution of the City Planning Commission, with all amendments
thereto, and further that this amendment shall be filed
with the City Council, City Clerk and the City Planning
Commission, and a certified copy shall also be forwarded
to the Register of Deeds for the County of Wayne.
The Chairman declared the motion carried and the resolution adopted.
Mr. Walker announced that the next item on the agenda is Petition 66-7-1-21
by Gordon Begin requesting to rezone property located east
of Middlebelt Road and south of Meadowlark Street in
Section24 from R-1-A to R-7 for multiple dwellings.
Mr. Walker stated that this matter would be taken under advisement,
pending a study to be made of the entire area by the Planning Director.
Mr. Walker announced that the next item on the agenda is the request
dated November 8, 1966 from Richard D.Bleznak, President
of Arbor Development Company, for final approval of Arbor
Estates Subdivision No. 2 located in the S.W. 1/4 of Section 31.
On motion by Mr. Wrightman, seconded by Mr. Ward, the following resolution
was unanimously adopted:
#11-174-66 RESOLVED that, pursuant to a request dated November 8, 1966
from Richard D. Bleznak, President, Arbor Development Company,
the City Planning Commission does hereby approve the final
plat of Arbor Estates Subdivision No. 2 located in the South-
west 1/4 of Section 31, for the following reasons:
(1) it is consistent with the previously approved
preliminary plat;
(2) all the financial obligations of the City have
been met;

FURTHER RESOLVED, inasmuch as it appears on the records
that tenative approval of said proposed plat was given
by the City Planning Commissionon June 2, 1964; and it
further appearing that said proposed plat together with
plans and specifications for improvements therein have
been approved by the Department of Public Works, Engineering
Division, under date of December 20, 1965; and it further
appearing that financial assurances for the installation
of improvements in said subdivision as outlined in a letter
dated November 10, 1966 from Addison W. Bacon, City Clerk,

the office of the City Clerk; it would therefore appear

Mr. Walker announced that the next item on the agenda was a motion by
the City Planning Commission, pursuant to request dated
November 8, 1966 from the Industrial Coordinator, to
hold a public hearing to determine whether or not to amend
Ordinance No. 543, the Zoning Ordinance, by removing certain
Special Trade Contractor's uses from the M-1 District and
incorporating them as waiver uses in the M-2 District.
On motion by Mr. Tent, seconded by Mr. Wrightman, the following resolution
was unanimously adopted:
#11-175-66 RESOLVED that, pursuant to Section 23.01 of the Zoning
Ordinance of the City of Livonia, No. 543, as amended,
the City Planning Commission does hereby establish and order
that a public hearing be held to determine whether or not
to remove certain Special Trade Contractor's Uses from
the M-1 District and incorporate them as waiver uses in
the M-2 District;
FURTHER RESOLVED that a hearing be held and notice be
given as provided in Section 23.01 of the Zoning Ordinance,
Ordinance No, 543, of the City of Livonia and that there
shall be a report submitted and recommendation thereon to
the City Council.

City Planning Cmmmission to hold a public hearing to
determine whether or not to amend Ordinance No, 543, the
