HomeMy WebLinkAboutPLANNING MINUTES 1990-03-13 11043 MINUTES OF THE 597th REGULAR MEETING HELD BY THE CITY PLANNING COMMISSION ON March 13, 1990 On Tuesday, March 13, 1990, the City Planning Commission of the City of Livonia held its 597th Regular Meeting in the Livonia City Hall, 33000 Civic Center Drive, Livonia, Michigan. Mr. William LaPine, Chairman, called the meeting to order at 7:30 p.m. Members present: William LaPine Raymond W. Tent James C. McCann R. Lee Morrow Sue Sobolewski Jack Engebretson Herman Kluver Donald Vyhnalek Members absent: Brenda Lee Fandrei Messrs. John J. Nagy, Planning Director; H. Shane, Assistant Planning Director, and Ralph H. Bakewell, Planner IV, were also present. On a motion duly made by Mr. Kluver, seconded by Mr. Vyhnalek and unanimously approved, it was #3-310-90 RESOLVED that, Petition 90-1-1-2 by International Real Estate for Alan Mendelssohn, M.D. , requesting to rezone property located on the north side of Plymouth Road west of Newburgh Road in the Southeast 1/4 of Section 30, from RUF to R-7, be taken from the table. Mr. LaPine, Chairman, declared the motion is carried and the foregoing resolution `• adopted. On a motion duly made by Mr. Engebretson, seconded by Mr. Kluver and unanimously approved, it was #3-311-90 RESOLVED that, pursuant to a Public Hearing having been held on February 27, 1990 on Petition 90-1-1-2 by International Real Estate for Alan Mendelssohn, M.D. , requesting to rezone property located on the north side of Plymouth Road west of Newburgh Road in the Southeast 1/4 of Section 30, from RUF to R-7, the City Planning Commission does hereby recommend to the City Council that Petition 90-1-1-2 be denied for the following reasons: 1) That this area of the City is currently well served with the type of uses permitted by the proposed change of zoning. 2) That the proposed change of zoning will permit rental type multiple family units which is in conflict with the Planning Commission's policy of encouraging "for sale" type units such as are permitted by an RC zoning district. 3) That the proposed change of zoning will be detrimental to and not in harmony with the adjacent single family development in the area. 11044 FURTHER RESOLVED that, notice of the above hearing was given in accordance with the provisions of Section 23.05 of Zoning Ordinance #543, as amended. Mr. LaPine, Chairman, declared the motion is carried and the foregoing resolution adopted. On a motion duly made by Mr. Kluver, seconded by Mr. McCann and unanimously approved, it was #3-312-90 RESOLVED that, the City Planning Commission pursuant to Council Resolution #127-90, and pursuant to Section 23.01(a) of Ordinance #543, the Zoning Ordinance of the City of Livonia, as amended, does hereby establish and order that a public hearing be held to determine whether or not to rezone Lots 1 through 11 of Horton's Newburgh Subdivision and Lot 8b of Horton's Subdivision located west of Newburgh Road, north of Ann Arbor Trail, in the Northeast 1/4 of Section 31 from C-1, local commercial to R-1, single family residential; and FURTHER RESOLVED that, notice of such hearing be given as provided in Section 23.05 of Ordinance #543, the Zoning Ordinance of the City of Livonia, as amended, and that thereafter there shall be a report and recommendation submitted to the City Council. Mr. LaPine, Chairman, declared the motion is carried and the foregoing resolution adopted. On a motion duly made by Mr. McCann, seconded by Mr. Morrow and unanimously approved, it was fir• #3-313-90 RESOLVED that, the City Planning Commission, pursuant to Section 23.01(b) of Ordinance #543, the Zoning Ordinance of the City of Livonia, as amended, does hereby establish and order that a public hearing be held to determine whether or not to rezone Lots 547, 548, 549b2 and 549a,b1,c1 of Livonia Plat No. 9 located on the south side of Plymouth Road at the Hines Drive intersection in the Southeast 1/4 of Section 30 from C-2, general commercial, to P.S. , professional service; and FURTHER RESOLVED that, notice of such hearing be given as provided in Section 23.05 of Ordinance #543, the Zoning Ordinance of the City of Livonia, as amended, and that thereafter there shall be a report and recommendation submitted to the City Council. Mr. LaPine, Chairman, declared the motion is carried and the foregoing resolution adopted. On a motion duly made by Mr. McCann, seconded by Mr. Tent and unanimously approved, it was #3-314-90 RESOLVED that, the City Planning Commission does hereby approve Petition 90-1-8-1 by Kamp-DiComo Associates, P.C. requesting approval of all plans required by Section 18.58 of Zoning Ordinance #543 in connection with a proposal to construct a 12,000 square foot addition to an existing office building located on the northwest corner of 11045 Schoolcraft and Stark Road in the Southeast 1/4 of Section 21, for a two-story addition subject to the following conditions: 1) That the Site Plan shown on Sheet 1 for Cummings, McCory, Davis and Acho prepared by Kamp-DiComo Architects, P.C. dated February 1990 is hereby approved and shall be adhered to; '1111.► 2) That Building Elevations shown on Sheet 2 for Cummings, McCory, Davis and Acho prepared by Kamp-DiComo Architects, P.C. dated February 1990 is hereby approved and shall be adhered to; 3) That the Landscape Plan shown on Sheet A-1 dated March 1990 prepared by Kamp-DiComo Architects, P.C. is hereby approved and shall be installed on site prior to occupancy of the added space. Mr. LaPine, Chairman, declared the motion is carried and the foregoing resolution adopted. On a motion duly made by Mrs. Sobolewski, seconded by Mr. McCann and unanimously approved, it was #3-315-90 RESOLVED that, the City Planning Commission does hereby approve Revised Site Plan submitted in connection with Petition 89-8-8-27 by Frank DiMattia for approval of all plans required by Section 10.02 of Ordinance #543 in connection with a proposal to construct a new medical building on the north side of Joy Road between Hartel and Harrison in the Southwest 1/4 of Section 36, subject to the following conditions: 1) That Site Plan #7288 dated 2/21/90 prepared by Franco M. `�. DiMattia, Architect is hereby approved and shall be adhered to; 2) That Building Plan #7288 dated 2/21/90 prepared by Franco M. DiMattia is hereby approved and shall be adhered to; 3) That Landscape Plan #7288 dated 2/21/90 prepared by Franco M. DiMattia, Architect is hereby approved and shall be installed on site prior to building occupancy. Mr. LaPine, Chairman, declared the motion is carried and the foregoing resolution adopted.
