HomeMy WebLinkAboutPLANNING MINUTES 1965-01-28 4389 MINUTES OF PUBLIC HEARING CF THE CITY PLANNING COMMISSION OF THE CITY OF LIVONIA On Thursday, January 28, 1965, the City Planning Commission of the City of Livonia, held the Public Hearing at the Livonia City Hall, 33001 Five Mile Road, Livonia, Michigan. Mr. Charles W. Walker, Chairman, called the Public Hearing to order at approximately 8:10 p.m. with approximately ten interested persons present. Members present: Raymond W. Tent Harry Henry Wrightman Donald C. Pollock Donald Heusted Charles W. Walker James Cameron John J. Ward Members absent: Bob R.Whitehead In the absence of Mr. Whitehead, secretary, Mr. Ward presided as Secretary pro tem. Messrs. Don Hull, Planning Director; Harry C. Tatigian, First Assistant City Attorney; and Peter A. Ventura, Councilman, were present. Mr. Walker announced the only item on the agenda is the proposed zoning in Sections 1 through 12 as contained in the new comprehensive zoning map of and for the City of Livonia. Stated Commission will show zoning in each section as it is presently shown on the zoning map and then will place an overlay on the zoning map which will show changes in the new comprehensive zoning map. Section 1 Mr. Hull stated the house size designation has been changed from B (800 square feet) and A (1,000 square feet) to zones A, B and C as stated in Section 18.33 of the New Zoning Ordinance. In the districts where no home size designation is shown, a minimum size for a one story plan will be 1,000 square feet. This will be the minimum size with the adoption of the new ordinance. Mr. Tent questioned why in some cases the house size designation is dropped and in some cases it is shown. Mr. Hull stated that this is the recommendation of the City Council. Mr. Tent asked whether this would create any problems and will there be any control in a subdivision. Mr. Hull stated the only way this can be controlled is to police the deed restrictions. Stated a recommendation would have to be made to the City Council from this commission after public hearings. It is hoped that Council will incorporate and adopt some of the commission's suggestions. Mr. Walker stated the intent in removi. , the B Zone as shown in the present ordinance is to eliminate any more 800 square foot homes in Livonia. Section 2 Mr. Ward questioned the criteria for putting letter on. Should go one way or another. How is it determined when there should be a letter and when not. In some places letter is deleted and in some places it is not. i • 4390 Section 3 Mr. Hull explained that in a M-]L-L District it is a more controlled type of Light Industry. No one can go into area except by a use permit of the City Planning Commission. Must obtain specific Planning Commission approval before building is started. Mr. Tatigian stated that the Council has really up-graded standards in Zones A, B, and C as shown in the nevi ordinance. Mr. V. C. Reddy, 19938 Shadyside, stated that when residents were questioned some time ago, they wanted a minimum of 1,200 square foot minimum house size for a one story floor plan in Eight Mile-Seven Mile and Farmington-Merriman Roads area. Mr. Walker questioned how much of area is not presently built upon. Mr. Reddy stated it is about half and half. The half not built upon is scattered through- out area. There is no large area although he (Mr. Reddy) owns five acres. Mr. Pollock asked what Messrs. Reddy and Arthur Muir, 20200 Shadyside, opinion is regarding land butted up to industrial to the North of area in question. Mr. Muir stated people agreed that this is alright and that MIL would be better than C-2. The property owners even on the edge of MIL area agreed to this classification. Section 4 Mr. Ward asked why commission can't recommend now that all along Eight Mile Road it be classified as MIL. Section 5 Mr. Walker stated there is no designation on Glen Eden Memorial Park. This is a 91 acre tract and it would be desirable to have some kind of designation so that person looking at Map would know this is a cemet- Section 6 - no comment Section 7 - no comment Section 8 - Mr. Wrightman questioned AG District as shown. Mr. Pollock stated that this is land that vas originally for Northville Country Club and is still owned by then. There is a nine hole golf course in area. Section 9 - no comment Section 10- no comment Section 12.-- no comment 4391 Section 12 It was decided to study the southeast comer of Seven Mile and Middlebelt Roads in that the C-1 should be extended. Also the R-i near the Armenian Rest Home should be C-1 north ofR-7 area (this was C-2 and the three homes are or have been removed). Upon a motion duly made by Mr. Heusted, seconded by Mr. Wrightman and unanimously adopted, it was #1-17-65 RESOLVED that, the City Planning Commission does hereby adjourn the Public Hearing held on Thursday, January 28, 1965 at approximately 10:30 p.m. Mr. Walker declared the mi.tion is carried and the Public Hearing is adjourned.
