HomeMy WebLinkAboutPLANNING MINUTES 1959-11-24 2705 MINUTES OF THE PUBLIC HEARING OF THE CITY PLANNING COMMISSION OF THE CITY I OF LIVONIA On Tuesday, November 24, 1959 the City Planning Commission of the City of Livonia held a Public Hearing at the Livonia City Hall, 33001 Five Mile Road, Livonia, Michigan. Mr. H. Paul Harsha called the Public Hearing to order at approximately 8:30 p.m. Members present: H. Paul Harsha, Robert L. Greene, Charles Walker, Robert M. Peacock, R. L. Angevine Members absent : Dennis Anderson, William R. Robinson, Wilford Okerstrom, and Leonard K. Kane Mr. David McCullough, City Planner and Mr. Rodney C. Kropf, Assistant City Attorney were present along with approximately 20 interested persons. Mr. Walker was appointed Secretary pro tem in the absence of Mr. Leonard K. Kane. Mr. McCullough announced the first item on the agenda was Petition M-180 by Harper H. Cunningham requesting permission to install and operate a swimming vci on the Northeast corner of Harrison and Lyndon in the Northeast 1/4 of Section 24. Mr. Cunningham was present for the petitioners. Mr. Peacock asked if the entire area was to be fenced? Mr. Cunningham replied that the area which includes the pool and the bathhouse were to be fenced. Mr. Peacock asked if food would be dispensed? Mr. Cunningham replied possibly IE: from dispensing machines. Mr. Harsha asked how late at night would the pool operate? Mr. Cunningham replied no later than 9:00 P.M. Mr. Peacock asked if this was to be a private pool? Mr. Cunningham replied, Yes. Mr. Walker asked if they plan a greenbelt to protect adjoining residences? Mr. Cunningham replied in the affirmative although initially it will have to be a modest one since their finances are limited. Mr. Walker asked how close is the pool to the nearest residence? Mr. Cunningham answered 150 feet. Mr. Walker reiterated his feeling that adjacent residences should be protected by suitable planting. Mr. Greene asked what type of fence is planned? Mr. Cunningham replied a six foot cyclone fence topped with barbed wire. Mrs. I Rosansky, 6807 Longacre, Detroit asked if any street paving is contemplated? Mr. McCullough answered there was no paving contemplated. Mrs. Rosansky asked IL: how was the membership of the petitioning group chosen. 1 Mr. Cunningham answered that the club membership was limited to the first 300 persons within two subdivisions who subscribed and having advertised and accepted money on this premise, they felt obligated to keep the membership at this number. 2706 Mrs. Rosansky asked what type of building will be erected? Mr. Cunningham stated a concrete block building, the front wall of which is to be face brick. I/: Mr. Isuganali of 20022 Hall St., Detroit asked if taxes would go up if this is approved. Mr. Harsha advised that it would not affect valuation at all. Mr. Greene querried what the 304 x 354 area on the sketch was to be for. Mr. Cunningham stated an area for mothers to watch their children. Upon a motion duly made by Mr. Peacock, supported by Mr. Greene, it was #11-353-59 RESOLVED that, pursuant to a Public Hearing having been held on Tuesday, November 24, 1959 the City Planning Commission does hereby grant petition M-180 by Harper Cunningham requesting per- mission to install and operate a swimming club on the Northeast corner of Harrison and Lyndon in the Northeast 1/4 of Section 24, subject to the following conditions: (1) that a greenbelt be provided along the east side of the subject property and around the pool, (2) the erection of a six foot chain link fence with barbed wire on top, (3) that outside music shall be inaudible to the nearest property line, (4) that lights shall be reflected away from residences, FURTHER RESOLVED, notice of the above hearing was sent to property owners within 500 feet, petitioner and City Departments as listed in the Proof of Service. A roll call vote on the foregoing resolution resulted in the following: AYES: Peacock, Walker, Greene, Angevine and Harsha NAYS: None Mr. Harsha declared the motion is carried and the foregoing resolution is adopted. Upon a motion duly made by Mr. Angevine, supported by Mr. Greene, and unanimously adopted, it was #11-354-59 RESOLVED that, the City Planning Commission does hereby adjourn the Public Hearing at approximately 9:15 p.m. on Tuesday, November 24, 1959.
