OF THE CITY PLANNING COMMISSION
The Special Study Meeting of the City Planning Commission was held on Tuesday,
November 30, 19)4 at the City Hall, Livonia, Michigan.
The Special Study Meeting was called to order by Chairman Peter A. Ventura at
approximately 13:03 p.m. Mr. H. Paul Harsha presided as secretary in the absence
of Mr. Rufino Salinas.

Mr. Roger Courtney was present representing the Detroit Metropolitan'Area
Regional Planning Commission and stated that his job was to explain the
development of the Land Use Plan in Area is to the commission. Desire of
Regional Planning Commission is to have group review plan, make their correction
and return it to the Development Area Council.
Mr. Courtney stated that the Regional Planning Commission has a total of 46
members and a full time staff of 16. Stated the Regional Planning Commission
is an advisory body without the right to enforce what they propose. Do hope
to educate and discuss proposals and obtain reaction of commission. Hope to
come to some agreement that will be agreeable co all Bodies concerned. Tne
major phase of the Regional Planning Commission was to prepare a Land Use Plan.
Development Area is includes Redford Township, Livonia, Northville, Northville
Village, Plymouth and Plymoutn Township. North boundary - is Mile Road; South
boundary - Ann Arbor; West boundary - Napier; and East boundary - Telegrapn.
Mr. Courtney presented a Generalized Land Use map snowing wnat was existing
in 1952.
*Mr. Karle Steinhoff arrived at approximately 8:10 p.m.
Mr. Courtney presented a 1970 Preliminary Land Use map showing industrial-on
raiii ,industrial-extractive, urban residential, commercial, recreation, public
and semi-public, rural non-farm residential and agriculture.
Mr. Courtney explained some of the various studies made in preparing the 1970
Land Use Map - Non-Permeable and poorly drained soil map, areas presently
served with sewers, existing water distribution system. Stated that these
were prepared in 1952 and are available upon request.

Residential was allocated largely on what was existing and on the basis of soils.

The Wayne County Road Commission's plans were incorporated in Regional Plan.

Had a meeting with the Agricultural Extension Agency at which time some felt
that soil not good enough to hold its own against urban push.

The 1970 Land Use Plan is not intended to be detailed enough for local planning
but rather it can be used as a guide for the major industrial and residential
development.
Mr. Courtney stated that, when the Regional Planning Commission obtains all
reports they will prepare final Land Use Plan which they hope will conform to
all suggestions. After obtaining final approval of final Land Use Plan the
Regional Planning Commission can begin work on sewer, water and recreation
plans.
Mr. Ventura thanked Mr. Courtney for coming and explaining the aims of the
Regional Planning Commission.
Mr. Ventura read contract dated November 26, 1954. oetween himself and Mr. Albe
Munson agreeing to work being done in the amount ox $370. Did not agree to
Item C at this time as it is a repretation of Items A and B. Mr. Munson
suggested to nim that the entire base map be redrawn and that it would cost
approximately $1,700. Did not agree to this as it would be better to wait
until the commission had hired a consultant on a permanent basis.
Mr. Harsha stated that Mr. Malcolm F. Waring had shown on a map in pencil the

sewer system and water mains in Livonia. Believed commission authorized him to
do this work altnough cannot recall commission getting a copy of the map.
Mr. Ventura read letter dated November 23, 1954 from Albe E. Munson stating
charges for services if hired as a permanent consultant.
Mr. Steinhoff suggested that this letter be placed on the next agenda so that
there can be a resolution placing letter on file.
The secretary read letter dated November 29, 1954 from Peter A. Ventura
addressed to Mr. Hugh Wood, Jr., Chief Inspector.
Mr. Ventura explained circumstances surrounding the writing of this letter.
Stated that the Building Department issued a verbal stop order to Mr. Kerbyson
for removing sand without permit. Mr. Kerbyson objected to this stop order as
it was his contention that according to Section 18.04 of the Zoning Ordinance,
No. 60 no one removing soil in Livonia has a permit.
Mr. Ventura read Section 18.05, Zoning Ordinance, No. 60.
Mr. Ventura stated that he disagreed with Mayor Hartom insofar as to a man not
having a permit and being able to operate.
Mr. Greene asked who was responsible for checking duration of permits.
Mr. Ventura stated it was the Building Department's responsibility.
Mr. Ventura stated that the Mayor suggested that hearings should be held
immediately.
Mr. Ventura read a portion of the Nankin Township Ordinance on topsoil removal
and suggested that this be adopted by commission and referred to the City
Council for action.
Mr. Hay stated that renewal of topsoil permits should not come before tnis
commission. The Building Department should enforce the ordinance and shut
violators down. The violators can then go to the Board of Appeals.
Mr. Ventura asked if the commission agreed that when application has been filed
reports from D.P.W. and Police Department received then a Public Hearing will
be held. Suggested this matter be placed on the next agenda so that. a
resolution can be adopted to tnis effect.
Mr. Steinhoff presented an outline prepared by himself and Messrs. Conway and
Hay for commission's consideration regarding subdivision plat procedure.
It was suggested that a copy be given to each member for study and tnat the
matter be placed on the next agenda.
Mr. Hay presented the matter of the resolution adopted by Planning Commission
November 9, 1954 regarding Petition No. Z-72, Harold W. Schmidt and that it was
not a positive resolution. Stated that the City Council was returning petition
to commission for this reason.
