MINUTES OF THE FORTY-THIRD SPECIAL MEETING
OF THE CITY PLANNING COrIiISSION
The forty-third special meeting of the Planning Commission was held on
Tuesday, November 3, 1953 at the City Hall, Livonia., Michigan
Chairman, Dallas Hay, called the meeting to order at approximately 8:10 PM.
Members present: William Newton Edwin Conway Clarence Jahn
Robert Greene Irving Geer Dallas Hay
Rufino Salinas
Members absent: H. Paul Harsha
Mr. Wm. Brashear, City Attorney, and Mr. Malcolm Waring, Planning Consultant,
were present.
The Chairman announced that this meeting would include a study meeting with
the Parks and Recreation Department and the School Board in re the parks and
school sites for the city.
Mr. Dave Meinzinger, Mr. Ray Meyers and Mr. J. B. Folsom were present repre-
senting the Department of Parks and Recreation. Mr. Michaelson, Assistant
Superintend• nt of the Livonia Public Schools was present.
The Chair called on Mr. Waring to explain the setup as presented on the pro-
posed drawing of parks and schools which had. been superimposed on a population
density print of Livonia. Some changes had been incorporated as suggested by
the Planning Commission.
There was a discussion about the identification of each park and school setup
with a number. Upon a motion duly made by Mr. Jahn and seconded by Mr. Geer,
it was
RESOLVED, that the proposed school and park sites be given an identi-
fying number.
A roll call vote on the foregoing resolution resulted in the following:
AYES: Newton, Conway, Jahn, Greene, Geer, Hay and Salinas
NAYS: None
The Chair called upon Mr. Meinzinger to ;live an explanation of what the Depart-
ment of Parks and Recreation has in mind. One point stressed by Mr. Meinzinger
in re a park for the city was that a boulevard park system was not desirable
from the standpoint of controlling traffic.
The Chair called on Mr. Michaelson, who commended the City groups present on
their fine example of cooperation. Mr. Michaelson presented the problem of
taking care of all of the school children within a section if certain sections
developed as entirely residential. He also inouired about the number of junior
high schools planned for the city, and said that he could foresee the need of
from six to eight.
Mr. Greene asked the Chairman if the additional sites for junior high schools
would be shown on the map.

Mr. Folsom advised that his group had not had a meeting with the School Board
since last June. A discussion followed.
The park plan initiated by the Planning Commission was discussed.
Upon a motion duly made by Mr. Geer and seconded by Mr. Jahn, it was
RESOLVED, that the secretary send a letter to the Board of Education,
to the attention of Mr. Ward McCain, President, requesting that
they appoint a member to meet with the Parks and Recreation Depart-
ment and Mr. Waring, Planning Consultant, to discuss the Master Plan
for school and park sites and that all parochial schools in Livonia
be notified of this meeting, and it was
FURTHER RESOLVED, that a date for a public hearing on the above be
set by the Planning Commission at their next regular meeting, November
17, 1953.
A roll call vote on the foregoing resolution resulted in the following:
AYES: Newton, Conway, Jahn, Greene, Geer, Hay and. Salinas
NAYS: None
The Chair called a recess at 9:15 PM.
At 9:25 PM, the Chairman called the meeting to order.

Upon a motion duly made by Mr. Newton and seconded by Mr. Conway, it was
RESOLVED, that the study meeting be closed.
A roll call vote on the foregoing resolution resulted in the following:
AYES: Newton, Conway, Jahn, Greene, Geer, Hay and Salinas
NAYS: None
The Chair announced that the special meeting would be resumed, and called
on Mr. Greene to discuss the findings of the committee appointed to investi-
gate the J. Ziegler 'Woods Subdivision.
Mr. Greene said that he and Mr. Newton and Mr. Geer had investigated the
area and talked with several people regarding the possibility of cutting
streets thru to Grandon, and there was a division of opinions. The Grandon
Woods Civic Association, however, is unanimous in their desire to have the
streets dead ended. Mr. Greene said that Mr. Abe Green has platted. lots
where the water lines and sewers are located.
During the discussion that ensued, it was brought out that the original sub-
divider had pulled out, and that Mr. Green of Rose-Hill Builders, was no
doubt, unaware of the presence of the sewers and water lines in that locality.
The secretary presented an invoice from the Livonian in the amount of 033.15.
Upon a motion duly made by Mr. Jahn and seconded by Mr. Conway, it was

RESOLVED, that the invoice from the Li vonian in the amount of
;x33.15 be approved for payment.
A roll call vote on the foregoing resolution resulted in the following:
AYES: Newton, Conway, Jahn, Greene, Geer, Hay and Salinas
NAYS: None
The secretary read a copy of a letter from the City Attorney to the Zoning
Board of Appeals regarding private building restrictions. Following a
discussion, a motion was duly made by Mr. Conway and seconded by Mr. Newton,
it was
RESOLVED, that a copy of Mr. Erashear's letter in re private
building restrictions be sent to all known Subdivision Associa-
tions.
A roll call vote on the foreoi_ng resolution resulted in the following:
AYES: Newton, Conway, Jahn, Greene, Geer, Hay and Salinas
NAYS: None
The Chair reouested that the secretary read the minutes of the thirty-eighth
regular meeting and public hearing of October 20, 1953.
Mr. Newton said that he had not understood the motion on page 429 (members'
copies) page 183, official minute book which reads,
"RESOLVED, that the request of Mr. F. B. Morgan to erect a service
station on the corner of Farmington and Five Mile, be denied."
Mr. Newton stated that the minutes will substantiate that he was in favor
of denying the petition, and therefore, his vote should have been recorded.
as AYE instead of NAY.
On the same page Mr. Newton corrected the spelling of Yr. IMcCain's name.
There were no more corrections to the minutes and upon a motion duly made
by Mr. Newton and seconded by Mr. Geer, it was
RESOLVED, that the minutes of the thirty-eighth regular meeting
and public hearing of 10/20/53, be approved as corrected.
A roll call vote on the foregoing resolution resulted in the following:
AYES: Newton, Conway, Jahn, Greene, Geer, Hay and Salinas
NAYS: None
Mr. Jahn said that he checked with the Police Department and the owner of
a service station on the opposite corner from the proposed station, and
neither had any objections to the Standard Oil station.

A lengthy discussion followed wherein Mr. Salinas said that he did not
feel that a station at that location would be an asset to the Civic Center.

Mr. Greene pointed out that the new Civic Center on the River in Detroit did
not plan for a service station within close proximity.
Mr. Newton said that he was of the opinion that the old city hall, now being
used for a fire station and the pump house would be torn down and new build-
ings erected in their place and that is why he was not in favor of a service
station within a short distance of the Center. However, after a discussion
revealed that no plans have been made by the City for any disposition of
these buildings as this land is not a part of the Civic Center, Mr. Newton
had no objection to the proposed station.
Mr. Conway and Mr. Hay were of the opinion that the service station was
definitely not close enough to the Civic Center to have any bearing on it.
Upon a motion duly made by Mr. Newton and seconded by Mr. Conway, it was
RESOLVED, that the petition of F. B. Morgan to erect a Standard
Oil Service Station on the northeast corner of Farmington and Five
Mile, be granted.
A roll call vote on the foregoing resolution resulted in the following:
AYES: Newton, Conway, Geer and Hay
NAYS: Greene and Salinas
NOT VOTING: Mr. Jahn
At approximately 11:20 PM, a motion was duly made by Mr. Jahn and seconded
by Mr. Newton and unanimously carried, it was
RESOLVED, that this meeting be adjourned.
Thereupon, the Chairman declare.;' the meeting adourned.
