HomeMy WebLinkAboutPLANNING MINUTES 1953-03-31 453 MINUTES OF THE THIRTY-FOURTH SPECIAL MEETING OF THE CITY PLANNING COMMISSION The thirty-fourth special meeting was held on Tuesday, March 31, 1953 by the City Planning Commission at the Court House Building, Livonia, Michigan. Chairman, Dallas Hay, called the meeting to order at approximately 8:10 PM. Members present: Helen Byers Edwin Conway H. Paul Harsha Dallas Hay Clarence Jahn Elmore McNiece Robert Maclntyre Walter Russell Members absent: George Bentley Also present were Mr. Lonnie Brashear, Attorney, and Mr. Herald Ramill, City Engineer. The special meeting was called to review R. L. Krewson's application for a permit to remove fill sand south of Eight Mile Road, between Middlebelt and Angling Roads in Section 1. Mr. Krewson was present and read from his contract dated 4/7/51 with an expiration date of March 26, 1954, stating the condition in which he is to leave the area from which he is removing fill sand. Mr. Krewson informed the Planning Commission that he had removed approximately 80,000 yards to date, and that Mr. L. Falls, Civil Engineer, surveyed the ground before the removal began. The Chair asked Mr. Hamill for a report. Mr. Hamill said that he was expecting Mr. Falls to be present with the survey. The secretary read Waring & Johnson's report and recommendation dated March 30, 1953. Mr. Krewson informed the members that Mr. Brown of Thompson and Brown Realty Company, handles all of Mrs. Dohany's property. Mr. Brown plans on subdividing this particular plot of ground and hopes to get started this fall. Upon a motion duly made by Walter Russell and seconded by Robert Maclntyre, it was RESOLVED, that the present application to remove fill sand by Mr. R. L. Krewson be void and returned to him in order that he may refile an application showing the exact descrip- tion of land from which he will remove sand. A roll call vote on the foregoing resolution resulted in the following: AYES: Russell, Jahn, Conway, Harsha, McNiece, Hay, Maclntyre and Byers NAYS: None Upon a motion duly made by Paul Harsha and seconded by Elmore McNiece, it was RESOLED, that the Bureau of Inspection extend Mr. Krewson's temporary permit for removing fill sand until Thursday evening, April 2, 1953. 455 A roll call vote on the foregoing resolution resulted in the following: AYES: Russell, Jahn, Conway, Harsha, McNiece, Hay, Maclntyre and Byers NAYS: None E Mr. Krewson is to appear at the special meeting to be held on Thursday April 2, 1953 at 9 PM with Messrs. Brown, of Thompson and Brown, and Mr. Fall, Civil Engineer, and if possible, Mrs. Dohany. At 9:40 PM, Messrs. Maclntyre and Russell left the meeting. A general discussion followed as to the procedure to follow in granting or denying applications for permits to remove topsoil. No decision was reached. Upon a motion duly made by Elmore McNiece and seconded by Edwin Conway, it was RESOLVED, that Mr. Hulquist of the Department of Public Works be requested to appear before the Planning Commission to dis- cuss the establishing of property grades for removal of topsoil. A roll call vote on the foregoing resolution resulted in the following: AYES: Jahn, Conway, Harsha, McNiece, Hay and Byers NAYS: None Upon a motion duly made by Edwin Conway, seconded by Elmore McNiece and unanimously carried, it was ERESOLVED, that this meeting be adjourned.
