MINUTES OF THE THIRTY-SIXTH
SPECIAL MEETING OF THE PLkiNING COMMISSION
The thirty-sixth special meeting of the City Planning Commission was held
on Thursday, April 30, 1953 at the City Hall, 33110 Five Mile, Livonia.
Chairman. Dallas Hay called the meeting to order at approximately 8:05 PM.
Members present: George Bentley Helen Byers Dallas Hay
H. Paul Harsha Clarence Jahn Elmore McNiece
Robert Maclntyre Walter Russell
Members absent: Edwin Conway
Also present were Mr. Wm Brashear, City Attorney, and Mr. Malcolm Waring,
Planning. Consultant.
Mr. D. McCotter, President of the Livonia Gardens Civic Association was
present, together with Mr. Dave Meinzinger of the Joint Study Committee and
J. B. Folsom, Chairman of the Joint Study Committee, and Mrs. Kay Durivage,
Joe Hoffman, Louise and Ed Pugh.
The secretary read a letter dated April 14, 1953 from the Livonia Gardens
Civic Association, containing a resolution inre the location of the
elementary school in Section 22.
The secretary read the minutes of the Joint Study Committee meeting
held April 18, 1953, and Waring and Johnson's recommendation dated
April 30, 1953 regarding the location of the school in Section 22.
The Chair called on Mr. McCotter and he again said that their purpose
was to deter the traffic from the half mile roads, thereby throwing the
heavy, fast traffic onto the mile roads. A lengthy discussion followed,
Mr. Harsha suggested that the school be set back one block each way,
from the intersection to avoid the thoroughfares.
Mrs. Durivage asked if the Police and Fire Departments had been consulted
on this proposition.
Mr. Folsom advised that the Police Department had been contacted and
they liked the idea that was present; the Fire Department had not been con-
tacted.
Mr. Meinzinger explained that the idea was to kill Hubbard and Lyndon
as thru streets and consider them residential streets. If the proposed
plan is accepted, the streets that enter the school section would be
stop streets.
Mr. Waring explained that Livonia has done some planning for their mile
roads and Detroit hasn't. He went on to tell of some of the problems
that have been considered and he was of the opinion that traffic can be
controlled by traffic lights and stop signs. He also mentioned that
Wayne County has a voice in the plan of the City to a certain extent and
the mile and half mile roads are a portion of the county's plan.
Mr. Joe Hoffman said that he was of the opinion that lights and stop signs
are a last resort.
Mr. McCain of the School Board and a member of the Joint Committee,
arrived at 8:55 PM.

Miss Byers told the group of the trafficcondition that exists on her
street when the factory workers began their exodus from work, and the
reasons why they turned off the main street (1) to avoid the traffic
light at Inkster and (2) to avoid the circle at West Chicago (such as
in the proposed layout of the school and streets) . If such a plan were
used, how would it effect the proposed sewer plan?
Mr. Brashear said that the utilities could be arranged accordingly, if
this plan is adopted but would have to be constructed under the City
owned portion of land. He also said that the quarter mile roads were
intended to relieve the mile roads in the City's Master Plan.
Mr. McCain said that they are thinking of the safety angle and they are
planning on building a junior high school in this section.
A discussion took place regarding the fact that the Civic Center is in
Section 22 together with planned multiple dwellings and one would offset
the other as far as the number of persons living in the NW part.
Upon a motion duly made by Clarence Jahn and seconded by Robert Maclntyre,
it was
RESOLVED, that the proposed plan for the location of an
elementary school in Section 22 be studied by the Commission
and an answer will be given at the next special meeting to
be held May 7, 1953.
A roll call vote on the foregoing resolution resulted in the following:
AYES: Maclntyre, Harsha, Bentley, Jahn, Russell, McNiece, Hay and Byers

The Chair called a recess at 9:15 PM.
The meeting was again called to order by the Chair at 9:20 PM.
The Chair passed several invoices around for inspection by the group and
then read them orally: Waring & Johnson, April 1st statement $245.88,
The Livonian, $32.50, stencils $6.84, postage machine $4.11, and upon a
motion duly made by Clarence Jahn and seconded by George Bentley, it was
RESOLVED, that the invoices submitted for inspection and
approval be referred to the City Council for payment.
A roll call vote on the foregoing resolution resulted in the following:
AYES: Maclntyre, Harsha, Bentley, Jahn, Russell, McNiece, Hay and Byers
NAYS: None
Upon a motion duly made by Clarence Jahn and seconded by Walter Russell,
it was
RESOLVED, that on page 197 of the official minute book, the
title and first line of the minutes be changed to read,
"Minutes of the 22nd Special Meeting", instead of the 21st.

The secretary read a letter from the City Clerk dated 4/8/53 inre a
violation of the Zoning Ordinance. Inasmuch as the subject was referred
improperly, the Chair instructed the secretary to refer same to the
Bureau. of Inspection.
The secretary read a letter concerning a resolution by the City Council
of March 9th inre a request of E. Steiner for reconsideration of the use
of land on Merriman between Five and Six Mile Roads, etc.
Upon a motion duly made by George Bentley, and seconded by Clarence Jahn,
it was
RESOLVED, that a hearing be set for May 21, 1953 before the
Planning Commission for park property.
A roll call vote on the foregoing resolution resulted in the following:
AYES: Maclntyre, Harsha, Bentley, Jahn, Russell, McNiece, Hay and Byers
NAYS: None
A public hearing of this nature does not have to be advertised, but
notices sent to parties concerned. In view of the fact that the
park situation is a city wide problem, Mr. Brashear, City Attorney, will
notify all Civic Associations and the Mayorts Advisory Committee.
The secretary read a letter of April 30, 1953 to the Bureau of Inspection
from the City Attorney, inre paragraphs pertaining to the removal of
topsoil to be added to a previous letter.
At 9:50 PM, Messrs. Maclntyre and Russell left.
Upon a motion duly made by Mr. McNiece and seconded by Clarence Jahn,
it was
RESOLVED, that the rules and regulations regarding the removal
of topsoil suggested in Mr. Brashear's letters of April 23,
and 30, 1953 be adopted, and it was
FURTHER RESOLVED, that same be printed on the reverse side of
the applications to remove topsoil, issued by the Bureau of
Inspection.
A roll call vote on the foregoing resolution resulted in the following:
AYES: Harsha, Bentley, Jahn, McNiece, Byers and Hay

There was a discussion regarding the large number of subdivisions being
developed in the City without adequate facilities to handle them.
There was a discussion regarding the approval of the Parks and Recreation
and school site map and the fact that it should be adopted as a part
of the Master Plan.
A lengthy discussion was held regarding the proposed location of the
elementary school in Section 22. It was brought out the size of the
school site is questionable, parhaps inadequate.
Upon a motion duly made by Paul Harsha and seconded by Mr. Elmore
McNiece, it was

RESOLVED, that the proposition be tabled inre the school
location in Section 22, until the next special meeting
to be held on May 7, 1953 at 7:30 PM, at the Court House
Building, at which time Chief Harmon and Chief Roberts
will be requested to meet with the Planning Commission.
A. roll call vote on the foregoing resolution resulted in the following:
AYES: Harsha, Bentley, Jahr, McNiece, Hay and Byers
MAYS: None
Upon a motion duly made by Mr. McNiece and seconded by George Bentley and
carried unanimously, it was
RESOLVED, that this meeting be adjourned.
Thereupon, the Chair declared the meeting adjourned at approximately
10:40 PM.
