HomeMy WebLinkAboutPLANNING MINUTES 1950-11-01 91 MINUTES OF A SPECIAL MEETTG OF THE PLANNING- COLIFISSiON OF TEE CITY OF LIVONIA The special meeting of the Planning Commission of the City of Livonia was held on the 1st day of i'ovember, 1950, in the City Hall, 33110 Five Mile Road. The meeting was called to order at approximately 8:05 P.E. by the Chairman., George Bentley. Roll was called with the following result : Members present : George Bentley Helen Byers Harold Bower Carson Johnston Dallas Hay Valter Russell Clarence Jahn Edwin Conway Robert L_acintyre Also present was IJr. `raring, Consultant. The Chairman informed the assembly that individual minute books were in process of being typed for each member of the Commission. He passed around the binder with minutes of the last two meetings in, asking if these minutes should be read or held until all copies of the minutes were in the binders. i Upon a motion duly made by Dallas Hay, seconded by Clarence Jahn and unanimously carried, it was RESOLVED, to withhold reading of minutes until the next meeting at which time copies of all minutes will be given to each member and read _ if ora i y necessary. The Chairman declared the above resolutiori passed. The Secretary read two letters from The Standiford Co. , first letter not dated but envelope postmarked October 6, 1950, second letter dated October 25, 1950. These letters were tabled for the time being as .. r. Leo = ye had been invited to appear before the Commission by Clarence Jahn and Harold Bower.`ie arrived to discuss property L located at Six file and Farling- ten Ptoacs, which had been under discussion for a possible location of the Civic Center. Er. Leo Nye informed the assembly that the Board of Directors controlling, this property was meeting Thursday after- noon , in. Detroit and he would like to present our tentative plan • for the Civic Center. They will present the Planning Commission • 93 with two propositions--for entire parcel of land consisting of 140 acres, and for a part of the land. Ir. 1i'�ari ng was instructed to deliver a sketch of the tentative proposed Civic Center to the Burton Abstract Company, Detroit, lachigan, for their Board of Director's meeting. Chairman Bentley read a letter from Bernard Edelman Tieal Estate Associates, Inc. , 214 Cadillac Tower, Letroit 26, P:ichi- €;an, which informed the Commission that. the writer owns 216 acres on Test Six Pile Road, near Fewburg .Road, and proposed donating a substantial number of acres to be used for a school, library, hospital, or similar civic builcirg if the City is interested in purchasing a large _,orti on of this 216 acres. Upon a notion duly made by -._ll as Hay, seconded ' y Carson Johnston and unanimously carried, it was RESOLVED, to file letter for future reference, and it was FURTER ESOLVED, that the Secretary write I`;"r. Edelmana letter- of thanks informing him that the Plannin,o Commission has several offers of land under consideration and his proposal would receive due consideration and so notified. The Chairman brought forth the letters from The Standiford Company. Upon a motion duly made by Carson Johnston, seconded by Clarence Jahn and unanimously carried, it was RBSCLV otD, that the Secretary invite Ur. Standiford to appear at 9 :00 P.T. on T!ovember 8, 1950. Upon a motion duly made by Carson Johnston, seconded by Edwin Conway, and unanimously carried, it was RESOLVED , to hold a Public Hearing g on the proposed 1taste ' Thorou= hf are Plan and instruct the City Attorney, -Pras ^.ear, to draw up and advertise .n '7 Hearing.Notice of Public ( If it, i s necessary to mention the proposed widening of l arsni ngton Road to 150 feet, the City Attorney is to Co so. ) The Chairman asked for a report on property located on. Schoolcraft and Farmington hoads that Hobert Paclntyre and Edwin Conway checked. Ir. Conway informed the assembly that owners of this propertdid not want to sell. 95. Upon a motion duly made by Carson Johnston, seconded by Robert Uacintyre, and unanimously carried, it was RESOLVED, That Er. "staring, Consultant, and y i lli ars Brashear, Citi- Attorney, meet and Prepare a proposed amended Zoning Ordinance for off-street parking for the next Public Hearing. The Chairman presented Petitions 16 & 17 from B. E. Taylor Company and Charles Rathburn. Upon a motion duly made by Carson Johnston, seconded by Dallas Hay, and unanimously carried, it was n ESOLVLD, to turn Petitions ,F1, A 17 to Er. bring to draw sketch and hen turn over to Ittorn.ey, Aill_iam frashear, to Prepare :or Public rearing. Edwin Conway made a motion to rescind -Lae motion made by ':alter Bussell at the October 11, 1950 meeting, censuring the two members for their indiscreet discussion duringthe Public rearing and that everything be forgotten. Thereupon followed a discussion on the matter. gar. Russell said discussion is out of order since a second to motion had not been. received. __ Mr. Conway remade motion, there being no second to it, the Chairman declared motion out of order because it had not been seconded. Ur. Bentley asked the assembly to forget what had happened, that the Commission had too much to accomplish in such a little time. Upon a motion duly made by '.:.alter Russell, seconded by Clarence Jahn, and unanimously carried, it was R.ESOLV D, to adjourn this meeting; until 8:00 P.M. Hovember 8, 1950.
