ROAD DEVELOPMENT AUTHORITY OF THE CITY OF LIVONIA
The 118th Regular Meeting of the Plymouth Road Development Authority of the City of
Livonia, Michigan was called to order at 3:06 p.m., Thursday, October 19, 2000 in the 4th Floor
Conference Room at City Hall.

1. Roll was called.
2. Adoption of the September 21, 2000 Minutes: On a motion duly made, seconded and
unanimously adopted, it was
#2000-93 RESOLVED,that the Minutes of the 117th Regular Meeting held by the Plymouth Road
Development Authority on September 21, 2000 are approved.
Mr. Polsinelli, Chairman, declared the motion is carried and the foregoing resolution adopted.
3. Comments from Chairman: There were no comments at this time.
4. Budget Report: The financial statements of the P.R.D.A.'s Special Revenue Fund was
reviewed by the Board. Total Liabilities and Fund Balance is $4,683,253.48. Various
disbursements were expended for the month totaling $84,428.03, the biggest being to Rawhorn
Electric for Phase III. The budget submitted to Council was approved. This amount will be
increased by$1.5 million in next year's budget.
5. BRI — Construction Update: Jo Ann Marshall stated that new banner arms will be installed
starting the following Monday (Phase V). We are still about 15 to 17 easements short, but we

can hold out on those. Tenants are reluctant to sign because of vacant buildings. Mr. Pike asked
that BRI give Mr. Nagy a list of those easements/signatures not yet secured and offered to make
a few calls to those tenants. Scott Reinholt feels that we just need to talk to the right people.
Some of the hold-outs are Target, Tennyson Chevrolet, The Brake Center, Leone Food Services
and Bill Knapp's. Leone's is hesitant to sign because of a condition on the sale of that property.
With regard to the status on bus shelters, BRI is waiting for MDOT. They need a"break-away"
design for bus shelters. Now, we have to go to the shelter manufacturer and get their drawings
that show the break-away design. There will be 4 shelters plus 1 in Wonderland. Bus shelter
locations (subject to verification by SMART) are inside the Wonderland Lot, Plymouth Road at
Levan (south side), at Shelden Plaza (at Farmington), at Merriman at Plymouth Square and at
Burger King (east of Wayne Road). Updating construction, Phase is west of Farmington, It's
the normal Streetscape extending from Farmington down to Ann Arbor Road. Once we get
Phase VI farther along, we will be nearly completed. Phase V is just out and is with MDOT,
because it's ISTEA money. Phase IV is intersections and is now under construction. The State
is on schedule on Merriman; they've got another mile to resurface. Phase III is Streetscape from
Middlebelt to Merriman, not including the Merriman intersection. On Merriman, a major
improvement will be part of Phase V with signals. Signals at Harrison and Deering are going in.
One of the new aluminum banner arms was passed around. Sod for Phase III is going down on
October 20th. Regarding the remaining sod to be installed at Wonderland, MDOT had to install
those areas. It should be in before the weekend. A comment was made about the poor condition
of the sod in the right-of-way between Inkster and Middlebelt on the north side. A soil test had
been made of those areas near the cleaners and by Peregrine. Nothing can be done right now
because current chemicals in the soil. We would have to neutralize it now. In the spring we can
do everything right. The same problem is occurring in other places,too. Mr.Nagy has agreed to
wait it out until spring. We need to get intersections in place before we can take the Edison
poles down. We have been reviewing the prices as we go,just for the inventory, but we've been
keeping it at a reasonable level. It might not be a bad idea to get two or three more bids. Had we
checked into another similar pole? The park across from Mette's Printery looks really nice.
Jacobs is taking care of the light poles and had a list. Bulbs have been replaced an average of
twice per year since installation. With regard to the pole top finial thought best was the plain
one.
6. Reports from Committees:
Public Relations: Stan Anderson reports that the next newsletter will be out in December.
Banners are one of the topics and will be installed only at major intersections. A specifically
colored banner will be displayed every mile section. Soon the newsletter will be finalized.
Those having an address on the Corridor will get it.
7. Director's Report: In Mr. Nagy's absence, Jeff Bryant reported that the street resurfacing is
now complete to Middlebelt as of last weekend. Merriman to Farmington will be finished next
weekend. With regard to the Holiday Parade, scheduled are 5 vehicles, 20 marching bands and
other entries, 34 units in all. There is a deal pending on Leone's that would see, as part of the
deal, all those buildings fronting Plymouth demolished and then the property fronting Plymouth
rezoned and sold as commercial. On the old Peregrine building, an attraction project is currently
on hold. That project could create up to 500 jobs and a new building constructed behind the
tof existing one. A message for Mr. Nagy was that Roush might like to make an appearance at the
Parade with their racing cars just might be available.
Mr. Polsinelli informed the Board that the 2nd Economic Summit would be held on Tuesday,
October 24th at the Italian-American Club. Keith Crane, Chief of Communications for

416v Crane's Detroit Business, will be the keynote speaker, along with Steve Schafer (Phoenix Land
Development) and several others, i.e., Kroger's and local hospitals. BRI has purchased a table
for 10 for the Board and extended an invitation to Board members. He also mentioned that
Redford Twp. has now installed bus stops and benches, which means that what we're doing is
being received well because others are doing it. A quick tally of those interested in attending
was taken. Tickets will be available at the door. The Mayor hoped to have as many as possible
at the Economic Summit.
8. Polling of Board Members:
Mr. Wordhouse: Passed.
Mr. Wolfgang: Passed.
Mr. Pike: Offered to call Leone's for an easement signature.
Ms. Mette: Is there any way that our Inspection group could go down to the Mobil station at
Inkster and Plymouth and have them clean it up? The bushes are untrimmed and there is garbage
all around. (They never gave us the easement.) She felt they should at least keep it nice.
Ms. Marshall reported that BRI has gotten some quotes for irrigation and would leave it at that
for the time being. When we go back to the Inkster intersection, we'll treat it as a normal
intersection. If we can sod the place, the proprietor will be cooperative and take care of his
property. (Direction was give to ask Inspection to make a visit to the gas station.)
Mr. Peterson: Passed.
Mr.Anderson: Mr.Nagy talked at the last meeting about covering all those holes.. Mr.Nagy is
following up on the cost for that, whether it's the County or the City and has sent some
correspondence out to them on it. They've replaced that now, and it looks good. The whole
piece of the project down by Mette's Printery looks real nice.
Mr. Polsinelli commented that the banners will be installed starting Monday. The good news is
that we've got an extra period of warranty on them now.
Mr. Williams wondered whether he was mistaken in thinking that Laura Toy was co-owner of
Cardwell Florist,to which Mr. Pike stated that we'd make sure she gets word of this really quick.
9. Adjournment: On a motion duly made, seconded and unanimously adopted,the 118th Regular
Meeting held by the Plymouth Road Development Authority on October 19, 2000 was adjourned
at 4:00 p.m.
The next meeting of the Plymouth Road Development Authority will be held on November 16,
2000 in the 4th Floor Conference Room at City Hall .
