MICHIGAN The 17th Regular Meeting of the Plymouth Road Development Authority of the City of Livonia, Michigan was called to order at 4:07 p.m. , Thursday, May 4, 1995 in the 4th Floor Conference Room of City Hall . Members Present: Mayor Robert D. Bennett Mr. Bill Pike Mr. Mike Polsinelli Mr. Scott Grace Mrs. Toni Mette Mr. Adelard Raby Mr. Lowell Peterson Mr. Stan Anderson Mr. Dale Summers Mr. Marvin Walkon Mr. Joe Laura Members Absent: Mr. Con Carson Others Present: Mr. John Nagy, Director Mrs. Jean Garvey, Secretary Mr. Richard Niedieck, Livonia Economic Development Office Mr. Bill Poppenger, Planning Department Mr. Michael Giddings 1. Roll was called. 2. Adoption of Minutes: On a motion duly made, seconded and unanimously approved, it was #95-18 RESOLVED that, the minutes of the 15th Regular Meeting held by the Plymouth Road Development Authority on April 6, 1995 are approved. 3. Comments from Chairman: Chairman Pike brought up the possibility of flying flags and banners along Plymouth Road (possibly changing with the seasons) as he had seen this in another DDA area and thought it was quite impressive. 4. Discussion of Milburn Avenue re-configuration: Mayor Bennett stated the City had been trying to find a way to put the streets into better alignment in the re-configuration of Milburn Avenue. Mr. Nagy was to meet with Mr. Ventura in the near future to see if the City could purchase the Ventura building or buildings. They did not know what it would cost but would attempt to see if there is a willingness to sell. He wondered how the members felt about acquiring these buildings, tearing them down and possibly have the PRDA do some funding. If this were to occur, there would be some surplus land and the City would talk to Chrysler Corporation to see if they would want to purchase this property to expand their dealership. If this would happen, it would offset some of the cost of acquiring the property. The members felt it made sense to look (lev into this matter. 5. Update on current Plymouth Road projects: Mr. Nagy reported on the tor following: Eastside Mario's had been turned down by the Zoning Board of Appeals on their request to have a "tomato" sign hanging over their front door. Archie's Restaurant expansion is to be voted on by the City Council on May 17, 1995. The City has now taken title to the closed Sunoco Station at Laurel and Plymouth Roads. The City has title to 176 foot of frontage on Plymouth Road with 190 feet along Laurel. Volkswagen is talking seriously about purchasing the property, and also Mazda has approached Rick Niedieck about this property. Mr. Nagy and the Mayor will be meeting next week to discuss what they should do with this property. The Planning Commission has received a request to rezone property on the east side of Haller Avenue, north of Plymouth Road from C-2 and R-1 to R-6, for the purpose of permitting the development of such property for a duplex. It was determined the PRDA would send a letter to the Planning Commission recommending approval of this rezoning. On a motion made by Mr. Peterson, seconded by Mr. Polsinelli and unanimously approved, it was #95-19 RESOLVED that, the Plymouth Road Development Authority supports Petition 95-3-1-5 requesting rezoning of property located on the east side of Haller Avenue, north of Plymouth Road, in the Southwest 1/4 of Section 25 from C-2 and R-1 to R-6 in order to permit the development of such property for a duplex. Mr. Pike, Chairman, declared the motion approved. 6. Polling of Board Members: Mr. Peterson asked when they would be finished with the restoration of the City park located at the southwest corner of Inkster and Plymouth Roads. He suggested the PRDA put in a "Welcome to Livonia" monument sign at the park at this location to show the public that the PRDA is doing something. Mr. Anderson brought up the vacant Wendy's Restaurant, which is being used as a playground and dump yard. He talked to Wendy's headquarters who stated the reason Wendy's could not make a success of that restaurant was because the traffic went by so fast that they would pass up the restaurant. They are going to get a groundskeeper to come in and do the lawn and pick up trash. Mr. Anderson told him about the PRDA and that the Wendy's restaurant was up for possible demolition. He said he hoped nothing would be demolished and they would be happy to cooperate with the PRDA every way they could. Mr. Summers brought up the matter of the Incredible Universe which is trying to locate at the Victor Park property. He said Plymouth Road would welcome it if it was turned down at the Victor location. -2- Mrs. Mette was concerned about the empty shopping center at the northeast corner of Middlebelt and Plymouth Roads. She felt it was becoming unsafe. Mayor Bennett stated they were having a meeting with the Ordinance Enforcement Department next week to see what could be done about various problem sites throughout the City and that was one of the sites on the list. The PRDA was to add that to their list of concerns. Mr. Polsinelli requested that the PRDA start working on a program. He asked that "Action Toward Program" be added to the next agenda of the PRDA. Chairman Pike mentioned a group that he became aware of called Hope Network, Inc. where they take less than advantaged children and grown-ups under their wing and take them to the downtown area where they pick up trash and litter along the streets, etc. He felt this was an unique organization and maybe something the PRDA might feel would have merit to look into. Ken Stamps of Harley Ellington Designs, whose firm handled the landscaping for the DDA project in Canton, offered to take the members on a bus ride through Canton to let the members know how they went about implementing the plan and see if it would apply to Livonia's situation. He suggested a date of June 1, 1995 at 4:00 p.m. Tom Yack of Canton will also be requested to attend. The members agreed that would be a good idea and June 1 a good date.
