HomeMy WebLinkAbout1301st CSC Meeting (October 17, 2012)1301' REGULAR MEETING OF THE CIVIL SERVICE COMMISSION The 1301' Regular Meeting of the Civil Service Commission was held on Wednesday, October 17, 2012. The meeting was called to order at 4:45 p.m. Members Present: Members Absent: Also Absent: Present: Linda McCann, Director of Community Resources Harry C. Tatigian, Chairman Brian Meakin Charlotte S. Mahoney Robert F. Biga, Human Resources Director Derrick L. Washington, Personnel Analyst II Gretchen Guisbert, Secretary III Chairman Tatigian stepped down to second all the motions for the meeting. Upon a motion by Mr. Meakin, seconded by Mr. Tatigian and adopted, it was 12-101 RESOLVED, that the minutes of the 1300t' Regular Meeting held Wednesday, September 19, 2012, be approved as submitted. Upon a motion by Mr. Meakin, seconded by Mr. Tatigian and adopted, it was 12-102 RESOLVED, That having reviewed the letter of September 18, 2012, from Lindsay Szwejkowski, Equipment Operator II, as approved for submission by Brian Wilson, Superintendent of Public Service and Kevin Maillard, Director of Public Works, requesting an unpaid medical leave of absence, the Civil Service Commission does hereby affirm the administrative approval of an unpaid medical leave of absence for medical necessity, not to exceed ninety (90) days beginning November 8, 2012, with the understanding that Ms. Szwejkowski is responsible during her unpaid medical leave of absence to pay the copayment for her medical insurance; AND BE IT FURTHER RESOLVED, that should Ms. Szwejkowski wish to continue her leave of absence to care for a family member, after she is no longer disabled by her physician, Ms. Szwejkowski will be required to exhaust her vacation and personal business banks prior to requesting additional unpaid time off; AND BE IT FURTHER RESOLVED, that should Ms. Szwejkowski not return to work for at least thirty (30) calendar days after the approved unpaid medical leave of absence, she will be responsible to reimburse the City of Livonia for any cost for benefits paid for Ms. Szwejkowski during her time off, in accordance with Section 25.6(c), Insurance Premium Payments, of the Civil Service Commission Rules and Regulations and FMLA Regulations (29 C.F.R.), unless circumstances for not returning to work are beyond Ms. Szwejkowski's control. Paget 1301st Regular Meeting October 17, 2012 Upon a motion by Mr. Meakin, seconded by Mr. Tatigian and adopted, it was 12-103 RESOLVED, That having reviewed the Departmental Correspondence of October 10, 2012, from Alan Clemens, Senior Police Officer, as approved for submission by Benjamin McDermott, Deputy Police Chief, requesting additional family illness leave, the Civil Service Commission does hereby affinn the administrative approval of Mr. Clemens' request to use an additional six (6) eight (8) hour days for the calendar year 2012 from his sick bank to be charged as family illness. Upon a motion by Mr. Meakin, seconded by Mr. Tatigian and adopted, it was 12-104 RESOLVED, That having reviewed the memorandum of October 9, 2012, from Derrick L. Washington, Personnel Analyst 11, to Robert F. Biga, Human Resources Director, regarding the passing point for the written test for Police Service Aide (952 o.c.), the Civil Service Commission does hereby affinn the administrative approval of the passing point of 70% out of a maximum raw score of 100 in the written test, or a raw score of 70. Upon a motion by Mr. Meakin, seconded by Mr. Tatigian and adopted, it was 12-105 RESOLVED, That the Civil Service Commission does hereby affinn the administrative approval of the eligible list for Engineering Assistant 1 (1339 p.). Upon a motion by Mr. Meakin, seconded by Mr. Tatigian and adopted, it was 12-106 RESOLVED, That the Civil Service Commission does hereby affinn the administrative approval of the eligible list for Police Officer (1332 p.). The Commission received and fled the following: a. Status of Temporary Employees Report for September 2012. b. Non -Resident Report as of October 1, 2012. C. Current Open -Competitive and Promotional Eligible Lists as of October 1, 2012. d. Affirmative Action Report for September 2012. e. Removal of names from active eligible list report for the month of September 2012. f. Board of Trustees meeting schedule for 2013. g. Holiday schedule for 2013. h. Letter of September 26, 2012, from Kenneth E. Grabowski, Business Agent, Police Officers Association of Michigan, withdrawing POAM Grievance No. 12-259, regarding the use of Police Reserves. I. Council Resolution from the September 26, 2012 meeting, with minutes to be approved October 10, 2012: Page 1301st Regular Meeting October 17, 2012 #400-12, Approving the tentative agreement between the City of Livonia and Livonia Fire Fighters Union for the period December 1, 2012 through November 30, 2015. j. Expiring eligible lists for the month of November 2012 — Account Clerk 1 (931 o.c.). Upon a motion by Mr. Meakin, seconded by Mr. Tatigian and adopted, it was 12-107 RESOLVED, That the Civil Service Commission does hereby adopt the Civil Service Commission meeting schedule for 2013, as follows: DAY DATE TIME WEDNESDAY JANUARY 16, 2013 5:30 P.M. Upon a motion by Mr. Meakin, seconded by Mr. Tatigian and adopted, it was 12-108 RESOLVED, That having reviewed the letter of October 3, 2012, from Linda McCann, Director of Community Resources, and the memorandum of October 9, 2012, from Derrick L. Washington, Personnel Analyst 11, to Robert F. Biga, Human Resources Director, requesting a promotional examination for Program Supervisor — Greenmead, and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: Page 4 1301st Regular Meeting October 17, 2012 QUALIFICATIONS The examination is open only to employees of the City of Livonia, who, by the closing date of the announcement, are: Employed in the Department of Community Resources; and Have status as a Recreation Supervisor; and Have two (2) years full-time paid experience working with the Historical Commission and the Historical Preservation Commission. PARTS OF EXAMINATION AND WEIGHTS Interview -70% Departmental Rating -30%` In the event there is only one qualified applicant for this position, the parts of examination and weights will be 100% Departmental Rating. Upon a motion by Mr. Meakin, seconded by Mr. Tatigian and adopted, it was 12-109 RESOLVED, That having reviewed the letter of October 4, 2012, from Linda McCann, Director of Community Resources and the memorandum of October 15, 2012, from Derrick L. Washington, Personnel Analyst II, to Robert F. Biga, Human Resources Director, requesting an open -competitive examination for Recreation Supervisor — Greenmead, and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS By the closing date of this announcement, the applicant must: 1. Be a citizen of the United States, or a resident alien with the right to work in the United States; and 2. Possess and maintain a valid drivers license with an acceptable driving record; and 3. Have a degree with major emphasis of study in — recreation, marketing, or a closely related field, or at least two (2) years experience in event and program planning; and 4. Have a minimum of two (2) years full-time paid work experience in planning and implementing activities or events; with experience in training and supervision of volunteers. 5. Grant writing experience preferred, but not required. NOTE: Original college transcripts, high school diploma or GED must be submitted at time of interview. Page 1301st Regular Meeting October l], 2D12 PARTS OF EXAMINATION AND WEIGHTS Interview -100%' 'In the event the number of qualified applicants exceeds ten (10), an evaluation of the applications will be made and the ten (10) applicants with the most appropriate and responsible combination of experience and training will be interviewed. Candidates must pass the interview in order to be placed on the eligible list.
