The meeting was called to order at 5:30 p.m. Members Present: Harry C. Tatigian, Chairperson Charlotte S. Mahoney Brian Meakin Also Present: Coline Coleman, Chief Accountant Robert F. Biga, Human Resources Director Steven Schoonover, VP, AFSCME UL 192 Charlene Studstill, Program Supervisor Brian Wilson, Superintendent of Public Service Upon a motion by Ms. Mahoney, seconded by Mr. Meakin and unanimously adopted, it was 12-36 RESOLVED, that the minutes of the 1290 Regular Meeting held Wednesday, March 21, 2012, be approved as submitted. Upon a motion by Mr. Meakin, seconded by Ms. Mahoney and unanimously adopted, it was 12-37 RESOLVED, that having reviewed the letter of April 4, 2012, from Louis Rivas, Water Meter Repairer 11, as approved for submission by Brian Wilson, Superintendent of Public Service, requesting an unpaid medical leave of absence, the Civil Service Commission does hereby affirm the administrative approval of an unpaid medical leave of absence, not to exceed ninety (90) days, for the period April 12, 2012 through July 12, 2012. Upon a motion by Mr. Meakin, seconded by Ms. Mahoney and unanimously adopted, it was 12-38 RESOLVED, that the Civil Service Commission does hereby affirm the administrative approval of the eligible list for Clerk Typist 1 (937 o.c.). Upon a motion by Mr. Meakin, seconded by Ms. Mahoney and unanimously adopted, it was 12-39 RESOLVED, that the Civil Service Commission does hereby affirm the administrative approval of the eligible list for Police Service Aide (939 o.c.). Upon a motion by Mr. Meakin, seconded by Ms. Mahoney and unanimously adopted, it was 12-40 RESOLVED, that having reviewed the Departmental Correspondence of March 28, 2012, from Coline R. Coleman, Chief Accountant, and Michael T. Slater, Director of Finance, requesting an extension of the probation period for Laurie Pietrzak, Account Clerk I, the Civil Service Commission does hereby affirm the administrative approval of a three (3) month extension of Ms. Pietrzak's probationary period to July 18, 2012. Paget 1295" Regular Meeting Apn118,2D12 The Commission received and fled the following: a. Status of Temporary Employees Report for March 2012. b. Non -Resident Report as of April 1, 2012. C. Current Open -Competitive and Promotional Eligible Lists as of April 1, 2012. d. Affirmative Action Report for March 2012. e. Removal of names from active eligible list report for the month of March 2012. f. Legislative Analysis regarding Open Meetings Act: A member of a public body must be physically present to vote. g. Letter of April 2, 2012, from Mayor Jack E. Kirksey to Charlotte Mahoney, reappointing her as a member of the Civil Service Commission. Upon a motion by Ms. Mahoney, seconded by Mr. Meakin and unanimously adopted, it was 12-41 RESOLVED, that having reviewed the expiring eligible lists for the month of May 2012 — Account Clerk 1 (931 o.c.) and Librarian II (1320 p.), the Civil Service Commission does hereby affirm the administrative approval of the extension of the eligible list for Account Clerk 1 (931 o.c.) for six (6) months to November 18, 2012. Upon a motion by Mr. Meakin, seconded by Ms. Mahoney and unanimously adopted, it was 12-42 RESOLVED, that having reviewed the letter of March 21, 2012, from Brian Wilson, Superintendent of Public Service, and Kevin Maillard, Director of Public Works, requesting a promotional examination for Secretary II and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open only to employees of the City of Livonia who, at the time of application: 1. Are employed in the Department of Public Works; and 2. Have regular status in the classification of Secretary I; and 3. Have a minimum of three (3) years of full-time work experience with the City of Livonia. PARTS OF EXAMINATION AND WEIGHTS Performance Test— 70% Departmental Rating — 30% Typing — Minimum 60 wpm Candidates must pass the Performance Test in order to be placed on the eligible list. Pursuant to AFSCME Local 192, Promotions 20.b., in competitive examinations, which Page 1295" Regular Meeting April 18, 2012 include departmental ratings, the departmental rating from 0 to 100 will count as 30 % of the examination, but a score under 70 will not disqualify the candidate from continuing the process. Upon a motion by Ms. Mahoney, seconded by Mr. Meakin and unanimously adopted, it was 12-43 RESOLVED, that having reviewed the letter of April 17, 2012, from Michael T. Slater, Director of Finance, requesting an open -competitive examination for Accountant II and proposed qualifications and parts of examination and weights, and a Memorandum of April 17, 2012, from Robert Martin, Personnel Analyst I, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights as recommended by Mr. Biga: QUALIFICATIONS By the closing date of the announcement, applicants must: 1. Be a citizen of the United States or resident alien with the right to work in the United States; AND 2. Have a Bachelor's Degree from an accredited college or university with a major in Accounting; OR; a Bachelor's Degree in Business Administration or related field from an accredited college or university with a minimum of 21 semester credit hours covering basic and advanced accounting principles, cost accounting, taxes, auditing and 6 credit hours of govemmental accounting. Original college degree and coursework documentation must be presented at the time of application; AND 3. Have at least two (2) years of full-time paid experience in accounting in a governmental agency or private company. Or if the candidate does not have governmental accounting experience and credits in governmental accounting, four (4) years of experience will be required; AND 4. Be competent in the use of Excel. 'NOTE: Two (2) years municipal experience may be substituted for the six (6) hours of governmental accounting. PARTS OF EXAMINATION AND WEIGHTS Written Test -40% Interview -35% Performance Test -25% Candidates must pass the Written Test, Interview and Performance Test in order to be placed on the eligible list. The performance test is a computer based test on the use of excel. NOTE: The fifteen (15) candidates with the highest passing score in the written examination and performance test will be invited to the interview portion of the examination.
