The 1292"d Regular Meeting of the Civil Service Commission was held on Wednesday,
January 18, 2012. The meeting was called to order at 5:35 p.m.

Upon a motion by Mr. Tatigian, seconded by Mr. Meakin and unanimously adopted, it was
12-03 RESOLVED, that the minutes of the 1291" Regular Meeting held
Wednesday, December 7, 2011, be approved as submitted.
12-04 RESOLVED, that the minutes of the 102"d Special Meeting held
Friday, January 6, 2012, be approved as submitted.
Chairperson Mahoney introduced Brian Meakin who was appointed to the Civil Service
Commission by Mayor Kirksey to fill the vacated Commission position.
The Chairperson stepped down during the next two resolutions and passed the gavel to Mr.
Meakin.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and adopted, it was
12-05 RESOLVED, That having received the resignation of Charlotte
Mahoney from the Board of Trustees, the Civil Service Commission does hereby
accept the resignation of Ms. Mahoney to the Board of Trustees, effective
immediately.
Upon a motion by Mr. Tatigian, seconded by Mr. Mahoney and adopted, it was
12-06 RESOLVED, That having accepted the resignation of Ms. Mahoney
to the Board of Trustees of the Livonia Employees Retirement System, the Civil
Service Commission does hereby appoint Mr. Meakin to the Board of Trustees,
based upon his past service on the Board of Trustees while a City Council
member.
Mr. Meakin returned the gavel to Ms. Mahoney who resumed as Chairperson.

#403-11 RESOLVED, that having considered a letter from the City
Clerk, dated November 23, 2011, in accordance with the provisions of
Section 30a of 1963 PA 65 (MCLA 168.30a), as amended, the Council
does hereby reappoint Margaret Gray, 9840 Berwick, Livonia, Michigan
48150, as a Republican member of the Board of Canvassers of the City of
Livonia for a term expiring December 31, 2015; FURTHER, in the event of
illness or absence of this member, the City Clerk is hereby authorized to
appoint a temporary member to serve on the Board of Canvassers in
accordance with the provisions of Section 30g of 1963 PA 65 (MCLA
168.30g), as amended.
#404-11 RESOLVED, that having considered a letter from the City
Clerk, dated November 23, 2011, in accordance with the provisions of
Section 30a of 1963 PA 65 (MCLA 168.30a), as amended, the Council
does hereby reappoint David Sudek, 15906 Brentwood, Livonia, Michigan
48154, as a Democratic member of the Board of Canvassers of the City of
Livonia for a lens expiring December 31, 2015; FURTHER, in the event of
illness or absence of this member, the City Clerk is hereby authorized to
appoint a temporary member to serve on the Board of Canvassers in
accordance with the provisions of Section 30g of 1963 PA 65 (MCLA
168.30g), as amended.
#405-11 RESOLVED, that having considered a communication from
the Director of Human Resources, dated December 1, 2011, which bears
the signature of the Director of Finance and is approved for submission by
the Mayor, and which transmits resolution #11-120 adopted by the Civil
Service Commission on November 30, 2011, wherein it is recommended
that the proposed agreement between the City of Livonia and the
AFSCME Union Local 1917, as summarized in the attachment to the
aforesaid communication, be approved for the period December 1, 2010,
through November 30, 2013, the Council does hereby approve of and
concur in the aforesaid action of the Civil Service Commission; and the
Mayor and City Clerk are hereby requested to affix their signatures to the
said contract, for and on behalf of the City of Livonia, and to do all other
things necessary or incidental to the full performance of this resolution.
g. Letter of January 9, 2012, from Mayor Jack E. Kirksey to Ronald Campau,
former Civil Service Commissioner, thanking him for his dedicated service
to the City of Livonia; and letter of January 9, 2012, from Mayor Jack E.
Kirksey to Brian Meakin, appointing him as a member of the Civil Service
Commission.
h. Expiring eligible lists for the month of February 2012 — None.
Derrick L. Washington, Personnel Analyst II, explained that Fire Chief Whitehead wanted to
broaden the field of qualified applicants for Firefighter and therefore, new language was
added to qualification #3 of the requested announcement. Mr. Washington further explained
that if an applicant is currently enrolled in a Paramedic/ACLS curriculum, that individual

would be qualified to continue in the examination process for Firefighter up to placement on
the eligible list. Therefore, this change allows for a larger number of qualified applicants to
be considered in the examination process.
Mr. Biga referenced paragraph 8. of the proposed qualifications for Firefighter and stated by
opening up the qualifications, applicants who have not obtained the Paramedic license and
ACLS certification will need to have it by the time their name is reached on the eligible list in
order for their name to be certified. Otherwise, their name would be bypassed on the eligible
list. Mr. Biga explained that by Civil Service Rules the Civil Service Commission sets the
qualifications for all examinations.
Upon a motion by Mr. Tatigian, seconded by Mr. Meakin and unanimously adopted, it was
12-13 RESOLVED, That having reviewed the letter of January 5, 2012,
from Shadd A. Whitehead, Fire Chief, and the memorandum of January 11,
2012, from Derrick L. Washington, Personnel Analyst II, to Robert F. Biga,
Human Resources Director, requesting an open -competitive examination for
Firefighter and proposed qualifications and parts of examination and weights, the
Civil Service Commission does hereby approve the following qualifications and
parts of examination and weights:
QUALIFICATIONS
By the closing date of the announcement, applicants must:
1. Be a citizen of the United States or a resident alien with the right to work
in the United States.
2. Have a high school diploma or valid equivalency certificate. Preference
will be given applicants that have a Bachelor's Degree or an Associate's
Degree in Fire Science or an EMS curriculum.
3. Hold a current State of Michigan Paramedic License or National Registry
EMT - Paramedic and be ACLS (Advanced Cardiac Life Support)
certified, or currently enrolled in a Pammedlc/ACLS curriculum.
4. Possess the Conference of Western Wayne Firefighter Written and
Physical Agility Test Certificates. THE AGILITY TEST CERTIFICATE
MUST HAVE BEEN ISSUED IN THE TWELVE (12) MONTHS PRIOR TO
THE CLOSING DATE OF THE ANNOUNCEMENT.
5. Possess normal visual functions and acuity in each eye of 20/100 or
better, correctable to 20/20 with eyeglasses. NOTE: Applicant must
submit a completed City of Livonia Firefighter Visual Acuity form dated
after August 27, 2011, signed by a physician, optometrist or
ophthalmologist attesting to the applicant's visual acuity in each eye
corrected and uncorrected.
6. Be free from any physical defects, chronic diseases, organic or functional
conditions or mental and emotional instabilities which may lend to impair
the efficient performance of duties or which might endanger the lives of
others or the individual employee.
7. Possess and maintain a valid motor vehicle operator's or a basic
commercial driver's license and have an acceptable driving record.

8. AT THE TIME OF CERTIFICATION TO THE DEPARTMENT FOR FINAL
INTERVIEW AND HIRING CONSIDERATION, CANDIDATES MUST
POSSESS:
A. A current State of Michigan Paramedic License or National
Registry EMT - Paramedic, and be currently ACLS certified.
B. A State of Michigan Firefighter II Certificate or equivalent
certification in a state that has reciprocity.
NOTE: CANDIDATES ARE REQUIRED TO SUBMIT ORIGINAL
DEGREES/ TRANSCRIPTS, LICENSES AND CERTIFICATIONS BY THE CLOSING DATE
OF THIS ANNOUNCEMENT.
DESCRIPTION OF WORK
Employees in this classification work in the Fire Division of the Department of Public Safety
under the supervision of a higher-ranking officer. Employees perform both fire fighting and
emergency medical service duties. Employees are required to engage in training in fire
prevention and fire suppression, hazardous materials, basic and advanced first aid,
emergency medical technician, advanced emergency medical technician, and any other
training deemed necessary to perform emergency response and medical activities as
provided by the Fire Division. While on duty, employee behavior and performance is
regulated by Department Rules and Regulations, Civil Service Rules and Regulations, and
Department Policies and Procedures. Employee behavior and performance is further
regulated and controlled by orders issued by higher-ranking officers. Employees also perform
related duties as assigned.
PARTS OF EXAMINATION AND WEIGHTS
Written Test — 50%' Oral Interview — 50%
Background Investigation — Pass/Fail
Psychological Evaluation — Pass/Fail
'NOTE: The thirty (30) candidates with the highest passing scores on the Written Test
will be invited to continue to the Interview portion of the examination process. Remaining
candidates who pass the Written Test will have their names kept on file for future reference
during the life of the eligible list.
The results at each step in the application process will detennine eligibility for continuation on
to subsequent steps. The process includes application review, written test, oral board
interview and background investigation. Candidates who attain the minimum passing score
and provide documentation of receipt of advanced degrees shall have points added to their
earned scores. After passing all parts of the examination, one (1) point will be added for
attaining an Associate's Degree in Fire Science or an EMS curriculum; Two (2) points will be
added for attaining a Bachelor's Degree in Fire Science or an EMS curriculum. Applicants
must pass each part of the examination process in order to be placed on the eligible list.
Applicants must pass a pre-employment psychological evaluation and physical examination
at the time of hire conducted by representatives of the City of Livonia.

The LLSA Grievance dated January 12, 2012, from Jeffrey Teeter, former Police Sergeant,
regarding sick time payout, was withdrawn from the agenda at his request and will be
reviewed at the February 15, 2012 meeting.
Robert F. Biga, Human Resources Director, staled that the request from Robert Varney,
former Clerk I, requesting a waiver of the two-year limit for a layoff list is a contract issue.
Mr. Biga explained that according to Article 14, Loss of Seniority and Status, of the labor
contract between the City of Livonia and Union Local 192 an employee loses seniority and
status after being laid off for 2 years or the length of seniority with the City. Mr. Varney had
less than 2 years of seniority at the time of his layoff. Therefore, he would lose his seniority
after 2 years on layoff. After two (2) years, the list expires.
Mr. Biga stated Mr. Varney is requesting a waiver of the two (2) year limit for loss of seniority.
Mr. Washington advised that Mr. Varney was present at the meeting.
Mr. Varney staled he understood there had to be a cutoff limit at some point, but he believed
the job opening occurred sometime in December, which was within weeks after his 2 year
limit. Mr. Varney stated he was laid off on November 27, 2009 and at that point the library
generously offered him a Library Page position which he took, but that position is at a much
lower wage. Mr. Varney explained that he look the Library Page job and had been waiting
for an opening to get back in. Mr. Varney said R seemed to him that as soon as the 2 year
limit passed, there was an opening at the Sandburg Library, which was the position he used
to have. Mr. Varney stated his former supervisor gave him good evaluations and he could
return to that job with no training, thereby saving the City the cost of running an open -
competitive examination. Mr. Varney reiterated that it was less than two (2) months since the
2 year limit had passed.
Ms. Mahoney clarified the job wasn't posted back in November. Mr. Varney explained that it
was posted in January and he was informed the libraries are very short-staffed and they
would like to fill the vacant positions as soon as possible.
Upon a motion by Mr. Taligian, seconded by Mr. Meakin and unanimously adopted, it was
12-14 RESOLVED, that having reviewed the letter of January 13, 2012,
from Robert Varney, former Clerk I (RPT), requesting an extension of the two-year
time limit for a layoff list per the Union Local 192 collective bargaining agreement
with the City of Livonia, and having discussion with Robert Varney, former Clerk I;
Derrick L. Washington, Personnel Analyst 11, and Robert F. Biga, Human
Resources Director, the Civil Service Commission does hereby extend the layoff
list for Clerk I for an additional two (2) months through January 27, 2012, based on
extenuating circumstances, and it is understood this action is non -precedent
setting.

Council Resolutions from the meeting of November 2, 2011 with minutes to be
approved November 16, 2011:
#358-11 RESOLVED, that having considered a communication from the
Human Resources Director, dated October 13, 2011, which bears the signature of
the Director of Finance and is approved for submission by the Mayor, and which
transmits a resolution adopted by the Civil Service Commission on October 12,
2011, approving the contract between the City of Livonia and AFSCME Union
Local 192 for the period December 1, 2010, through November 30, 2013, the
Council does hereby approve of and concur in the aforesaid action of the Civil
Service Commission; and the Mayor and City Clerk are hereby requested to affix
their signatures to the said contract, for and on behalf of the City of Livonia, and to
do all other things necessary or incidental to the full performance of this resolution.
#359-11 RESOLVED, that having considered a communication from the
Human Resources Director, dated October 13, 2011, which bears the signature of
the Director of Finance and is approved for submission by the Mayor, and which
transmits a resolution adopted by the Civil Service Commission on October 12,
2011, and which recommends certain salary and fringe benefit adjustments for
non -represented City of Livonia employees, for the period December 1, 2010,
through November 30, 2013, which are as follows:
1. Wage rates frozen from December 1, 2010, through November 30, 2013
All employees will have six (6) unpaid days in 2012 and 2013. Three (3) of
the days each year will be unpaid holidays — President's Day, Good Friday
and the Day after Thanksgiving. Employees will not work and will not
receive any pay for the day. If an employee works on an unpaid holiday,
the employee will be paid straight time wages for the first eight (8) hours
worked. The other three (3) days will be scheduled around holidays, the
Friday before Memorial Day, the Friday before Labor Day and July 5. The
effective wage reduction through the implementation of unpaid days off is
2.3%.
Modification of health insurance plan to include the following cost saving
items:
$250 (single) and $500 (two-person/family) deductibles.
80%/20% Community Blue Plan 3 up to $1,000 per member or
$2,000 per family maximum out of pocket co-insurance.
Office Visit co -pay $20.
Emergency Room co -pay $100, waived if admitted to the hospital.
$10 (generic)/$25 (formulary)/$50 (non -formulary) drug prescription
co -pays.
Employees participating in the Health Retirement Savings Account (HRSA)
will vest in the City's contribution after four (4) years of service.

5. All pay steps will be frozen for employees hired or promoted after
September 8, 2011. The frozen steps will be implemented on November
30, 2013, at 11:59 p.m.
6. Increase optical reimbursement from $100 to $150 per family for a two-year
period and increase in dental reimbursement from $650 to $700/family/year.
7. Implement state -mandated caps on the amount the City will pay for current
employee health insurance - $5,500 single coverage; $11,000 two -person
coverage; $15,000 family coverage. These caps will be adjusted annually
in October by the State Treasurer based on the consumer price index as
set forth in Public Act 152 of 2011.
8. Retirees will pay up to $2,400 per year for the base retiree health insurance.
Retirees will pay the co -pay in retirement that they paid as an active
employee at the time of retirement up to a maximum of $200/month.
Employees electing the optional health plan will pay the difference in
illustrative monthly rates between the Community Blue Plan 3 and the
Optional Blue Choice plan in addition to the amount paid by employees
selecting the base plan, if the optional plan is more expensive.
9. Elimination of longevity payments for employees hired after September 8,
2011.
10. Reduction in the number of sick hours from eight (8) hours per month to six
(6) hours per month and reduction in the maximum number of sick days
paid out at retirement from one -hundred (100) to seventy-five (75) for
employees hired after September 8, 2011.
11. Reduce the number of days an employee can be absent from five (5) to
four (4) to be eligible for three (3) day vacation bonus and elimination of
bonus sick leave day.
12. Accrue vacation on a monthly basis. Employees hired after September 8,
2011, will have a reduced schedule. The new schedules are:
Effective January 1, 2012, employees hired prior to September 8,
2011, shall accrue vacation at the following rate for each completed
month of service with changes effective on their anniversary date:

of payment. Employees may accumulate up to sixty (60) hours.
Employees will be paid for overtime hours worked if they have sixty (60)
hours in their compensatory time bank.
14. Effective January 1, 2012, National and City Elections will no longer be paid
holidays. They will be regular workdays.
the Council does hereby concur in the recommendation of the Civil Service
Commission and the salary and fringe benefit adjustments set forth above are
hereby approved.
#360-11 RESOLVED, that having considered a communication from the
Mayor, dated October 13, 2011, which recommends certain salary and fringe
benefit adjustments for Appointed Department Head classifications for the period
December 1, 2010, through November 30, 2013, which are as follows:
