CIVIL SERVICE COMMISSION
The 1260' Regular Meeting of the Civil Service Commission was held on Wednesday,
May 20, 2009. The meeting was called to order at 5:35 p.m.

Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
09-116 RESOLVED, That the minutes of the 1259th Regular Meeting held
Wednesday, April 15, 2009, be approved as submitted.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
09-117 RESOLVED, That having reviewed the letter of April 20, 2009, from
Karla Sadler, Clerk -Typist I, as approved for submission by Karen Kapchonick,
Superintendent of Parks and Recreation, requesting an unpaid leave of absence,
the Civil Service Commission does hereby confirm the administrative approval of
a sixty (60) day intermittent leave of absence from May 11, 2009 through July 9,
2009.
09-118 RESOLVED, That having reviewed the letter of May 4, 2009, from
Theodore Anderson, Equipment Operator I, and the letter of May 5, 2009, from
Brian Wilson Superintendent of Public Service and Kevin Maillard, Director of
Public Works, regarding Mr. Anderson's request for an unpaid medical leave of
absence, the Civil Service Commission does hereby confirm the administrative
approval of a ninety (90) day unpaid medical leave of absence from April 23,
2009 through July 22, 2009;
AND BE IT FURTHER RESOLVED, that Mr. Anderson will be responsible to pay
the co -payment for his medical insurance to the Finance Department of the City
of Livonia for the duration of his approved unpaid leave of absence;
AND BE IT FURTHER RESOLVED, that should Mr. Anderson not return to work
after the approved ninety (90) day unpaid medical leave of absence, he will be
responsible to reimburse the City of Livonia for any costs for benefits paid for Mr.
Anderson during his time off in accordance with Section 25.6 (c), Insurance
Premium Payments of the Civil Service Commission Rules and Regulations.

09-119 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the eligible list for Equipment Operator II
(1289 p.).
09-120 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the eligible list for Water Meter Repairer II
(1295 p.).
The Commission received and fled the following:
Status of Temporary Employees Report for April 2009.
Non -Resident Report as of May 1, 2009.
Current Open -Competitive and Promotional Eligible Lists as of May 1,
2009.
Affirmative Action Report for April 2009.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and adopted, it was
09-121 RESOLVED, That having reviewed the expiring eligible lists for the
month of June 2009 — Custodian (914 o.c.) and Account Clerk II (1266 p.), the
Civil Service Commission does hereby approve the extension of the Custodian
(914 o.c.) list far six (6) months until December 2009.
f. Removal of names from active eligible list report for the month of
May 2009.

g. Council Resolutions from the April 8, 2009 meeting with minutes to be
approved April 29, 2009:
(1) #141-09, reappointing Maureen Simari to the Local Officers
Compensation Commission for a seven-year term expiring April 2,
2016.
(2) #152-09, determining to take no further action with regard to the
subject of an off-site administrative agreement between the City of
Livonia and Ameraplan to provide administrative services for the
City's dental and optical programs.
(3) #160-09, directing a Closed Committee of the Whole meeting be
held for the purposes of discussing litigation matters and
attorney/client privileged communications in connection with pending
litigation, Max Bandy v City of Livonia.

Council Resolutions from the April 29, 2009 meeting with minutes to be
approved May 13, 2009:
(1) #171-09, amending and revising Council Resolution #31-09 adopted
at the January 28, 2009 Regular meeting so as to have the same
read as follows:
RESOLVED, that having considered a communication from
the City Treasurer, dated January 12, 2009, which bears the
signature of the Finance Director and is approved for
submission by the Mayor, the Council does hereby approve
the appointment of Sharon Dolmetsch to the position of
Deputy Treasurer effective February 1, 2009; FURTHER, the
Council does hereby establish the salary for this position in
the amount of $60,361.60 with the understanding that all
benefits, as well as the salary increase to be effective
December 1, 2008, as previously approved by the Council for
other appointed positions within the City be also extended to
this position.
(2) #186-09, approving the proposed Agreement between the City of
Livonia and the Livonia Fire Fighters Union for the period
December 1, 2008, through November 30, 2012.
Letter of April 17, 2009, from Laura Toy, President, Livonia City Council,
regarding submission of Study Agenda items.
Letter of April 16, 2009, from Rulhanne Okun, Director, Bureau of
Employment Relations/MERC, to Gregory T. Schultz, Esq., Roumell, Lange
& Cholack, PLC, regarding City of Livonia -and- Michigan AFSCME Council
25 MERC Case Nos. CO6 1-223 & CO6 L-294.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
09-122 RESOLVED, That having reviewed the letter of April 14, 2009,
from Brian Wilson, Superintendent of Public Service and Kevin Maillard, Director
of Public Works, requesting a promotional examination for Equipment Mechanic
II and proposed qualifications and parts of examination and weights, the Civil
Service Commission does hereby approve the following qualifications and parts
of examination and weights:
QUALIFICATIONS
Applications will be accepted only from employees of the City of Livonia who, by the closing
date of this examination:
Employed in the Public Service Division of the Department of Public
Works; and
Have regular status as Equipment Mechanic I with at least two (2) years of
experience in that classification; and

Possess and maintain a valid group "A" Commercial Drivers license with
Air Brake "N" Endorsement, must have or be eligible for, a valid Industrial
Truck Driving Permit for operation of a forklift and must maintain a State of
Michigan Motor Vehicle Mechanic Certificate. An employee in this
classification is subject to all requirements of the Federal Omnibus
Transportation Employee Testing Act of 1991, as amended.
PARTS OF EXAMINATION AND WEIGHTS
Written Test - 80% Departmental Rating - 20%
Candidates must pass the Written Test in order to be placed on the eligible list. Pursuant to
AFSCME Local 192, PROMOTIONS 20.b., in competitive examinations which include
departmental ratings, the departmental rating from 0 to 100 will count as 20% of the
examination, but a score under 70 will not disqualify the candidate from continuing in the
process.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
09-123 RESOLVED, that having reviewed the letter of May 12, 2009,
from Brian Wilson, Superintendent of Public Service and Kevin Maillard, Director
of Public Works, requesting a promotional examination for Water Meter
Repairer I and proposed qualifications and parts of examination and weights, the
Civil Service Commission does hereby approve the following qualifications and
parts of examination and weights:
QUALIFICATIONS

Are employed in the Department of Public Works; and
Have regular status; and
Are eligible for either a Temporary Instruction Permit (TIP) or a valid
Group "A" or "B" Commercial Driver's License with Air Brake and must
have or be eligible for, a valid Industrial Truck Driving Permit for operating
of a forklift. An employee in this classification is subject to all
requirements of the Federal Omnibus Transportation Employee Testing
Act of 1991, as amended.

09-124 RESOLVED, That having reviewed the letter of May 13, 2009, from
Todd Zilincik, City Engineer, regarding Alexander Kwasniuk — on-the-job injury,
the Civil Service Commission does hereby refer this matter to the Human
Resources Director for a report and recommendation.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
09-125 RESOLVED, That having reviewed the letter of May 14, 2009, from
Ralph Mohr, Water Operations Mechanic II, as approved for submission by Brian
Wilson, Superintendent of Public Service and Kevin Maillard, Director of Public
Works, requesting an advance on his accrued vacation, the Civil Service
Commission does hereby approve Mr. Mohr's request to use accrued vacation
for 2010 after depleting his sick and vacation leave banks.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
09-126 RESOLVED, That having reviewed the letter of May 8, 2009, from
Sharon Dolmetsch, Deputy Treasurer, and the memorandum of May 14, 2009,
from Robert F. Biga, Human Resources Director, requesting a recalculation of
termination payout, the Civil Service Commission does hereby approve Ms.
Dolmetsch's request for a recalculation of her tennination payout, based on the
hourly rate of pay she received at the time of her official termination on January
30, 2009, which was $29.02 per hour.
The Commissioners tabled Livonia Police Officers Association (LPDA) Grievance #09-171,
dated May 12, 2009, from Harold Higgins, regarding his request to use dental reimbursement
monies to purchase electric toothbrushes, at the request of the Union.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
09-127 RESOLVED, That having reviewed the letter of May 18, 2009, from
Adrienne Spencer, Election Systems Operator, as approved for submission by Linda
Grimsby, City Clerk, requesting a sixty (60) day unpaid leave of absence, the Civil
Service Commission does hereby approve Ms. Spencers request for an unpaid leave
of absence from June 1, 2009 to July 31, 2009;
AND BE IT FURTHER RESOLVED, that Ms. Spencer will be responsible to pay the
co -payment for her medical insurance to the Finance Department of the City of Livonia
for the duration of her approved unpaid leave of absence;

AND BE IT FURTHER RESOLVED, that the first thirteen (13) days of unpaid time off
will not adversely affect paid time off accumulation during 2009 for use in 2010 and
any additional unpaid time off beyond thirteen (13) days will affect accumulation of paid
vacation and personal business leave on a prorated basis in accordance with City
practice.
AND BE IT FURTHER RESOLVED, that should Ms. Spencer not return to work after
the approved sixty (60) day unpaid leave of absence, she will be responsible to
reimburse the City of Livonia for any costs for benefits paid for Ms. Spencer during her
time off in accordance with Section 25.6 (c), Insurance Premium Payments of the Civil
Service Commission Rules and Regulations.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
09-128 RESOLVED, That having reviewed the Civil Service Commission
meeting schedule, the Civil Service Commission does hereby change the June
meeting date from Thursday, June 18, 2009 to Monday, June 15, 2009 and will
notify all employees regarding the change.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
RESOLVED, That the meeting be adjourned at 5:42 p.m.
