CIVIL SERVICE COMMISSION
The 1255^ Regular Meeting of the Civil Service Commission was held on Wednesday,
December 10, 2008. The meeting was called to order at 5:30 p.m.

Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
08-217 RESOLVED, That the minutes of the 1254th Regular Meeting held
Wednesday, November 19, 2008, be approved as submitted.
08-218 RESOLVED, That the revised minutes of the 1251" Regular
Meeting held Thursday, August 21, 2008, be approved as submitted.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
08-219 RESOLVED, That having reviewed the letter of December 3, 2008,
from Linda Grimsby, City Clerk, requesting an extension of her leave of absence
from the classified service, the Civil Service Commission does hereby confine
the administrative approval of a leave of absence from the classified service for
Ms. Grimsby for one (1) year, commencing January 1, 2009, pursuant to Civil
Service Commission Rules and Regulations, RULE 16, CERTIFICATION,
APPOINTMENT AND REINSTATEMENT, Section 16.5, Appointment of an
Employee in the Classified Service to a Position in the Unclassified Service.
08-220 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the passing point of 70% or 70 out of the
maximum score of 100 on the written test for Account Clerk III (1290 p.).
08-221 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the eligible list for Recreation Supervisor —
Senior Citizen's Program (920 o.c.).

Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
08-223 RESOLVED, That having reviewed the expiring eligible lists for the
month of January 2009 — Animal Control Officer (903 o.c.), Assistant Branch
Librarian (898 o.c.), Librarian 1 (891 o.c.), Police Crime Analyst (895 o.c.), Water
Meter Repairer 11 (905 o.c.), Equipment Operator 111 (1250 p.) and Sewer
Maintenance Worker 1 (1268 p.), the Civil Service Commission does hereby
approve the extension of the Equipment Operator 111 (1250 p.) eligible list for six
(6) months until July 18, 2009; the extension of the Sewer Maintenance Worker 1
(1268 p.) eligible list for six (6) months until July 31, 2009; and the extension of
the Police Crime Analyst (895 o.c.) for six (6) months until July 18, 2009.

g. Council Resolution #521-08, from the meeting of November 19, 2008, with
minutes to be approved on December 3, 2008, appointing nine (9)
individuals — Jack Engebretson, Lynda Scheel, Joe Taylor, James
Cambridge, Paul Condon, Ashley Vartoogian, Bill Fried, Kenneth Harb,
and Enrico Soave to the Livonia Brownfield Board, in accordance with the
Brownfield Redevelopment Financing Act 381 of the Public Acts of the
State of Michigan of 1996, as amended.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
08-224 RESOLVED, That having reviewed the Departmental
correspondence of November 13, 2008, from Terry Bias, Senior Fire Captain, as
approved for submission by Shadd A. Whitehead, Fire Chief, requesting
permission to carry over vacation days in excess of the maximum based on a
new projected retirement date of December 31, 2011, the Civil Service
Commission does hereby approve Mr. Bias' request to carry over excess
vacation days up to a maximum payout of thirty-one (31) twenty-four (24) hour
days as provided by the Livonia Fire Fighters Union contract.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
08-225 RESOLVED, That having reviewed the letter of October 2, 2008,
from Judith Priebe, Technical Specialist, as approved for submission by Karen
Tesner, Director of Legislative Affairs, requesting permission to carry over
vacation days in excess of the maximum based on a new projected retirement
date of December 31, 2011, the Civil Service Commission does hereby approve
Ms. Priebe's request to carry over excess vacation days up to a maximum payout
of fifty-seven (57) days as provided by Civil Service RULE 25, LEAVES, Section
25.1.

Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
08-226 RESOLVED, That having reviewed the memorandum of
November 26, 2008, from Robert F. Biga, Human Resources Director requesting
a promotional examination for Police Sergeant and proposed qualifications and
parts of examination and weights, the Civil Service Commission does hereby
approve the following qualifications and parts of examination and weights:
QUALIFICATIONS
This examination is open only to employees of the City of Livonia, who, at the closing date of
this examination, are employed in the Police Division of the Department of Public Safety; have
regular status in the classification of Police Officer; and have had at least five (5) years of
experience, immediately preceding the closing date of the examination, as a Police Officer with
the City of Livonia. Experience is counted through April 8, 2009.
PARTS OF EXAMINATION AND WEIGHTS
Written Test -60% Interview -15% Departmental Rating -25%
Candidates must pass the Written Test, Interview and Department Rating in order to be placed
on the promotional eligible list.
08-227 RESOLVED, That having reviewed the memorandum of
December 1, 2008, from Robert F. Biga, Human Resources Director, requesting
a promotional examination for Police Lieutenant and proposed qualifications and
parts of examination and weights, the Civil Service Commission does hereby
approve the following qualifications and parts of examination and weights:
QUALIFICATIONS
This examination is open only to employees of the City of Livonia, who, at the closing date of
this examination, are employed in the Police Division of the Department of Public Safety as a
Senior Sergeant or have regular status in the classification of Sergeant and, have had at least
four (4) years of experience, immediately preceding the closing date of the examination, as
Sergeant in the City of Livonia. Experience is counted through April 8, 2009.
PARTS OF EXAMINATION AND WEIGHTS
Written Test -50% Interview -25% Departmental Rating -25%
Candidates must pass the Written Test, Interview, and Departmental Rating in order to be
placed on the promotional eligible list.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
08-228 RESOLVED, That having reviewed the memorandum of December
10, 2008, from Derrick L. Washington, Personnel Analyst 11 to Robert F. Biga,

Human Resources Director, requesting an open -competitive examination for
Account Clerk III and proposed qualifications and parts of examination and
weights, the Civil Service Commission does hereby approve the following
qualifications and parts of examination and weights:
QUALIFICATIONS
By the closing date of this announcement, applicants must:
Be a citizen of the United States or resident alien with the right to work in
the United States; and
Have a high school diploma or a valid equivalency certificate; and
Have five (5) years full time paid work experience within the past ten (10)
years in the use of computer menus and entering of data on computer
terminals; experience with office machines and experience with Excel; and
Have had a minimum of three years of full-time paid accounting,
bookkeeping or related clerical experience, including experience with office
machines in the last five years; OR have had two (2) years of college
business courses or business school training; OR have an equivalent
combination of education and experience.
Possession of Bachelors Degree in Accounting or Finance from an
accredited college or university preferred above qualifications three and
four.
PARTS OF EXAMINATION AND WEIGHTS
Written Test -30% Interview -70%
A minimum of the top fifteen (15) qualified candidates with the highest passing scores on the
Written Test will be invited to the Interview. Candidates must pass the Written Test in order to
be placed on the eligible list.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
08-229 RESOLVED, That having reviewed the letter of December 5, 2008,
from Walter Krol, Water Meter Repairer II, acknowledged for submission by Brian
Wilson, Superintendent of Public Service, requesting a second extension of an
unpaid medical leave of absence for a personal medical condition, and having
discussion with Robert F. Biga, Human Resources Director, based on the
precedent with a previous employee in the Department of Public Works, the Civil
Service Commission does hereby deny the request for a second extension of
unpaid medical leave of absence with the understanding that Mr. Krol may
request consideration for reinstatement when he is physically able to return to full
duty.
Robert F. Biga, Human Resources Director, announced the since Agenda items 9 and 10
pertain to the same issue regarding the Parks Foreman (1288 p.) examination, the
Commission could resolve both with one action. Mr. Biga explained that the Parks Foreman

(1288 p.) announcement was originally announced with Qualification #1 stating, "Are employed
in the Public Service Division of the Department of Public Works." This qualification disallowed
Jeffrey Michael, Engineering Assistant I in the Engineering Department, from meeting that
qualification. By broadening the qualification to "Are employed in the Department of Public
Works,' it would open the announcement to more employees. In addition, by re -announcing
this examination, it would allow other employees, including the person involved in New
Business 10, Victor Locke, Parks Maintenance Worker I, to apply for this position. Mr. Locke
stated that examination announcements are not always being sent to his work area from his
department's administration and he missed the deadline with the original announcement.
Brian Wilson, Superintendent of Public Service, does not object to either of the requests. If the
Commission agreed to the change, and re -announcement of the Parks Foreman (1288 p.)
examination, it would take care of both New Business 9 and New Business 10.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
08-230 RESOLVED, That having reviewed the letter of December 8, 2008,
from Jeffrey Michael, Engineering Assistant I, and approved for submission by
Brian Wilson, Superintendent of Public Service, requesting the Parks Foreman
(1288 p.) examination, the Civil Service Commission does hereby approve the
change in wording of qualification #1 to "Are employed in the Department of
Public Works," and the re -announcement of the Parks Foreman (1288 p.)
examination as revised.
Due to the change in wording of qualification #1 to "Are employed in the Department of Public
Works" as approved in Commission Resolution 08-230, the letter of December 9, 2008, from
Victor Locke, Parks Maintenance Worker I, as approved for submission by Brian Wilson,
Superintendent of Public Service, requesting a waiver of the application deadline for Parks
Foreman (1288 p.) is moot.
Applicants who met the original application deadline, do not need to reapply.
In a letter dated December 9, 2008, and approved for submission by Brian Wilson,
Superintendent of Public Service, Arica Flores, Construction Worker I, requested consideration
for Equipment Operator II status. However, on December 10, 2008, Ms. Flores withdrew her
request. Therefore, no Commission action was needed.
Mr. Biga advised that he did have information for Ms. Flores and for the Union regarding
status. He stated he found his reference to a Commission action of January 26, 1971 that
pertained to granting status as an Equipment Operator for work performed as a Concrete
Repairman and Tree Trimmer subject to certain conditions that was discussed with Mr. Sturgill
at a prior Commission meeting. The information will be provided to the Union.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
08-231 RESOLVED, That having reviewed the letter of December 9, 2008,
from Brian Wilson, Superintendent of Public Service, requesting an open -
competitive examination for Program Supervisor — Office Manager and proposed
qualifications and parts of examination and weights, the Civil Service

Commission does hereby approve the following qualifications and parts of
examination and weights:
QUALIFICATIONS
By the closing date of this announcement, applicants must:
Be a citizen of the United States or a resident alien with the right to work in
the United States; and
Have a high school diploma or a valid equivalency certificate; and
Have either
a. A minimum of five (5) years full-time, paid clerical work with
experience in supervision with a two-year Associates Degree; OR
b. A minimum of seven (7) years full-time paid clerical work with
experience in supervision.
Experience using Microsoft Office and database experience preferred; and
Have the ability to work in a confidential environment.
Written Test -40% Interview -60%
A minimum of twelve (12) qualified applicants who have the highest passing score on the
written test will be invited to the Interview part of the examination.
Candidates must pass the Written Test and Interview in order to be placed on the eligible list.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
08-232 RESOLVED, That having reviewed the letter of December 9, 2008,
from Brian Wilson, Superintendent of Public Service, requesting a promotional
examination for Water Operations Mechanic I and proposed qualifications and
parts of examination and weights, the Civil Service Commission does hereby
approve the following qualifications and parts of examination and weights:
QUALIFICATIONS
Applications will be accepted only from employees of the City of Livonia who, by the closing
date of this announcement, are:
Employed in the Department of Public Works; and
Have regular status; and
Be eligible for either a Temporary Instruction Permit (TIP) for, or a valid Group
"A" or "B" Industrial Truck Commercial Drivers License with Air Brake, and must
have or be eligible for, a valid Industrial Truck Driving Permit for operation of a
forklift. An employee in this classification is subject to all requirements of the
Federal Omnibus Transportation Employee Testing Act of 1991, as amended;
and

Able to lift in excess of seventy-five (75) pounds.
PARTS OF EXAMINATION AND WEIGHTS
Written Test -80% Departmental Rating -20%
Candidates must pass the Written Test in order to be placed on the eligible list. Pursuant to
AFSCME Local 192 PROMOTIONS 20.13, in competitive examinations which include
Departmental Ratings, the Departmental Rating from 0 to 100 will count as 20% of the
examination, but a score of under 70 will not disqualify the candidate from continuing the
process.
