CIVIL SERVICE COMMISSION
The 1248' Regular Meeting of the Civil Service Commission was held on Wednesday,
May 21, 2008. The meeting was called to order at 5:35 p.m.

Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
08-108 RESOLVED, That the minutes of the 1247th Regular Meeting held
Wednesday, April 16, 2008, be approved as submitted.
08-109 RESOLVED, That the minutes of the 96th Special Meeting held
Monday, April 21, 2008, be approved as submitted.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
08-110 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the passing point of 70% or 70 out of the
maximum score of 100, on the written test for Library Aide 11 (1278 p.).
08-111 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the Account Clerk 1 (910 o.c.) eligible list.
08-112 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the Engineering Trainee (912 o.c.) eligible
list.
08-113 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the Library Aide 11 (1278 p.) eligible list.
08-114 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the Ordinance Enforcement Supervisor
(1279 p.) eligible list.
08-115 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the Recreation Supervisor — Special
Events (911 o.c.) eligible list.

08-116 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the Secretary II (1273 p.) eligible list.
08-117 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the Senior Clerk (1281 p.) eligible list.
08-118 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the Sewer Foreman (1277 p.) eligible list.
08-119 RESOLVED, That having reviewed the expiring eligible lists for the
month of June 2008 — Civil Engineer (881 o.c.) and Firefighter (894 o.c.), the Civil
Service Commission does hereby approve the extension of the Civil Engineer
(881 o.c.) eligible list for six (6) months to December 15, 2008 and extends the
Firefighter (894 o.c.) eligible list until a new eligible list is approved.
The Commission received and filed the report of active Open -Competitive and Promotional
eligible lists as of May 1, 2008.
The Commission received and fled the Removal of Names from Active Eligible List report for
the month of May 2008 and confinns the following removals for the reasons indicated in the

Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
08-120 RESOLVED, That having reviewed the letter of May 2, 2008, from
Karen Kapchonick, Superintendent of Parks and Recreation, requesting a step
increase for Tiffany Nelson, Program Specialist, the Civil Service Commission
does hereby approve a step increase to Step 2 for Ms. Nelson, effective January
21. 2008.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
08-121 RESOLVED, That having reviewed the letter of April 24, 2008, from
Wanda Roberts, Retired Clerk -Typist 11, as endorsed by Robert Stevenson,
Police Chief, requesting reinstatement of employment, and having discussion
with Robert F. Biga, Human Resources Director; Benjamin McDermott, Police
Captain; and Wanda Roberts, Retired Clerk -Typist 11, the Civil Service
Commission does hereby approve the reinstatement of employment of
Ms. Roberts in the classification of Clerk -Typist I under the conditions laid out in
the Defined Contribution retirement ordinance.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
08-122 RESOLVED, That having reviewed the letter of May 12, 2008, from
Shadd A. Whitehead, Fire Chief, requesting an open -competitive examination for
Firefighter and proposed qualifications and parts of examination and weights, the

Civil Service Commission does hereby approve the following qualifications and
parts of examination and weights:
QUALIFICATIONS
By the closing date of the announcement, applicants must:
1. Be a citizen of the United States or a resident alien with the right to work in the
United States.
2. Have a high school diploma or valid equivalency certificate. Preference will
be given applicants that have a Bachelors Degree or an Associate's Degree
in Fire Science or an EMS curriculum.
3. Hold a current State of Michigan Paramedic License or National Registry EMT
- Paramedic and be ACLS (Advanced Cardiac Life Support) certified.
4. Possess the Conference of Western Wayne Firefighter Written and Physical
Agility Test Certificates. THE AGILITY TEST CERTIFICATE MUST HAVE
BEEN ISSUED IN THE TWELVE (12) MONTHS PRIOR TO THE CLOSING
DATE OF THE ANNOUNCEMENT.
5. Possess normal visual functions and acuity in each eye of 20/100 or better,
correctable to 20/20 with eyeglasses. NOTE: Applicant must submit a
completed City of Livonia Firefighter Visual Acuity form dated after December
20, 2007, signed by a physician, optometrist or ophthalmologist attesting to
the applicant's visual acuity in each eye corrected and uncorrected.
6. Be free from any physical defects, chronic diseases, organic or functional
conditions or mental and emotional instabilities which may tend to impair the
efficient performance of duties or which might endanger the lives of others or
the individual employee.
7. Possess and maintain a valid motor vehicle operators or a basic commercial
driver's license and have an acceptable driving record.
8. AT THE TIME OF CERTIFICATION TO THE DEPARTMENT FOR FINAL
INTERVIEW AND HIRING CONSIDERATION, CANDIDATES MUST
POSSESS:
A. A current State of Michigan Paramedic License or National Registry EMT
- Paramedic, and be currently ACLS certified.
B. A State of Michigan Firefighter II Certificate or equivalent certification in a
state that has reciprocity.
NOTE: CANDIDATES ARE REQUIRED TO SUBMIT ORIGINAL
DEGREES/TRANSCRIPTS, LICENSES AND CERTIFICATIONS BY THE
CLOSING DATE OF THIS ANNOUNCEMENT.

PARTS OF EXAMINATION AND WEIGHTS
Written Test — 50%` Oral Interview — 50%
Background Investigation — Pass/Fail
Psychological Evaluation — Pass/Fail
'NOTE: The thirty (30) candidates with the highest passing scores on the written test will be
invited to continue to the Interview portion of the examination process. Remaining
candidates who pass the Written Test will have their names kept on file for future
reference during the life of the eligible list.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
08-123 RESOLVED, That having reviewed the letter of May 12, 2008, from
Brian Wilson, Superintendent of Public Service and Patrick A. Hogan, Director of
Public Works, requesting a promotional examination for Sign Foreman and
proposed qualifications and parts of examination and weights, the Civil Service
Commission does hereby approve the following qualifications and parts of
examination and weights:
QUALIFICATIONS
Applications will only be accepted from employees of the City of Livonia, who, by the closing
date of this announcement:
Are employed in the Public Service Division of the Department of Public
Works; and
Have regular status as a Sign Maintenance Worker I; and
Have a minimum of five (5) years experience in the Sign Maintenance
Section; and
Are certified by the International Municipal Signal Association in Signs &
Markings and Work Zone Safety Programs.
PARTS OF EXAMINATION AND WEIGHTS
Written Test -35% Interview -35% Departmental Rating -30%'
'In the event there is only one qualified applicant for this position, the Parts of Examination and
Weights will be 100% Departmental Rating.
Candidates must pass the Written Test, the Interview and the Departmental Rating in order to
be placed on the eligible list.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was

Derrick L. Washington, Personnel Analyst II, to Robert F. Biga, Human
Resources Director, regarding a promotional examination for Equipment

Operator I and proposed qualifications and parts of examination and weights, the
Civil Service Commission does hereby approve the following qualifications and
parts of examination and weights:
QUALIFICATIONS
Applications will be accepted only from employees of the City of Livonia who, by the closing
date of this examination:
Are a member of AFSCME Union Local 192; and
Have passed original probation in a classified position; and
Are eligible for either a Temporary Instruction Permit (TIP) for, or have a
valid Group "A" or "B" commercial Drivers License with Air Brake, and
must have or be eligible for, a valid Industrial Truck Driving Permit for
operation of a forklift. An employee in this classification is subject to all
requirements of the Federal Omnibus Transportation Employee Testing
Act of 1991, as amended.
PARTS OF EXAMINATION AND WEIGHTS
Written Test -40% Performance -40% Departmental Rating -20%
Candidates must pass the Written Test and the Performance Test in order to be placed on the
eligible list. In accordance with AFSCME Local 192 PROMOTIONS 20.b., scores under 70 do
not disqualify candidates from continuing the process.
The Commission received and fled the following:
Temporary Report for April 2008.
Non -Resident Report as of May 1, 2008.
Council Resolution #176-08 from the April 30, 2008 meeting, with minutes
to be approved May 14, 2008, regarding the reappointment of Dennis
Kujawa to the Livonia Plymouth Road Development Authority for a four-
year term expiring May 16, 2012,.
Affirmative Action Report for April 2008.
At the request of management, with the Union having no objections, AFSCME Union Local
Grievance #08-04, dated March 4, 2008, from Mark Trybus, regarding being put back on the
call -out list, is being postponed to the June 19, 2008 regular Civil Service Commission
meeting.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
08-125 RESOLVED, That having reviewed the Departmental
Correspondence of May 13, 2008, from William Marken, Fire Captain, as
recommended for approval by Shadd A. Whitehead, Fire Chief, requesting an
extension of the three-year retirement limit to March 15, 2010 for excess vacation

accrual, the Civil Service Commission does hereby approve this request with the
understanding that Captain Marken's vacation leave bank shall be at or below
the maximum payout allowed by the LFFU contract on January 1, 2010, the year
he is scheduled to retire, and any vacation time over the maximum payout
amount of thirty-one (31) twenty-four (24) hour days on January 1, 2010 and at
the time of retirement will be deemed lost. It is also understood that Captain
Marken's maximum vacation payout will be reduced by up to three (3) days if he
does not earn the bonus vacation days in the three (3) calendar years before his
retirement.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
08-126 RESOLVED, That having reviewed the letter of May 12, 2008, from
Brian Wilson, Superintendent of Public Service and Patrick A. Hogan, Director of
Public Works, requesting to use the Secretary III eligible list for a Secretary I
opening, and having discussion with Robert F. Biga, Human Resources Director,
the Civil Service Commission does hereby approve the use of the Secretary III
eligible list to fill the Secretary I vacancy.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
08-127 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the passing point of 70% or 26 out of the
maximum score of 38, on the written lest for Custodian (914 o.c.).
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
RESOLVED, That the meeting be adjourned at 5:50 p.m.
